This is an appeal by the Director of Lands assailing the decision of the Intermediate Apellate Court in granting the registration

proceedings in favor of ACME, a private corporation which bought a five parcels of land from Mariano and Acer Infiel on October 29, 1962. The mentioned persons are members of the national cultural minorities who had, by themselves and through their progenitors, possessed and occupied those lands since time immemorial, or for more than the required 30-year period and were, by reason thereof, entitled to exercise the right granted in Section 48 of the Public Land Act to have their title judicially confirmed.

Mariano and Acer Infiel, from whom Acme purchased the lands in question on October 29, 1962, are members of the national cultural minorities who had, by themselves and through their progenitors, possessed and occupied those lands since time immemorial, or for more than the required 30-year period and were, by reason thereof, entitled to exercise the right granted in Section 48 of the Public Land Act to have their title judicially confirmed. Nor is there any pretension that Acme, as the successor-in-interest of the Infiels, is disqualified to acquire and register ownership of said lands under any provisions of the 1973 Constitution other than Section 11 of its Article XIV already referred to.
