TRANSFORMATION OF SELECTED TECHNICAL INSTITUTIONS
INTO A NEW SYSTEM OF INSTITUTES OF NATIONAL IMPORTANCE

The Expert Committee gratefully acknowledges the spontaneous cooperation
and appropriate support received from the various institutions and their functionaries
| deeply appreciates the initial briefings given by senior officials of the Technical
Bureau of the Department of Secondary and Higher Education, MHRD, New Delhi
ho also provided relevant background documents and made necessary arrangements
with the identified Institutions facilitating orderly visits of the Commitiee and
collection of necessary data and information. ‘The Committee is gratelul for the
excellent arrangements made by the Viee-Chancellors, Directors and Deans of the
seven lnstitutions for its visits and for making available detailed mtogmation at a
relatively short notice, without exception ’ -
The Committee conveys its special gratitude to Prof. S.K. Dube, Director. I'l
Kharagpur and his personal assistant Shri Tapan Kumar Dey for providing
commendable logistic support for the Commitiee’s visit to the two Institutions in
Kolkata, ‘The work of the Committee could not have been accomplished in a
reasonable time but for the extensive facilities generously made available by Prof,
Sanjay G. Dhande, Director, IT Kanpur and the enabling support provided by KN)
Dakhle, Estate Officer. The efficient and mubtfarious assistance rendered by Awl
Gangwar in documentation and preparation of different draft versions of the Report
has been of immense value to the Committee. The Committee deeply appreciates the
Conuibation of the (wo postgraduate students of IIT Kanpur, T.N. Subramanya and
Gorky Srivastava who designed the elegant cover of the Report at a very short notice.

{it has been a valuable opportunity to the three af us in the Expert Committee
constituted by the Ministry of Human Resource Development to make
recommendations on upgrading sever Institutions identified by the S.K. Joshi
Committee to the level of IITs.
Taking into account the basic intentions of the mandate of our Committee, we
Ihave made suggestions in the light of the concerns of the key stakeholders of the
institutions and the data and information made available 10 us. The Commitee
perceived that a new concept should be evolved keeping in view the contemporary
and foresceable needs of technical education in India. This should take into account
the profile and experiences of the leading technical institutions in the country. The
Commiitiee has recommended a distinct concept for a new system of Institutions, with
4 distinguishing name, to be established by wanstorming some of the existing
Universities/University Departments.
We are pleased to submit the attached Report, containing the general
recommendations applicable to all the institutions considered for transformation, and
specific recommendations relating to the individual institutions as well as further
Meps to be initiated for implementation.

need arises
