Introduction

This report draws data and discussions from the month of January, 2009 and field work for the
month of February, 2009. Three stakeholder meetings were held at LWF offices on 10th February,
ADC Mutara ranch on 11th February and KWS Nanyuki office on 27th February to discuss the
monthly reports and the fence status and role of KWS on the fence maintenance. One community
training workshop was held at Matigari on 12th and 13th February. The workshop also set the stage
for the planned electrified ring fence at Matigari. One meeting was held in Kieni-Pesi between the
pastoralists and farmers to discuss the fence breaching by herders, access to watering points and
grazing in ADC through the spring gates.
Overall, fence breakages are still on the increase with Ex-Erok (26 to 50), Mutara (3 to 6), Mwenje
(8 to 21) and Pesi (25 to 34) reporting highest increases. Similarly, Ex-Erok and Mwenje have
reported highest increase in crop raids of 41 to 53 and 19 to 47 respectively. Fence voltages
especially at night remain low with areas like Nyaguthie recording an average of 0.8Kv.
ADC Mutara has taken an active measure to ensure compliance and to improve the fence
performance through upgrades in Ex-Erok and Pesi.
2.0.

Fence sections
2.1. Ex-Erok, Mutara and Pesi

Up to 700meteres of the fence has been upgraded along the Ex-erok Section of the fence in a joint

effort of ADC employees and over 10 Ex-Erok community volunteers. This should be completed by
the end of March 2009.
ADC Mutara is planning to construct an access gate near Check point trading centre. This will
reduce pressure on the fence and allow access to the water tank, school, and shops by the community
and ADC employees. This is scheduled to be completed by March 2009.
The Pesi (Kieni) residents held a meeting on Friday 20th February, 2009. The meeting agreed to
have the pastoralists community fully involved in major fence maintenance decisions. Two members
were elected to join the Pesi fence committee, two youths were elected to patrol the fence and to
identify the fence individuals breaching the fence and work closely with the fencers to help reduces
the shorts. One elder (retired prison warder) volunteered to supervise this work along the Kieni
section. To ensure good relations, James Lobenyoi (LEP Scout) will be covering this section too.

2.2. Matigari
In preparation for the installation of the Matigari ring fence, a two day workshop was held on the
12th and 13th February. The Workshop was facilitated by the Ewaso Ngiro North Development
Authority and the Arid Lands Development Programme. The training was delivered byJosephatLWF CCPM, Tobias- LWF fence officer, Martin Kahindi- Uaso Narok CLO, David WanjauMutara Scout and James Lobenyoi- Matigari Scout.
2.3. Laikipia West Nature Conservancy
Consultations with the LNC management are still on. Mwenje section still records high fence
breakages and crop raids. Most crop raids are reported along the cultivated sections corresponding to
fence breakages.
2.4. Lombala, Ngorare and Kifuko
The dangler between Kifuko and Lombala is still frequently brought down by trucks. Lombala
agreed to change the hanging wires to have un-knotted wires that can slip along when trucks pass.
Fence wires are being stolen by people in Kifuko and Lombala. This is casting a bleak future as it
may divert the energies from defending crops to stopping people from vandalising the fence.
Lombala ranch has reported two incidents of stealing within February. There were no fence
breakages reported from Lombala, Ngurare and Kifuko are negligible. Fence Voltages have
remained consistently high in Kifuko. No crop raids were reported from the three sites.

Conclusions and Recommendations

1. Adequate materials need to be delivered to ADC for the fence upgrade as soon as
possible. LWF is in the process of finalising this.
2. There is need to involve the provincial administration in the fence enforcement. This
will reduce incidents of people breaking through the fence, stealing fence wires and
cutting the insulators, stiffer penalties should be placed upon culprits.
3. The KWS should be stationed closer to the HEC hotspots along the fence especially at
ADC. Since ADC is centrally located, it will provide a convenient site for
surveillance and action against problem elephants identification. Monitoring and

removal. They will also provide security against people who breach the fence.
