Migratory animals will be disturbed since their place is distressed. Public health and issue will be a topic since there will be hazards during construction If I were the authority involved I would address the traffic congestion by providing a new route for all vehicles temporarily the decrease the volume of traffic. All the waste would be collected by my own team to be disposed properly. Noise pollution will be addressed by making sure construction runs at the time they should be running and be idle when the time is right.
