At project inception, make an overall independent assessment about the past performance of producing OLED, paying particularly attention

to the impact of the product against its objectives; identify key lessons and to propose practical recommendations for follow-up actions. At this stage, the following sections should be taken into account. 1. Clarity and internal consistency of the producing OLED. 2. Realism in the choice and quantity of inputs (budget, human and administrative resources) 3. Appropriateness of initial consultation, coordinate and participate with local authorities, institutions, research centers. Partner country contributions from local institutions and government (e.g offices, experts, reports) After the product entering the market, monitor the project. Record the actual results compare the figure with the targets set out initially, to evaluate the performance of this product. Prepare flexibly managements that can be adapted to ensure t the results would still achieve the purpose beforehand, in case the unforeseen external factors intervened; and consider what will these unintended results affect the benefits received. Planning operational work to make sure the project is on schedule, and manage the budget to ensure the cost is under control to avoid inadequate budget. Manage and cooperate of personnel, information, and property; taking account of contextual differences and eliminating market distortions.
