More than three months into
operation, the Camden County
Police force has policed the
streets of Camden City in the
hopes of reducing the high crime
rate. Camdens police were the
first to join the county force. Ad-
ditional Camden County munici-
palities have yet to join.
Voorhees Township is not look-
ing to step in that direction.
Its a regional problem that
needs to be solved with a regional
solution, county freeholder
Louis Cappelli said, regarding
the high crime rate in Camden.
In the states Uniform Crime
Reports, overall crime in Camden
City decreased 12.6 percent, to 488
offenses, from January to June
2012 when compared to January
to June 2013.
According to Camden County
spokesman Dan Keashen, the
county budgeted $62 million for
401 officers and 100 civilian staff
as well as 36 dispatchers.

Police seek volunteers
for Domestic Violence
Response Team

The Voorhees Police Depart-
ment is looking for volunteers for
its Domestic Violence Response
Team. Members would assist vic-
tims of domestic violence by pro-
viding comfort, guidance and in-
formation.
According to Voorhees Police
Lt. Dennis Ober, there are nine
volunteers currently signed up to
be volunteers. The program has
been active in Voorhees since 1999
and called the Crisis Intervention
Team.
Usually women dealing with
domestic violence dial 911, and
they are not sure what to do. We
sit them down with an advocate
or volunteer, Ober said.
A local coordinator helps run
the initiative, securing the proper
paperwork for volunteers, back-
ground checks and training on
policies and procedures. The local
coordinator reports to the county
coordinator at the Camden Coun-
ty Womens Center, Ober said.
Volunteers would assist with
court paperwork and financial
and housing concerns and act as
a support system, pointing vic-
tims in the right direction.
According to Ober, there are
many levels of domestic violence.
Many go unreported.
Most dont know where to
turn, he said.
In 2011, there were 70,311 do-
mestic violence offenses reported
in the state, 42 percent of which
were assaults. Arrests were made
in 31 percent of cases, according
to the state polices Domestic Vio-
lence Statistical Summary report.
Volunteers are also asked to be
available on nights and weekends
since domestic violence incidents
occur more frequently later in the
day and on weekends, Ober said.
In the states 2011 report, 26
percent, or 18,074 offenses, were
reported between 8 p.m. and mid-
night, and Sunday was recorded
as the highest number of occur-
rences with 12,096 offenses.
Its a shoulder to cry on, he
said.
Volunteers cover 24-hour time
slots so officers are able to call a
volunteer at any hour, he said.
Uniformed officers might be
intimidating to women in these
situations.
A lot of the time women are
more comfortable talking to other
women, Ober said, adding most
volunteers are women.

Young adults of the Voorhees
Theatre Company will perform
the hit Broadway epic fairytale
taken from the pages of The
Brothers Grimm from Aug. 8 to
10. Worlds collide as James Lap-
ine and Stephen Sondheim take
everyone's favorite storybook
characters and bring them to-
gether for a timeless rare modern
classic.
The story follows a baker and
his wife who wish to have a child,
Cinderella who wishes to attend
the King's Festival, and Jack
(from Jack and the Beanstalk)
who wishes his cow would give
milk.
When the baker and his wife
learn that they cannot have a
child because of a witch's curse,
the two set off on a journey to
break the curse.
Everyone's wish is granted,
but the consequences of their ac-
tions return to haunt them later
with disastrous results.
Throw in Little Red Riding
Hood and a wolf, Rapunzel, sever-
al princes, stepsisters and step-
mothers and many other charac-
ters and you have a musical that
is sure to entertain.
Performances are Thursday,
Aug. 8; Friday, Aug. 9; and Satur-
day, Aug. 10.

U.S. Sen. Frank Lautenberg of New Jer-
sey died on June 3, at the age of 89 after
serving as a senator from 1982 to 2001 and
again from 2003 until his death.
Gov. Christie has called for a special elec-
tion to fill Lautenbergs seat. The special
primary election will be held on Tuesday,
Aug. 13, and the special general election
will be held on Wednesday, Oct. 16.
The polls will be open on the above dates

T
he Second Amendment to the
U.S. Constitution states: A well
regulated militia, being neces-
sary to the security of a free state, the
right of the people to keep and bear
arms shall not be infringed.
Its only 27 words, but it is perhaps
the Amendment thats most open to in-
terpretation.
Gun advocates focus on the phrase
the right of the people when making
their case for why citizens should be
allowed to own, and carry, guns. The
opposing side focuses on the word
militia, saying that the Amendment
in no way meant to reward free rights
for any citizen to own and carry a gun,
whenever and wherever they want.
Last week, local anti-gun groups
won a victory in court, when a federal
appeals court in Philadelphia upheld
New Jerseys law that states residents
need to show a justifiable need to
carry a handgun in public.
The decision means that, even if
you can legally own a gun, you cant
carry it wherever you please, whenev-
er you please.
In a state with 8.87 million people
and high violence areas such as Cam-
den this law is a good one, and this
court decision was the appropriate
one.
Were all for equal rights for bearing
arms, within reason but thats a sub-
ject for another day.
What were not for is wielding these
arms in public, with no legitimate pur-
pose. Police officers, security officers
and other officials are appropriate car-
riers of weapons in public. Everyone
else?
Kinda hard to justify, in our opinion,
so were glad the court agrees with
New Jerseys law that forces people
who want to carry arms in public to
really prove that he or she needs it.
If they can prove a justifiable
need for doing so, then fine. Other-
wise, get real.
There isnt much good that can
come of carrying a gun in public, so
we applaud the state for creating this
stringent law, and also applaud the
U.S. Court of Appeals in Philadelphia
for upholding it.
The law does not infringe upon citi-
zens right to bear arms, and there is
no solid argument against it.

Camden County invests


in animal shelter
Camden County is
an animal friendly
place and a majority
of our neighbors own
a dog or cat through-
out the 191,000 house-
holds here. In fact,
according to our last
census, more than 70
percent of all Cam-
den County homes
include a furry friend. This over-
whelming compassion for animals
also means the Freeholder Board
has to humanely house pets that
run away or are turned into our
animal shelter.
That said, the Freeholder Board
approved a two-year plan to recon-
figure and expand our animal
shelter in Gloucester Township. In
keeping with that ideal, the Free-
holder Board has made a commit-
ment to treat our homeless
animals in the most humane man-
ner possible.
This years budget includes $2
million for the renovation and ex-
pansion of the animal shelter,
which is already underway. An ad-
ditional $1.5 million is projected
for next years budget for the con-
struction of a new adoption center
expected to open in 2014.
The improvements to the ani-
mal shelter will expand the capac-
ity for dogs by 25 percent with the
addition of a fourth dog run.
There will be more room for cats
as well by maximizing space
within the existing footprint of
the building.
Next year, we plan to open a new
Animal Adoption Center in a
high-visibility location to provide
easier access for prospective
adopting families. The center will
have a retail feel with glass-
walled acquaintance rooms in-
stead of a traditional shelter
setting with animals in cages, to
encourage shorter shelter stays
for adoptable stray animals.
The Animal Adoption Center
will also provide edu-
cational program-
ming on the humane
treatment of animals
for school children
and adults. They will
teach pet-owners of
the importance of li-
censing and micro-
chipping their pets.
The Freeholder
Board has taken a holistic ap-
proach to animal management
that includes the facilitation of the
Camden County Animal Alliance,
a network of animal shelters lo-
cated within the county. They ad-
vocate for the adoption of a
regional standard municipal or-
dinance for animal management
that embraces trap/neuter/re-
lease, a humane effort to stabilize
the feral cat population. This will
eventually lead to the decrease in
stray cats, along with lower mu-
nicipal animal control costs and
intake at shelters.
The animal alliance has received
national attention for developing a
comprehensive strategy to restruc-
ture animal control on a county-
wide level. Camden Countys
unique approach has brought to-
gether municipalities, the animal
welfare community and to formu-
late a proactive plan to address the
problem of feral, abandoned and
orphaned animals.

The summer months are wind-
ing down, but Voorhees Town
Center is continuing to celebrate
the beautiful weather with its last
Caribbean-themed Farmers Mar-
ket on Aug. 10. Vendors wearing
leis and Caribbean shirts will
serve Jersey Fresh produce, in-
cluding fruits, vegetables, exotic
produce and herbs; locally pro-
duced wines; fresh baked breads;
and fresh pasta. As they stroll
among the festively decorated
stands, shoppers will enjoy live
entertainment by a steel drum
band. There will also be fun activi-
ties for children, including side-
walk chalk art, balloon artist cre-
ations and playtime with the Chil-
dren's Discovery Museum.
"The Farmers Market is the

receives
second
grant
After a successful two-year
grant program that exceeded its
goals and saw a measurable de-
crease in feline intake at area
shelters, Animal Welfare Associa-
tion in Voorhees announced it has
been awarded a second major
grant from PetSmart Charities to
continue its work to save the lives
of Camden County cats.
Thanks to the original 2011
grant from PetSmart Charities,
AWA was able to perform 3,500
free spay/neuter surgeries for
cats living in four specially target-
ed areas of Camden County. As a
result of these targeted services,
the Camden County Animal Shel-
ter saw a 46 percent reduction in
feline intake from Bellmawr; a 17
percent reduction in feline intake
from Gloucester Township; and a
7.2 percent reduction in feline in-
take from Lindenwold.
With the new two-year, 3,500
cats grant, AWA will be expand-
ing its targeted program and will
begin offering free spay/neuter
(including a rabies vaccine) to
more cats starting on Sept. 1.
About 15,000 cats enter shelters
in Camden County and the sur-
rounding areas each year. Only
about half of those cats make it
out alive.
The grant from PetSmart
Charities has enabled AWA to cre-
ate a very successful targeted
spay/neuter program to reach out
to those communities that have
been identified as the source of
some of the highest owner sur-
render and stray cat intake rates
at Camden County shelters, said
Christie Rogero, targeted
spay/neuter manager at AWA.
"Every cat and every litter that
stays out of the shelter represents
lives saved and taxpayer money
saved to help other animals in
need.

If Camden City were to have
proposed the same department,
which several nationally
renowned police experts have
outlined in their personnel num-
bers, they would have paid $85
million in just police salaries,
Keashen said.
Not all municipalities believe
the move to a regional police
force is efficient for the needs of
the entire county.
What works in Camden might
not work in [other towns]. Polic-
ing in the city is different than in
the suburbs, Voorhees Police
Chief Lou Bordi said. Policing
is just different.
Although Bordi said the town-
ship is not looking to regionalize
its police force, he understands
why the county had to move in
that direction to increase the
presence of officers and reduce
crime.
This has been a way to get
their numbers back up. So they
can provide services in that city
that desperately needs it, Bordi
said.
Cappelli said there are 36 po-
lice chiefs in the county, and over
the past few years with the eco-
nomic downturn, as well as the 2
percent mandated cap on munici-
pal tax increases, local police de-
partments have reduced man-
power.
If we put more officers and
detectives on the streets, it would
allow us to regionalize and con-
solidate upper management,
Cappelli said, adding money
would be better spent on patrol
officers.
If a municipality is not inter-
ested in consolidating its police
force, the county offers other
services to help alleviate expens-
es in areas that do not directly af-
fect patrol officers.
In May, Voorhees Township
Committee approved four-year
contracts with the Voorhees Po-
lice Officers Association, Senior
Officers Association and the
townships Sergeant Association.
The contracts increased the de-
partments pay scale to 16 steps,
but the salaries are lower the
scale begins at a lower level and
ends at a lower level, Township
Manager Larry Spellman told
The Sun in May.
According to Spellman, the
township has hired nine new offi-
cers since January, with 45 offi-
cers total.
A joint agreement was also ap-
proved between Eastern Regional
High School and Voorhees
Township Public Schools to in-
crease officers presence in
schools, Bordi said.
I think once we can show mu-
nicipalities we can operate much
more efficiently with more
officers on the street, we will be
getting more interest from mu-
nicipalities to join, Cappelli
said.
