Laswell means that politics decides what groups, such as voters, politicians, lobbyists, etc. get what goods and services, such as defense, healthcare, benefits, etc. in what quantities, and when they are available. The government decides who is taxed, how much, and where the money is allocated. 7. People affect the policy-making system by making their concerns and interests known to linkage agencies and organizations. These concerns eventually make their way to politicians that need support from these groups, so they mold their policies to conform to the concerns of the people. These concerns usually follow whatever is politically hot at the time, such as abortions or healthcare. These hot issues are what usually stir up the most public interest, and the people decide which side to take.
