PART- A GENERAL GUIDELINES


1.
In supersession of all the guidelines governing admissions in Kendriya Vidyalayas that have been issued in the past, the following guidelines are issued to regulate admissions in the Kendriya Vidyalayas with effect from the academic session 2014-1 ! "hese guidelines are not applicable to Kendriya Vidyalayas located abroad! 2.

DEFINITIONS
#nless the conte$t suggests otherwise, the definition of the following terms used in these guidelines would be as below%&i' &ii' ()*"+,- ./V)+*0)*" )01-/2))3% ,n employee who draws his emoluments from the consolidated fund of India! "+,*34)+,5-)% ,n employee who has been transferred at least once in the preceding 6 years shall be deemed to be transferable! "+,*34)+% ,n employee would be treated as transferred only if he7she has been transferred by the competent authority from one place7urban agglomeration to another place7urban agglomeration which is at a distance of at least 20 8ms! and minimum period of stay at a place should be si$ months! ,#"/*/0/#3 5/9I)3 7 1#5-I( 3)("/+ #*9)+",KI*.3: /rgani:ations which are fully financed by the government or where the government share is more than 1 per cent would be deemed to be autonomous bodies7 public sector underta8ings!

PRIORITIES IN ADMISSION
"he following priorities shall be followed in granting admissions%(A) 1!

(hildren of transferable and non-transferable 3tate .overnment employees!

student is see8ing admission in the year of passing (lass C e$amination! 3imilarly, there will be no upper > lower age limit for admission to class CII provided there has been no brea8 in the continuous study of the student after passing class CI!

4. RESERVATIONS IN ADMISSION A. SCHEDULED CASTE AND SCHEDULED TRIBE CATEGORY 1 F seats for 3cheduled (aste and 6! F seats for 3cheduled "ribes shall be reserved in all fresh admissions in all Kendriya Vidyalayas!

B. PHYSICALLY CHALLENGED CATEGORY


<F seats of total available seats for fresh admission will be hori:ontally reserved for 9ifferently ,bled-children as per the provisions of +") ,ct, 200B read in con=unction with 1ersons with 9isabilities &)Gual /pportunities, 1rotection of +ights and 4ull 1articipation' ,ct, 1BB ! 5. ADMISSION WITH KV TRANSFER CERTIFICATE INCLUDING LOCAL TRANSFER (TC). &i' ,dmission of children with KV "( will be automatic &over and above (lass strength' if the parent has been transferred from one station to another! ?hen the class strength reaches , the efforts should be initiated to open additional sections! &ii' 9efence personnel and 1ara-military 4orces who shift their families to a station of their choice whenever they are transferred to some non-family areas or posted in *a$al affected areas, can admit their children on KV "( in a KV located at the station where they will 8eep their family! &iii' In all other cases where transfer of the parent is not involved, the admission with KV "( would be done only with the prior approval of the 9eputy (ommissioner of the region concerned! &iv' ,ll cases of local transfer on KV "( will be done with the approval of 9( concerned on merit!

&v' , student with KV "( may also be permitted in pro=ect KVs only up to class strength
of 4 with the prior concurrence of (hairman, V0(! 5eyond this no admission on KV "( would be done in pro=ect schools! ;owever, 9eputy (ommissioner of the region is empowered to allow admission in the pro=ect7nearest KV in e$tremely deserving cases! 6. E7UIVALENCE OF N.I.O.S STATE BOARDS ICSE FOR ADMISSION IN CLASS 'I IN KENDRIYA VIDYALAYAS "he students of 3tate 5oards7I(3)7*I/3 where mar8s are awarded be considered for admission in class CI if vacancies e$ist! "he mar8s awarded in various sub=ects are considered against the corresponding .rade awarded by (53)! H 0ar8s of different sub=ects are to be converted into grades as per (53) norms as given below% C",8$+(0", "9 2&+3( 0,#" G+&:$(! ADMISSION FOR CLASS ' AND 'II ,dmissions to class C > CII, other than KV students, will be entertained sub=ect to availability of vacancies! 3uch admissions to class C and CII will be considered by the 9eputy (ommissioner of the +egion concerned, only if, the average strength in class C7CII is below 40!"his will further be sub=ect to the following conditions% i' "he child has been in the same course of studies i!e! in a (53)-affiliated school! ii' 4or (lass C, the child must have obtained not less than @! (.1, in class IC &(.1, be calculated as per formula applied by (53) in class C'! 4or admission to class CII, F mar8s in class CI e$amination is mandatory! iii' "he child should /";)+?I3) be eligible as per KV3 admission guidelines! iv' "he combinations of sub=ects opted by the student are available in Kendriya Vidyalayas! 1<. ADMISSION OF CHILDREN STUDYING ABROAD , KV 3tudent, who went abroad with his parents on their deputation to a foreign country, will be admitted to corresponding class on their return to India by the 1rincipal of Kendriya Vidyalaya concerned! GUIDELINES FOR ADMISSION IN KENDRIYA VIDYALAYAS

PART- B SPECIAL PROVISIONS


1. 4ollowing categories of children would be admitted over and above the class strength e$cept where stated otherwise in the provision itself &e!g! Item *o! CVI'! i! ii! "he children and dependent grand children of ;onIble 0embers of 1arliament! (hildren and grand children &children of son or 7 and daughter' of serving and retired KV3 employees! "he (hildren and grand children of the serving and retired employees of KV3 &Kendriya Vidyalayas, +egional /ffices, JI)"s and KV3 &;Grs!' will be considered for admission at any time of the year irrespective of the class strength7year of transfer7recruitment! ;owever, for class IC, the child has to clear the admission test &"he /fficials7/fficers who come on deputation to KV3 their wards should also be treated at par with regular KV3 employees'! (hildren of (entral .overnment employees who die in harness! (hildren of recipients of 1aramveer (ha8ra, 0ahavir (ha8ra, Veer (ha8ra, ,sho8 (ha8ra, Kirti (ha8ra > 3hourya (ha8ra, 3ena 0edal&,rmy', *av 3ena 0edal &*avy', Vayu 3ena 0edal &,ir 4orce'! (hildren of recipients of 1residentIs 1olice medal for gallantry > 1olice medal for gallantry! 0eritorious sports children who have secured I, II > III 3.4I7(53)7*ational73tate level games organi:ed by the .overnment! +ecipients of +ashtrapati 1uras8ar in 3couts > .uides! 3ingle girl children in class I and from class VI onwards sub=ect to a ma$imum of two per section in class I and two per class in class VI and onwards! It includes twin girl children also! (hildren who are recipients of *ational 5ravery ,ward, or of 5alshree ,ward instituted by *ational 5al 5hawan! (hildren whose parent is a teacher, and is a recipient of *ational ,ward for teachers! (hildren who have shown special talent in 4ine ,rts and have been recogni:ed at the *ational or 3tate level! 100 children of employees of the 0inistry of ;+9 would be admitted every year on orders issued by the KV3 &;K'& up to <1st Duly'! @0 admissions in Kendriya Vidyalayas located anywhere in India and 1 admissions in hostels of Kendriya Vidyalayas, would be granted to employees of 0inistry of )$ternal ,ffairs each year, by orders of KV3 &;K'! "hese would be regulated as follows%position in

@0 admissions in Kendriya Vidyalayas located anywhere in India be utili:ed e$clusively for children returning from abroad along with their parents after their posting! 3eats under this provision remaining unutili:ed at the time of normal admissions will remain as such and will be utili:ed for children who return to India after the beginning of the academic session and up to <0th 3eptember! (hildren who return to India after <0th 3eptember would be considered for admission up to <0th *ovember! *o special consideration will be given to 0), staff under this priority! ,ll these admissions will be sub=ect to the condition that not more than children would be admitted in one school in a year and that the children would be submitting a transfer certificate of a school abroad, in which they had been studying prior to see8ing admission in a KV!

=) 1 seats for admission in hostels in Kendriya Vidyalayas would be allotted to the children whose parents are going abroad on a posting to station, which does not have adeGuate educational facilities! "he reGuired information in this respect would need to be given by the 0inistry of )$ternal ,ffairs! $iv! 1 children of the employees of the +esearch and ,nalysis ?ing &+,?' would be admitted on orders to be issued by the KV3 ;Grs! /f these, a ma$imum of seats would be given in 9elhi and the remaining would be outside 9elhi! LIn case adeGuate number of applications for admission of eligible children are not available for provisions under &CII', &CIII', and &CIV', Kendriya Vidyalaya 3angathan may nominate additional names up to the prescribed limit to ensure full utili:ation of these provisionsM! 0 seats in each section of class I and 10 seats in all other classes put together will be reserved every year for the children of the sponsoring agency in all schools e$cept those specifically notified otherwise by the (ommissioner! "he wards of deceased employees of sponsoring agency who have died while in service may also be included under this Guota! In (ivil 3ector schools sponsored by 3tate .ovt!, the children of 3tate .ovt! employees would come under this provision! 3imilarly in 9efence7 1ro=ect7 Institution of ;igher -earning sector schools only the children belonging to employees wor8ing in these sectors would come under this provision! ,dmission to class I would be within the approved class strength while for other classes it would be over and above class strength! (hairman, Vidyalaya 0anagement (ommittee can recommend ma$imum two admissions in the concerned Kendriya Vidyalaya73hift under his discretionary Guota! "hese two admissions may be recommended in one class or all classes put together e$cept classes C > CII ?herever land has been sponsored by 99, for Kendriya Vidyalayas located in 9elhi, admission to children of regular 99, employees would be restricted to seats per section in class I and seats in all other classes put together! ,dmission in class I would be within the approved strength of the section while for other classes this would be over and above the class strength!

)ach ;onIble 0ember of 1arliament can refer 0@ &si$' cases for admission under the scheme in an academic year but such recommendations shall be confined to children whose parents belong to his constituency either by domicile or on account of having been soon-before posted there or else on account of e$igencies of service, migrate to his constituency! 3uch recommendations would be for admissions in Kendriya Vidyalaya&s' located in his constituency only! In case there is no Kendriya Vidyalaya in the constituency of the ;onIble 0!1!&-o8 3abha', he7she may recommend these admissions in the Kendriya Vidyalaya&s' located in any neighbouring contiguous constituency! 4or 0ember of the +a=ya 3abha, the 3tate from which the member has been elected would be deemed to be his constituency for this purpose! *ominated members of the +a=ya 3abha and -o8 3abha can recommend 0@ cases for admission in any one or more Kendriya Vidyalayas of the (ountry! a! b! c! "hese admissions shall be over and above the class strength! "hese recommendations would be made for all classes e$cept pre-primary, and classes C and CII! "hese admissions would be made at the beginning of the academic year and no admission would be allowed after the prescribed cut off date &i!e <1 st D#-2' of the year! "he recommendations to be made shall be valid only if these are made in the prescribed format provided to each 0ember of 1arliament by KV3 &;K'! +ecommendations sent in any other format 7 manner shall not be considered! "he children recommended by ;onIble 0embers of 1arliament must be otherwise eligible for admission as per the e$tant KV3 ,dmission .uidelines! #nutilised seats of 0!1!Guota may be filled up with the approval of (hairman, KV3! ,dmissions under this provision shall be regulated as follows% "hese admissions shall be over and above class strengthN "hese admissions shall not e$ceed 10F of the total fresh admissions made in each school during the yearN , list of names to be considered will be provided by the office of ;onIble ;+0, (hairman, KV3! In case, the list of candidates e$ceeds the number of seats available, selection would be done by draw of lotN "he last date of admission under the scheme shall be <1st ,ugust of the year! "he children recommended must be otherwise eligible for admission as per the e$tant KV3 ,dmission .uidelines!

)ach 9irectorate of education of ,rmed 4orces i!e ,rmy, ,ir 4orce and *avy can refer 0@ cases in admission in an academic year for all classes e$cept pre primary and classes C and CII! "he 9irectorate of education of ,rmed 4orces i!e ,rmy, ,ir 4orce and *avy can recommend 0@ names for admission of wards of 9efence 1ersonnel who are otherwise eligible for admission, in Kendriya Vidyalayas located in 9efence 3ector! "hese admissions would be over and above the class strength and would be completed by <1st Duly! ;owever, under this provision no admission will be made in class C and CII!

ADMISSION OF WARDS OF ARMED FORCES


,utomatic admission of children in the Kendriya Vidyalayas on the basis of transfer certificate issued by the (53) affiliated schools run by ,rmed 4orces &e!g! ,rmy, ,ir 4orce, *avy and (+14' will be entertained only if the parent has been transferred to that place or has desired to settle at the place after his retirement!, provided no ,rmed forces run 3chool e$ists in the vicinity of 10 8m! from the place of posting! "his provision shall be applicable to schools run by Indian (oast .uard also! "his provision may also be e$tended to the children of government employees studying in schools run by I3+/7,))3! It is clarified that above provisions are only for the wards of 9efence personnel (+14 vi:! sons > daughters only! "his will not include the grand children of 9efence personnel! 1rovisions of KV3 admission guidelines including the eligibility criteria for age and mar8s7.rades will be followed in letter and spirit! ,lso the fee including VV* is to be paid from the month of admission of the child in the Kendriya Vidyalaya regardless of the fact that the fee for succeeding months have already been paid in the school from which "( has been issued for admission to KV! "(s issued by the (53) schools of 9efence 0inistry79eptts7,uthority will be endorsed by the concerned 9eputy (ommissioner of the region where admission is sought!

ADMISSION OF PRE PRIMARY STUDENTS IN CLASSE-I.


"he policy of automatic admission of pre-primary students in class-I has been withdrawn w!e!f! session 200A-0B! *ow all admissions in class-I shall be treated as fresh admissions and shall be dealt with as per rules in vogue!

transfer of parent or &b' relocation due to e$igency caused by posting of parent to field area was compelled to study in a school other than Kendriya Vidyalaya because no KV was available at that station, if the said parent subseGuently gets transferred to a place where a Kendriya Vidyalaya e$ists, his7her child be considered for admission, conseGuent upon the transfer7movement of the parent subseGuently to a place where a Kendriya Vidyalaya e$ists, over and above the class strength! , proof to this effect has to be provided by the parent!

GUIDELINES FOR ADMISSION IN KENDRIYA VIDYALAYAS

PART- C PROCEDURE FOR ADMISSIONS


1. PUBLICITY ,n advertisement shall be issued by the +egional /ffice in the local newspapers in the 1st wee8 of 4ebruary giving the admission schedule &,nne$ure follows' and inviting 1arents to register their wards for admission in Kendriya Vidyalayas! "his advertisement should specifically indicate that admissions in Kendriya Vidyalayas are not restricted to (entral .ovt! employees and are open to all, only certain priorities have been laid down for different categories to regulate the admissions! "he reservations for 3(, 3" and 1hysically ;andicapped and under +") ,ct 200B should also be indicated! 2. REGISTRATION &i' +egistration shall not be done if there is no vacancy or li8elihood of any vacancy in a particular class! In case a vacancy arises in future, registration can be made after giving wide publicity at local level and admission can be granted as per KV3 ,dmission .uidelines! &ii' In case the number of children see8ing registration is less because of which all seats have not been filled up, the 1rincipal shall issue a second7third advertisement in the months of 0ay and Dune notifying the availability of vacancies! &iii' ,dmissions are reGuired to be made with the approval of the )$ecutive (ommittee of the Vidyalaya! In case the )$ecutive (ommittee does not approve the admissions up to the full sanctioned strength of the class, the 1rincipal shall intimate this fact to the 9eputy (ommissioner who may

approve the admissions!


&iv' +egistration for class CI shall be ta8en up immediately after the declaration of results of class C and admissions up to the full strength of the class should be completed within <0 days after declaration of results by (53)! In case there is any difficulty in admitting children up to the full strength because of the )$ecutive (ommittee of the Vidyalaya not approving the same, the procedure as laid down for other classes above shall be followed and admissions up to the sanctioned strength of the class shall be made by <1st of Duly with the approval of the 9eputy (ommissioner! &v' +egistration forms shall be made available by the 1rincipal 4+)) /4 (/3"! &vi' +egistration forms complete in all respects and accompanied by all reGuired documents must be submitted to the Vidyalaya office within the prescribed date! &vii',ttested copies of the prescribed documents would be reGuired to be submitted along with the application form for registration!

DOCUMENTS 4or (lass I, certificate of proof of age in the form of a birth certificate issued by the authority competent to register births! "his will include certificates from *otified ,rea (ouncil 7 0unicipality 7 0unicipal (orporation e$tract about the date of birth from records of Village 1anchayat, 0ilitary ;ospital and service records of 9efence personnel or ,ffidavit! 4or other classes, the date of birth recorded in the transfer certificate issued by a school recogni:ed by the 3tate )ducation 9epartment would be accepted! "he original certificate of date of birth should be returned to the parent after verification! ,dmissions up to class-VIII may be granted without any school transfer certificate provided the child is otherwise eligible and his birth certificate has been issued by a .ovt! body or affidavit! 4or grandchildren of ;onIble 0ember of 1arliament and 13# employees a proof of relationship of either of the childIs parents with the ;onIble 0ember of 1arliament or 13# employees would be needed! 4or grandchildren of KV3 employee a proof of relationship would be reGuired! , certificate that the child belongs to the 3cheduled (aste73cheduled "ribe7)?37/5( &*on-(reamy -ayer'751-79ifferently abled, wherever applicable, issued by the competent authority in concerned 3tate .overnment7#nion .overnment! "he certificate in respect of either of the parents may be accepted initially, for the purpose of admission, if this certificate is not available for the child! ;owever, the certificate in respect of the child has to be submitted within a period of 0< months from the date of admission! , certificate from the civil surgeon7rehabilitation centre or any other competent authority defined by the .overnment of India /!0! *o! <@0< 7 7AA7)stt!&sct' dated 4! !1BBB certifying the child to be handicapped, wherever applicable! In case, where the handicap of the child can be visually seen by the 1rincipal, the child may be accepted as handicapped even without a certificate! ;owever, the parent may be advised to obtain the relevant certificate from the competent authority and submit the same to the school! , service certificate showing the number of transfers during the preceding 6 years duly signed and stamped by the head of office bearing the name, designation and other relevant particulars in bloc8 letters! , certificate of retirement for uniformed 9efence employees! 1roof of +esidence!

N"#$! &i' 0ere registration will not confer a right to admission! &ii' Incomplete application forms shall normally be re=ected! In case vacancies remain, 1rincipal may allow completion of the form later at his discretion! &iii' ,dmission secured on the basis of any wrong certificate shall be cancelled by the 1rincipal forthwith and no appeal against such action of the 1rincipal shall be entertained! &iv' ?hen a child is registered for admission in class I in a Kendriya Vidyalaya but, before declaration of the selection list, his parent is transferred to another station, the child should be deemed to have been registered for admission in the Kendriya Vidyalaya at the station of posting even if the last date of registration at that place has e$pired! "he registration form in original is transferred to the Kendriya Vidyalaya of new place of posting and a photo copy of the same be retained in the school where the child was initially registered! &v' In respect of (ategory I, II, III and IV admissions, the veracity of the (ertificates submitted by the parents in proof of their service must be invariably verified by the 1rincipal!

METHOD OF ADMISSION IN CLASS I
