CHAPTER III THE UNIVERSIT- GRANTS COMMISSION

1. That the )niversit Grants Commission ()GC) has %een esta%lished % the )niversit Grants Commission Act 1:A; on 3rd (arch 1:A; (Eo. 3 of 1:A;). The )GC Act 1:A; !as enacted % the #arliament to ma$e *rovision for coCordination and determination of standards in universities and for the *ur*ose to esta%lish a universit Grants Commission. +. That -ection 3 of the )GC Act *rovides for declarin' an institution other than a )niversit to %e a )niversit and !hen such an institution is deemed as a )niversit & the )GC Act a**lies to it& as a )niversit !ithin the meanin' of -ec. + (f) of the Act. -ection 3 of the )GC Act reads as follo!s"C The Central Government ma & on the advice of the Commission& declare % notification in the .fficial GaIette& that an institution for hi'her education& other than a )niversit & shall %e deemed to %e a )niversit for the *ur*oses of this Act& and on such a declaration %ein' made& all the *rovisions of this Act shall a**l to such institution as if it !ere a )niversit !ithin the meanin' of clause (f) of section +. 3. That -ection 1+ of the said Act *rescri%es the functions of the )GC accordin' to !hich it shall %e the 'eneral dut of the commission to ta$e in consultation !ith the )niversities or other %odies concerned& all such ste*s as it ma thin$ fit for the *romotion and coCordination of )niversit education and for the determination and maintenance of standards of teachin'& e5amination and research in )niversities. ?. That -ection ++ of the ).G.C. Act *rovides ri'ht to the )niversit to confer de'rees. The -ection reads as follo!s" 22. Right to confer degrees-(1) The right to conferring or granting

degrees shall be exercised only by a University established or incorporated by or under a Central Act, a Provisional Act or a State Act or

an institution dee ed to be a University under Section ! or an institution specially e po"ered by an Act of Parlia ent to confer or grant degrees# ($) Save as provided in sub%section (1), no persons or authority shall confer, or grant, or hold hi self or itself out as entitled to confer or grant, any degree# (3) /or the *ur*oses of this section& de'ree means an such de'ree
