Tax avoidance like tax evasion, seriously undermines the achievements of the public finance objective of collecting revenues in an efficient, equitable and effective manner. Internationally, tax avoidance is a menace in many economies of the world, be it developed superpowers like the US, the European Union or developing world countries like China, India. GAAR stands for General Anti-Avoidance Rules, and has allegedly been introduced in India for VODAFONE case ruling in favor of this company by the Supreme Court. Indian tax laws, though providing for specific anti-avoidance measures, did not have any general anti-avoidance rules or regulations.
