Universal Postal Union


The Universal Postal Union (UPU ! "rench< Union postale universelle is an international organization that coordinates #ostal #olicies between member nations! and hence the world4wide %ostal s#stem . Each member country agrees to the same set of terms for conducting international #ostal duties. Universal $ostal Union,s head'uarters are located in .erne. $rior to the establishment of the UPU ! a country had to conclude a se#arate %ostal treat# with each other country that it wished to carry international mail to or from. The United States called for an international %ostal con ress, w!ic! was !eld in 5IJK . This led -einrich von Ste#han! =erman 1inister for $osts! to found the Universal Postal Union, t!e second oldest international or anization 0a$ter t!e &TU1 . It was created in 5IL6! under the name /4eneral ostal Union/! as a result of the Treat# o$ Berne signed on 9 .ctober 5IL6. In 5ILI, t!e name was c!an ed to EUniversal Postal UnionE, The UPU established that< (> there should be a more or less uniform flat rate to mail a letter anywhere in the world4 (5 #ostal authorities should give e'ual treatment to foreign and domestic mail4 and (: each country should retain all monies it collected for international #ostage. &ne of the most im#ortant results of the UPU treat# was that it ceased to be necessary! as it often had been #reviously! to affi* the stam%s of any country through which one,s letter or #ac(age would #ass in transit4 t!e UPU %rovides t!at stam%s o$ member nations are acce%ted $or t!e w!ole international ro"te, 1fter the foundation of the United Nations ' the UPU became its s%ecialized a enc# . The system sets se#arate letter and #eriodical rates for countries which receive at least >7? tons of mail annually. "or countries with less mail! the original flat rate has been maintained. The United States has negotiated a se#arate terminal dues formula with thirteen Euro#ean countries that includes a rate #er #iece #lus a rate #er (ilogram! and has a similar arrangement with Canada.
