Coughlin ("Respondent") was temporarily suspended from the practice of 9 law in the State of Nevada on June 7, 20 12, pursuant to an SCR 1 1 1 petition filed by the 10 Ofce of Bar Counsel. The Formal Disciplinary Hearing in that matter was consolidated with 11 three separate grievances concerning his sanctioned conduct before Reno Municipal, Justice 12 and District Court Judges. 13 Number of Grievances included in Case. 14 Three (3) Grievances. 15 2. The Rules of Professional Conduct (RPC). 16 Alleged in Complaint. The State Bar alleged violation of RPC 1. 1 (Competence), 17 RPC 1. 3 (Diligence), RPC 3. 1 (Meritorious Claims and Contentions), RPC 3. 3 (Candor 18 Toward the Tribunal), RPC 3. 4 (Fairness to Opposing Pary and Counsel), RPC 3. 5 19 (Impatiality and Decorum of the Tribunal), RPC 4. 1 (Truthfulness i n Statements to Others), 20 RPC 4. 4 (Respect for the Rights of Third Persons), RPC 5A (Relations with Opposing 21 Counsel), RPC 8. 1 (Disciplinary Matters), RPC 8.2 (Judicial and Legal Ofcials) and RPC 8.4 22 (Misconduct). 23 The Nature of the Rules Violations. 24 The Panel heard witness testimony that supported Respondents' various individual acts 25 of misconduct. The Panel made findings that the Respondent continues to engage in a J. BY: Assar 5035 1 pattern of conduct that is consistent and includes, without limitation, the disruption of cour 2 proceedings, the refusal to heed the directions and admonitions of the court, the injection of 3 irrelevant material and matters, the filing of lengthy, irrelevant and nonsensical pleadings, the 4 willingness to lie to cour and counsel and the inability to understand and follow the rules of 5 evidence and procedure. 6 7 8 9 Summar of the Recommended Discipline. The Panel recommends as follows:
Respondent be irrevocably disbarred by the Supreme Court;

Within three (3) days ofthe effective date of disbarment, to demonstrate to Bar Counsel that he has placed all his Nevada clients with other counsel; and
