I voted Yes The bill passed 65-0 HF3172 Omnibus Supplemental Appropriations Bill Motion to re-refer the bill to the Finance Committee (Petersen) This motion was made to send this bill back to the Finance Committee to allow the committee to move the bill in its separate subject areas. The bill as brought to the floor violates Article 4, Section 17 of the MN Constitution which requires that a bill only address a single subject. This bill contained appropriations and policy items from almost every state agency ranging from terrestrial invasive species to affordable housing. It is clearly unconstitutional. I voted Yes on the motion to refer The motion failed 27-38 A1 Amendment (Cohen) This was a technical amendment at the behest of the revisor. Adopted on a voice vote. A11 Amendment (Pederson) This amendment would reduce this bill to the 5% increase in senior care providers and core transportation projects. This would have reduced the overall cost of the bill considerably. The rest of the bills provisions would be deleted. I voted Yes The amendment failed 28-38

A2 Amendment (Pederson) This amendment would require the Department of Transportation to meet their own 5% cost savings goal agreed on in past legislative sessions. The amendment was adopted on a voice vote. A15 Amendment (Ruud) This amendment would restrict the use of taxpayer funds for purposes of abortion. Regardless of ones own position on abortion, it should be clear that such a controversial procedure should not be paid for by the public. I voted Yes The amendment failed 31-35 A40 Amendment (Gazelka) This amendment would delete the section of the bill that would require districts get bids through PEIP (public employee insurance program). The section is intended to get the state started on a path of enrolling teachers in a statewide teachers health insurance program rather than the current system that is entirely locally controlled for the most part. I voted Yes The amendment failed 29-37 A6 Amendment (Brown) This amendment would simply require that MNSure make public on a regular basis the premium rates available in MNSure. This amendment would have made it possible for more transparency about premiums within the exchange and allow the public to make a more informed decision about the efficacy of the exchange. I voted Yes The amendment failed 28-38 A10 Amendment (Gazelka) This amendment would protect ratepayers by mandating that any changes in the premium % collected for the administration of MNSure be made by the legislature, rather than the unelected MNSure board. A49 Amendment (Gazelka) This amendment would have eliminated the active purchaser authority granted to MNSure and would require that all plans that qualify under the MNSure standards for qualified plans be made available through the exchange. This amendment would increase choice for consumers and would prevent arbitrary decision making by the MNSure board. I voted Yes The amendment failed 29-37 A19 Amendment (Rosen) This would accomplish many of the same items as the two previous Gazelka amendments and increase rate transparency for the public. The amendment failed on voice vote A51 Amendment (Westrom) This amendment would require that long term care facilities be reimbursed for any cost increase caused by the ACA. The amendment was ruled out of order. The ruling of the President was challenged by Sen. Westrom The ruling was upheld 38-28 A77 Amendment (Rosen) This amendment was essentially the same as the A19 Amendment. The amendment failed 28-38 A43 Amendment (Nienow) This amendment would delete the funding for PEIP section of the bill. The amendment failed on a voice vote A39 Amendment (Nienow) This amendment would take the $41 million in the bill for various education programs and convert it to general aid per pupil to all public districts. This would expend state resources to support a private prison that has been deemed inefficient. The amendment was adopted on a voice vote A82 Amendment (Osmek) The amendment would allow for the lights at the newly required lighted rail yards to be turned off if not needed. The amendment was adopted on a voice vote A52 Amendment (Senjem) This bill would not require a speeding violation on the 45MPH section of 35E be recorded on the driving record of a speeder unless it was cited 55 MPH and over. I voted Yes

The amendment failed 31-32 HF3172 Final Passage As I stated in the first description of my motion, this bill is in violation of the single subject clause of the state constitution. For this reason, it is difficult for me to write a description of the bill in total. Furthermore, this $210 million increase blows up to $750 million in the next biennium. This irresponsible spending is the primary driver of state deficits and the majority proceeds ahead knowing that the out-years of this budget are difficult to sustain without even higher levels of taxation. I voted No The bill passed 37-27 4/9 SF2066 Final Passage This bill would allow for the creation of the Legislative Commission on Data Security and Privacy. While I typically oppose the creation of new commissions and task forces, this is absolutely necessary. In the 21st century, data privacy and security is an issue that arises in almost everything government does. With every citizens life made digital in almost every way, the legislature ought to intentionally address these issues as a safeguard and mechanism of transparency for the public. I voted Yes The bill passed 63-0 SF1732 Final Passage This bill would extend the time that local governments can use the Help America Vote funds to update their elections equipment. I voted Yes

The bill passed 65-0 HF2091 Minimum Wage This bill would increase the state minimum wage to $9.50 in the year 2016. In 2014 and 2015 there is an increase to the total $9.50. After 2016, the minimum wage would be indexed to inflation. This bill would harm the very people it purports to help. By most estimates and by most private business accounts, this bill will harm the employment prospects for the people at the bottom of the wage ladder. More fundamentally, all free people ought to be able to contract with others on a voluntary basis, without terms being forced upon them by government. Free individuals should have the right to work for wages that are in line with their own interests. A21 Amendment (Dahms) This amendment would change the wage increase in the bill to a wage that conforms to the federal minimum of $7.25. While I disagree that setting wage and price controls of any kind is good policy, this amendment would be less damaging than the underlying bill.
