General Policies of the DarkRO Consititution

- The goal of the DarkRO Constitution is to establish a system that would automatically handle new staff members without having to require the presence of
the Admins or ALL GMs to grant a certain request. This system aims at making DarkRO an “auto-satisfying” society.
- The Administration has veto rights on any decision made regarding the staff.
- Only the Admins can tell a any GM (either new or old) about the GM CP. No one is supposed to give CP information to anyone, even new GMs, until the
Admins feels they are ready to handle it (it IS a powerful tool after all).
- Always use good judgment for anything that happens in or relates to your job.
- Always refer to the person right above you in the hierarchical organization in case of troubles. There is no need to call the Admins whenever something
occurs.
- Do not let your job become a burden. If you need to take a break, please do so. Note that if you plan on taking a long leave, it is highly recommended to
notify the leader of your corresponding team about it so that we are aware of your whereabouts.
- Each team is free to improve their guidelines and rules. Important new rules (that somehow affect directly or indirectly but with some impact the community)
should be submitted to the Senate first for approval.

Definitions

What is a GM?

- Any player with a GM level over 0 is considered a GM. Therefore, even a level 20 or 40 GM can participate in GM votes with the same weight as others.

Team rules and policies

- If the Senate votes at 90% for a GM to be fired or suspended or punished, they are to provide the report to the Head Judge who will analyze it and then
submit it to the Administration. If the report is defendable, the Administration will then ask the Head Judge to do a GM vote (excluding the one under Trial) to
have the current GM’s opinions. If 50%+1 of the votes are in favor of the Senate report, the corresponding action will take place. Otherwise, the report will
be discarded. A discussion talk may begin if the Senate still wishes to extend on the matter.
- The Administration has veto rights concerning any ‘fate” decided for the GMs. They may fire (or suspend or punish) regardless of what the Senate may have
suggested. For the hiring process however, it is important that the step-by-step procedure is preserved. They may only have veto rights in declining the
ascension of a candidate to the GM team.

Hiring policies

- The Head Judge can scout for new members and submit his/her report in the GM forum or to the Administration. Any GM can submit a list of potential
candidates to the head Judge who will then try and see if that candidate is up to the task.
- Once the Administration agrees to a potential candidate, the Head Judge can cast a vote within the GM team (via email or forum) and if the poll is won,
he/she may proceed and hire the new candidate on a trial period of 1 month which will help testing the candidate’s ability in handling the job.
- We now need at least 50%+1 of the GMs to agree to a potential candidate for him/her to be hired. If at least 1 GM is against the candidate, the hiring will be
reconsidered and a discussion will begin.
o This new procedure can help when we have too many inactive GMs. This will allow active GMs to go ahead and hire new candidates (on a one
month trial period) without having to wait for answers/feedbacks from inactive ones.
- After the 1 month trial, the candidate may become an official Sub-GM or Sub-Sub-GM (first ranks available when starting) ONLY IF no GM vetoed against
him/her during this period or at the end of it.
- When the candidate officially becomes a GM, the Head Judge should make an announcement on the Forum (in Server News) to introduce him/her to the
community.

Commitment

- I acknowledge that being a GM can sometimes be tough but I believe it is important we remain committed to our job even if it’s just a little bit. For that
reason, I would like that each GM logins at least twice a week for at least 10 minutes if possible.
- If you have personal reasons for not being able to login at all within a determined lapse of time, please report it on the GM forum so that we all become
aware of it. If you cannot, please tell at least the head Judge or the Admin about it.
- If a GM is inactive over 3 months without giving any sign of life, it is very likely that his/her GM account will get suspended for two reasons:
1) we want to prevent possible account hacking and thus power abuse
2) we might need to reconsider the GM’s commitment level and find out whether he/she still shows motivation to keep his/her GM position.
- A GM position may be influenced by the Senate (if the GM is doing bad deeds, the Senate may take actions). Refer to the Senate section for how they can
handle GM jobs.
Rules and general policies

- A GM may decide to take up to 2 positions. 1 position minimum is required. Having their main branch be the one where they’d be the maxium authority
(According to the hierarchical organization) and a second one where they’d become supportive GMs.
o E.g.: Someone working in the development field may also wish to work in the Event area.

- Do not PvP with players unless they expressively requested it and if they ask you to stop, stop.
- Do not sell/trade/buy items from/with players.
- Do not play favorites. Any player should be treated equally.
- Do not change players to babies since there’s a quest for that purpose.
- Do not use your powers to help your legit char. Corruption will not be tolerated on the server. We are here to set the example and therefore it begins with us,
the staff!
- Do not let anything good/bad that happens with your legit char interfere with your job. For example, if someone offended your legit char on personal
grounds, don't use your powers to ban/block/jail that person.
- Do not recall you legit character into a castle during WoE.
- Do not do or take anti-racial actions/decisions.
- Do not use your powers to abuse the bc (Make Fake broadcasts, spam broadcasts and such)
- Do not use your powers to change maps into gvg zones
- Do not use your powers when others will be affected without their agreement when it is not strictly needed (Nuke, Kill, Recall, etc).

Punishment methods and procedures

- If you intend to (ip)ban permanently, please do NOT go over 55 days since after 55 days, the account will be automatically deleted for inactivity (we do not
want to display a “tyrannical” image of our staff).
- Please note that this is serious. Do not ban randomly for exaggerated amounts of time even if you feel lots of stress or pressure upon your shoulders.

- Always use your judgement when punishing, someone who scammed 1 credit is not to be treated as someone who scammed 1 trillion.
- Never go over the punishments showed in the punishment list, if the case requires so direct to the Head Judge or the Administration.
- Do not remove the ban of a fellow Staff member without discussing this with them or the authorization of a superior
GM Roles:

- Makes sure everything’s ok.


- He may be summoned (=P) in rare cases when the problem requires so.
- Has full veto powers over everything.
- Should be contacted upon important changes regarding Force/Consitution.

Administrators - [Currently assigned to: weihung, Matias]

- Update the Code/fix bugs.


- Deal with donations issues
- Have veto powers over the senate/staff.

Head Judge - [Currently assigned to: Matt]

- The Head Judge will not be level 75 right after nomination. He/She will have to show that he/she can handle the job first. This probation period may last for
as long as we see fit.
- Maintain Order & justice by watching over everything that happens within the Server.
- Supervise the Staff on all levels, watch the players and maintain the rules & regulations. A cross between Chief GM & Staff Manager
- Can take care of most if not all serious problems.

Developers - [Currently assigned to: Tress, Gigaknight]

- Their main task is to come up with balanced fixes to existing problems as well as propose improvements or new features to be implemented. Everyone is
free to discuss about any possible future change.
- Refer to the Development branch further down for more details.

Order & Support GMs - [Currently assigned to: Eureka7, Lady Airene]

- They have the same objectives as the Police guild but with more powers and tools (GM CP). Refer to the Order branch for more details.
- Like the Support & Order members, should visit the Report Abuses and General Support forum regularly.
- Reffer to the S&O Branch further below for more details

Event GMs - [Currently assigned to: Tress, Kanda Yuu]

- They have the same objectives as the Event guild but with more powers. Refer to the Event branch for more details.

Senate

The Senate will be a part of the new “Judicial” Branch of the DarkRO Restructuring Campaign. It will consist of Supreme Judges and the Senate itself. The Senate
will work off of the American System of Democracy following the Senate & House of Representatives Model. The Senate will house 10 people; 5 of those people will
be selected by the DarkRO Staff, while the other 5 will be selected by the players themselves (players will suggest people to become Senators and a poll will be
conducted to see who wins). The Senate will exist to help in aiding and influencing changes made within the Staff; they will be especially influential in helping the
Judges make decisions about an issue.

This new concept should help in keeping a constant active team in all areas of our jurisdiction while bypassing the tedious process of consulting ALL GMs about
ANY change to make no matter how small they might be. It will also help bring about steadily paced changes throughout the community and help address critical
issues that usually never are heard-of otherwise. Here are some important facts about how they should function:

Supreme Judges:

The Supreme Judges will act as the highest point of authority outside of Administration; they will have control and knowledge of everything going on inside of the
Dark-RO Force World. The Judges shall lead the Senate in all courses of actions ranging from the Hiring/Firing process, Rules, Regulations, Events, Server
Promotions, and even on how to make a player’s experience more enjoyable. There will be only 3 Judges at any given time (they must be the most un-corruptible
force in-game); the first Judge aka Head Judge will be chosen by the Administration, the second judge will be chosen by the Administration and the Head Judge and
the third Judge will be chosen by the Head Judge and 1st Judge
The Judges period will last as long as the Administration sees it fit, if at some point there is the need to recruit a new Judge, a survey will take place with which the
Administrators will scout for the best candidate to hire and then with the Active Judges take a decision for the new Judge. The Head Judge might become a level 75
GM after a determined period of time (at the Administration's discretion) so that he/she is able to put into actions any verdict that requires GM powers (database
modification, player/staff interactions, etc…).

How to become a Supreme Judge?

- Must have been a fellow DarkRO Player for at least 6 months.


- Must be at least 16 years old.
- Must not consider PvP or WoE too highly (to reduce risks of subjective opinions)
- Read above in the Supreme Judges description for how the hiring procedure works.

Roles of a Supreme Judge

- To maintain Order, Balance, & Neutrality on Force and act upon Justice. They are one of the highest point of Authority related to DarkRO; they will have
absolute control over almost everything related to the server itself.
- There can ONLY be 3 Judges in ANY given point in time; The 3rd Judge will exist to be a tiebreaker in such a circumstance (to keep things flowing).
- Judges will decide on Hiring/Firing Processes, Rules & Regulations, in-game current events, “actual” events, Server Promotions, etc. Anything that will
affect the server in a positive or negative way.
- Judges MUST attend bi-weekly Senate Meetings and Judicial Meetings (Judge & GM Only) to discuss server-related issues and deal with anything the
Senate or GMs may want to take care of.
- They MUST visit the Forums every 2-3 days to consult the Senate forum, as the Senators will do. They will also have a Private forum to discuss any issues
they may have (only visible to Judges & GMs).
DarkRO Senate Members:

How to become a Senate Member?

- Must have been a fellow DarkRO player for at least 2 months.


- Must be at least 13 years old.
- Must NOT be a Staff member within the Dark-RO Force Realm (Except for the Development Branch).
- For the 5 members voted by the staff:
o If 50%+1 of the Staff (GMs/Support & Order/Events/Developers/Judges) agree to have a candidate as a committee member, this member would
have passed the “voting” phase and would only need to meet the rest of the requirements to be accepted.
o New “hiring proposals” can be opened by any GM or Committee member in the Committee forum when they wish to suggest a candidate to join the
Committee.
- For the 5 members voted by the community:
o There will be election periods where the community may vote for their 5 Committee members.
o A preliminary phase will precede the election periods so that only “serious” candidates are retained. This preliminary phase will be explained in due
times.
o If for some reason the Candidates are not enough to hold a vote, the administration reserves the right to fill the positions with Staff Elected members
or chosen by themselves if the Staff elections can’t satisfy the needed amount of required Senators.
- Its highly desired that the Senate members are within 3 hours apart from the root time zone. The "root" time zone will be Eastern Time -5:00 (New
York/Toronto). This is to try and have a "working" Senate. All meetings and times will be set based on this root time zone.

Roles of the Senate Member

- They MUST visit the forum at least once every two days to consult the Senate forum so that they can vote on new polls or give their opinions concerning
new matters happening within the Senate or teams/guilds. The Senate forum should be visible to all but only be able to be posted on by Staff Members &
Senators; there should be a Private forum within theirs just for private issues; other than that, the players should be able to view the Senate at all times.
- They MUST attend the Senate Meetings held in-game (or in IRC/MSN/etc…) whenever a Judge calls for one. At least ONE Judge must be present if the
Senate calls a meeting.
- They will be consulted to give their votes concerning any new recruits as shown on the Hiring chart (Support & Order/Event members). If 50%+1 of the
Senate agrees to a potential candidate as well as at least 1 Judge, then the corresponding team may proceed and hire that candidate. GMs & Judges
always have a veto of course. Even if the Senate agrees at 100% over someone, if a GM or Judge disagrees, the hiring will fail and a detailed discussion
over the case may begin. If all 3 Judges agree unanimously in any course of action, the Judges over-rule all proceedings (unless vetoed by an
Administrator).
- They may vote on new rules, regulations or guidelines to follow for the server.
- They may vote for or against new big events suggestions proposed by the Event guild.
- The Senate must make sure that the amount of members per team isn’t exceeded. For example, if a candidate is suggested to join a 12 member team but
would be the 13th member (1 member excess), then they have to deny the proposition. In some cases it would be good to check the amount of desired
members in a team and run a proposal in case it should be changed. (Aka sometimes the 1 member excess is needed so the amount of desired members in
a branch should be increased to 15)

General information concerning the Senators:

- If at any given point, 50%+1 of the GMs/Senate/Judges disagree to the presence of a particular Committee Member, we reserve the right to fire that
member. Moreover, the Administration and Head Judge will always have entire veto powers over firing anyone from the Committee (if they think someone
shouldn’t be in that Committee board, they can fire that person).
- The senate will rotate after a 6 months period, from the 5th month the campaigns shall be started for 1 month after which a 1 week voting will continue.
- The Senate will be split into 4 groups where they’ll perform their representative duties (They’ll be representing the Senate/Community on the different
branches), these groups are: S&O, Events, Development, Economical.
- The Representatives for S&O, Events and Dev branches will be composed by 2 Senate members and 1 Judge. The Senate will gain access to the Trainee’s
forum only to review their performance/activity/etc (And present this information to the Senate on bi-weekly reports), The Judges assigned to each group will
have access to both 1° and 2° Phases forum (“Training” and “Graduated”/”Official” forums). The Economics branch will be composed by 4 Senate members
and all three judges, they will keep an eye on the economy and help us figure out ways to manage it for a better balance.

Rules and policies

- Members in the development branch are all decided by the Administration and Development Supervisors.
- They will work on the test server and force server but having Test server as the place where they’ll hold their priviledges/powers.

Developers Roles:

Development GMs

- Receiving tasks from the admins.


- Organize and assign the head of the divisions certain tasks/projects
- Keeping a weekly track of assignments given with progress reports.
- Keep progress record of the current tasks/assignments in the forums.
- Keeping the branch in order, keeping it’s members functioning correctly, active, and obeying the rules/regulations of the branch
- In charge of hiring new Testers/Innovators and nominating new Developers to the Head Developer.
- Set/hold meetings with the representatives, branch members, and branch leader to keep everyone up to date with the latest and upcoming projects

Developers

- Will be in charge of developing the code of the projects/assignments given by the Development Supervisor/Senate/Administration
- They will work on fixing the bugs in the code aswell as trying to improve the performance of some of the functions within the server.
- Will handle the code to the Head Developer for implementation on the Test Server

Innovators

- They give new ideas and study their impact on the game. They need to make sure that changes are balanced and won’t affect in a bad way the game’s
market, balance and/or gameplay in the short or long term.
- They will be moderators of the Ideas and Feedbacks forum.
- Consequently, they may move valuable ideas to the “Valuable Ideas” forum. And they may close, move or delete duplicated or useless “ideas” topics.

Testers

- Test bugs/features submitted on the Bug-Tracker/Forum/Developers. Report their feedbacks to the Developers forum (or Bug-Tracker).
- Moderate Bugs Forums

Designers

- Will be in charge of developing new sprites/items upon request from the Developer Supervisor, Head or Administration.
- They might be required to design stuff for the Web-Team

- For each of those offenses, please use own good judgment for the right punishment. E.g.: someone who scammed one Credit from someone does not
deserve more than 5 days ban. Jail time would even be more than enough in this case.
- Please note that this is serious. Do not ban randomly for exaggerated amounts of time even if you feel lots of stress or pressure upon your shoulders.

Support & Order Roles:

Support & Order GMs

- Keep the rules and guidelines updated as much as possible with any new exploits, bugs, abuses, offenses etc.
- Keeping the branch in order, keeping it’s members functioning correctly, active, and obeying the rules/regulations of the branch
- Keeping the representatives up to date along with the branch leader and holding weekly/bi-weekly meetings with the branch members and Representatives
to discuss any situations that need any discussing (Such as progress of the academy members)
- Holding weekly meetings to keep the members up to date about any recent changes, to gather information about the academy and it’s students, keep notes
of the progress of the students and present them to the admin(s)/Staff manager(?) on a weekly basis.
- Discuss with the Branch leader the possible tasks that have to be done by the branch, assign members along side with the branch leader.

S&O Leader

- Supervises the team with normal powers. Deals with abuses and/or report abuses in the team to the S&O GMs.
- “Should” be leader of the Support & Order Academy but that can be decided by the S&O GM.
- Can assign issues/problems to other members according to their fields of expertise.
- Is the one who presents new candidates to the Senate along with the S&O GMs. Needs 50%+1 approval plus at least 1 Judge approval’s for the candidate
to join.
- Can add new members to guild (does not require guild master’s approval if the previous statement held true).
- Take part into the S&O Trainee’s exams along with the Academy Mentors

General

- Deal with Forum and ingame reports.


- Hunt for people who break the rules and make sure the rules are respected.
- Help people in forums and ingame.

Academy Mentor.

- Guide new S&O Academy members through their classes, check their assignments and give constructive criticism to improve .

- Request for one of your student(s) to receive the test/exam from the Head of the branch.

- Assist them with getting familiar to the rules and guidelines of the S&O branch by taking them on “field trips” and giving them examples of abuses and
situations they might deal with. Ask those questions throughout the field trip and keep notes of their progress for their final evaluation.

Guild rules and policies

- The Senate can decide to vote someone out of the guild (at 51% of the votes) with at least 1 Judge vote to support their motive. In such a case, they need to
argue about “why” such a move is required to maintain order in the guild.

- All are allowed to help doing actual planned events.
- All are also allowed to give small and quick events. A limit of 2 small events MAXIMUM per day will be tolerated. Preferably, 3 small events per week would
be best. To make sure there are no conflicts between members (e.g. three different members give three different small events at different times on the same
day and didn’t know about the other events), the guild should set up a timetable where Event givers have “shifts” where they give their events if they want to
(not obliged to do so as mentioned above). For example, on Mondays, player A can give small events but no one else can. On Tuesdays, it’s player B, and
so on...
- A new system of Event coins will be introduced to avoid potential event abuse (item, refine abuse, etc…).
o Gold Event Coins will be given on huge/big/planned events (most likely during big celebrations such as Easter, Christmas, etc…).
o Silver Event Coins will be given on small events made by individual guild members during their allocated time.
o These coins can later be exchanged via NPCs for cool items. We can discuss on the rewards item list later on.

General guidelines

- Only do fair events in which everyone has an equal chance to win.


- Please, be careful of the nature of the event. Some players may find a way to exploit it or abuse it. Always think twice about possible holes in your event
plans.
- Only give custom Event coins as rewards as stated above.
- Never give out cards, godlike items, custom items that do not have quests, etc…
- You may give personal belongings as reward during small events as long as does not conflict with the previous statement.
- A GM may only provide guild members with Event Coins. They must not give out items or zeny to members (to be given out as rewards on events).
- The guild leader(s) and members are invited to improve the guidelines.

Event Roles:

Guild master

- Supervises the guild and deals with possible guild conflicts. Suggests new candidates.
- Can provide Event coins to guild members to give out as reward.
- Supervises the team with normal powers. Deals with abuses and/or report abuses in the team to the Guild master. Can suggest new candidates with the
Guild master as well.
- Can assign tasks to the right members (e.g. Ask an Event Artist to work on an Easter Poster to be displayed on the forum or website).
- Is to present new event plans (big events) to the Senate to discuss on whether it should occur or not. The Senate is to approve them before the team may
start working on them.
- Keep the representatives updated on any changes/news that might concern them, schedule bi-weekly meetings with the GM, Members and
Representatives to discuss any changes or any other situations that need discussion, present the progress reports and additional opinions about the
FE academy members to the representatives to assist the (future) trial. (If there is no need for a meeting, then one should not be scheduled)

Event Leader

- Check the weekly Activity reports.


- Schedule (requested) meetings from the information gathered from the activity reports.

- Keep an activity check on the branch members to prevent any long-inactive members without any notice.

- Present a document with all held events to the GM, including the type of event, prizes given and winners. Present the final document on the forums.

- Assign students to their mentors for the FE Academy.

- Give tests/exams to the students upon request of their mentor.

- Receive progress reports from the mentors on the (finished) students, present the final reports to the GM so he/she can present them to the senate.

- Keep notes of the meetings, and posts them in the Event Forums.

- Function as a Force Event member as well (Holding events)

- Is the one who presents new candidates to the Senate. Needs 50%+1 approval plus at least 1 Judge’s approval for the candidate to join.

Event Planner

- They are the heart of any well-planned event. They give ideas, suggestions and they plan in details upcoming major/important events to make sure that
everything goes “smoothly” according to plan.
- They should have great creativity for this position.

Event Artist

- They design posters, images or anything that could help introduce the event to the players beforehand.
- They may design custom items if need be, that would be used during the event. They are to be submitted to the Event GM and/or Developers.
- They should have great creativity and artistic potential for this position.

General

- Versatile Event Members.


- They can do pretty much any of the above.
- They could be assigned the role of “Event Givers” if none of the above is their forte. As stated in the policies, they may give small events or just help out
during huge events planned by the Event Planner and Artists.

Academy Mentor

Guide new FEA members through their classes, check their assignments and give constructive criticism to improve.

Assist them with getting familiar to the rules and guidelines of the FE branch by holding events with their assistance, keep a report on how they acted and
how they helped during the event and keep it for their final evaluation.

Present final reports about the academy student (opinions about behavior, grades, comments etc) to the head of the branch that might assist the senators in
their decisions for the trial.
Act as a FE member as well. (All the tasks that apply to all the FE members apply to you as well)
