BACKGROUND/SITUATION ANALYSIS Being the custodian of legislative records, Sanggunian Secretaries are fazed by the voluminous files and documents. The work may be routine but it becomes confusing over time. They have to contend not only with the physical management of these records or the tracking of legislative papers based on the results of the actual proceedings of their respective Councils. These responsibilities and concerns not only require skill but most importantly demand extraordinary diligence and dedication particularly in the aspect of records management. Thus, a Legislative Tracking Information System would be of great help and assistance to the office.
