The planning system, the importance and role of spatial

planning at municipal/town level are constantly topics of
discussion, analyses and researches in the theory and practice
in Serbia. The downsides of the planning system and doubts
regarding the role of spatial planning are mostly reflected
on the local level. The legal framework has shifted the focus
of planning from a strategic to the regulatory role of spatial
planning. Most articles in this issue have been reflecting
upon how to upgrade the strategic and regulatory part of
spatial planning; how to protect and improve the conditions
for quality and healthy living. It is necessary for the entire
process, which includes planning, design and realization, to be
in accordance with the principles of sustainable building. The
key opinions refer to the necessity of undertaking a number
of different measures, which mainly deal with amending
and implementing the legal regulations, introducing market
values, as well as hiring experts and institutions that would be
prepared to implement them.

Editorial
When it is a question of urban planning and design in Serbia
in the context of climate change, it is difficult to assess with
certainty to which extent the issue of climate change is
actually present in the current practices; and whether planners
and designers are familiar enough with climate change in
our region, about the potentials for their alleviation, the
vulnerability of settlements and their capability to fight the
challenges of climate change, and finally about the measures
for adaptation and their inevitable consequences. How to direct
the current legislation towards a more efficient implementation
of planning and building regulations, primarily in the areas
that are more exposed to climate impacts, given that there
is still no national strategy for adapting to climate change?
Answers to these complex questions and ever more pressing
issues are given in adequate guidelines for urban planning and
comparative analysis of regional recommendations in the field
of urban planning and the existing legislative framework in
Serbia, as well as in the region.

Abstract
The idea of a garden city, which was formed near the end of the
19th century England, also affected the building of The
Professors colony in the former northeast Belgrade. The
constructions started in 1926, and they were completed during
the initial months of the following year. Our intention was to
consider the urban and social influence of the garden cities idea
to the Belgrade colony, through critical contents. The fact we
support in the text, is that the primary plan of Ebenezer Howards
had been realized here, only it resembled Hempsted (near
London) more than the garden cities soon to come. The
professors colony, build to match the ideas of the garden cities,
contained formal elements: radial, diagonal and arched streets,
semi and full circled squares, as well as irregular parcels and
blocks. Primarily conceived as London suburbs that are now
those of Belgrade, today they are blended in with the
environment, and represent elite neighborhoods with a wealthy
population. There are differences between the two examples
that are reflected in Hempsteads keeping its autonomy as a
whole, with all its needful contents, while the colony is just a
settlement, still dependent on the city to tend to its needs. Also,
in our work, we keep track of individual edifices, built in the
spirit of modern architecture in the Professors colony.

The paper treats the area of Jodna spa in Novi

Sad, which largely coincides with Futoki park,

During the negotiations between Austria and Hungary
in 1867 when dual Austro-Hungarian Monarchy was

formed, the question of the central bank was not

topic of this paper is research of architecture of Austro ,
Hungarian Bank Building in Subotica. It is obvious,

although smaller in size, that the building was designed

according to the main concept of the central bank

building in Budapest. Compositions of the both facade

applied similar architectural elements, like pillars,
projections, attics, plinth and also decorative elements
that symbolizes the function of a building. Inner

organization of space also corresponds to each other,

in both buildings: beside offices there were several

apartments for renting. In contrast to other bank

buildings in Hungary designed by Jzsef Hubert, bank

building in Subotica, although made according to the

concept of Central Bank building in Budapest represents

remarkable and unique architectural masterpiece

including all: architectural composition, decorative
elements and function of a building.

GUIDELINES FOR URBAN PLANNING IN SERBIA

Abstract
The problems of climate change significantly alter the character of
urban planning. While changes in the planning process are aimed at
mechanisms for urgent action in the transformed circumstances in
the sense of a deeper understanding of the causes of phenomena
and prediction of future changes, modification of specific measures
suppose to be related to the regulatory framework for new and
existing construction that will lead to reduction in carbon dioxide
emissions and the development of resistance to settlements'
extreme impacts. The focus has shifted to land-use planning and
the development and application of building regulations. It is
considered that planning at the local level is an appropriate
instrument for solving the problem of climate impacts in the
community. In general, urban planning is an instrument of
implementation of national strategies for mitigation and
adaptation at the local level. Successful implementation of the
strategy is based on a developed vertical and horizontal
institutional and procedural coordination.
In the circumstances of specific context of post-socialist urban
restructuring, which is characterized by a lack of developed
institutions and appropriate procedures, it is difficult to expect the
entire application of prescribed procedures and harmonization of
vertical and horizontal spatial development policies. Accordingly, it
is recommended that policies be aimed at short-term
improvements that are based on existing climate risk management
and short-term projections of climate impacts. Among the main
recommendations of the regional climate change adaptation
strategies related to policy-makers in the field of urban
development is to establish new and efficient use of existing
legislation in the field of environment and planning. It is believed
that most countries in the region have adequate legislation and
efforts should be directed towards more effective implementation
of existing planning and building regulations especially in areas
exposed to climate impacts. In the absence of a national strategy of
adaptation to climate change, urban planning guidelines could be
determined by comparative analysis of regional recommendations
in the field of urban planning and the existing legislative framework
in Serbia.

Abstract
In the recent years, green roofs have become increasingly
important, especially within the context of climate change.
Besides the fact that are contributing to the increasing
of the total urban surface under vegetation, green roofs
are having beneficial effects on the quality and quantity
of storm water, on reducing the effect of the urban heat
island (UHI), the consumption of the energy for cooling and
heating etc.
Taking into account the fact that the development of green
roofs have being increasingly used as measure within
adaptation strategy to climate change, the main aim of
the paper is to present an overview of the contemporary
tendencies within green roofs development. The paper
provides an insight within historical context, existing
framework in terms of policies and programs which are
promoting green roofs development and as well researches
covering the performances of the green roofs. Special
attention is also given to the situation in the Republic
of Serbia. Consequently, one of the conclusions of the
paper stress out the necessity to provide the conditions
for promotion of the green roof development, not only as
a measure but also as a passive cooling technique. In that
sense, the recommendations of the paper are promoting the
revision of the Draft Law on the protection and promotion
of the green spaces, taking into account climate change and
the role of the green infrastructure, developing of the legal
and planning frameworks within spatial and urban planning
which will promote the green roofs development as well
the promotion of the research which will quantified other
positive effects of the green roofs.

Abstract
Urban plan for Uzice from 1863. started urban reforming of
settlement. Historical events in 1862. set the basis: great
fire and emigration of Turks from the city which reduced
number from 5700 to 2490 inhabitants. At the same time,
financial capacity of population weakened and that affected to
dynamics of reconstruction.
Sketch of current state from 1863. represents first geodetic
record of the town. It provides important information about
town state during Turkish occupation. On sketch of current
state after the fire are seen unequal width winding streets,
blocks with irregular borders, streams flowing freely through
town, and, in the town center, a large cemetery which divides
the town and prevents further development.
According to the sketch was made the First regulation proposal
on May 1863. (eng. Emanuel Shefel) which included identical
surface as area destroyed in the fire. With this plan cemetary
located in center was abolished, regulation of river Djetinja and
steam Uremovac was planned, formed two blocks at expense
of river regulation, street routes were straightened, street axle
fractures were planned only in areas of intersections, block
boundaries realigned, blocks got proper geometry, and around
the church and district office was formed a town market
from which poured out the main street carsija. Problems
of this proposalwere that it envisaged small number of town
markets, in relation to economic importance of the town and
inappropriate main street solution.
In order to help in rewriting the plan in the town were sent
engineers Josip Klinar (from Cacak) and Joseph Veseli (from
Loznica). Together with E. Sefel they have made Second plan
proposal: thay have expanded plan intervention to north
(Military Circle), to west (stream Kostica), on cemetary space
were formed two blocks and Knez Milos Market, on west
side the block where was madrassa was reduced and school
building was set on the regulatory line and thereby was
formed Sveti Sava Market, Old market retained all features from
previous proposal, Main Street has changed its route and in the
part just before the Old Market was connected with the street
that leads to Lipa, two parallel roads of same rank spreading
from east to west and north to south were formed, river
Djetinja and steam Uremovac channels were regulated, and
formed Military circle. Town graphic presentation was changed
so that on the drawing all blocks have written side length, and
some streets even width. This proposal was endorsed in 1871.
and remained in force until 1891. The work was made based on
stored archival material and written sources.
