    In re: Garcia Facts: Garcia, a Filipino citizen, finished his Law degree in Cental University of Madrid and was

    subsequently allowed to practice law in Spain. He then filed a petition before the Supreme Court of the Philippines a permit to practice law in the Philippines invoking the Treaty on Academic Degrees and the Exercise of Professions between the Republic of the Philippines and the Spain. Issue: Whether or not Garcia may be allowed to practice law in the Philippines by virtue of the Treaty on Academic Degrees and the Exercise of Professions between the Republic of the Philippines and the Spain.
