Background
The topic under consideration by the Republic of Turkey is the use of Drones.
The use of drones to find and kill militant targets in other countries has increased
exponentially under the Obama administration. They have killed over 3000 Al Qaeda
and Taliban members, with over 50 of them being high-ranking leaders. The rising use of
drones started in 2002, when the USA tried to kill the Al Qaeda leader, Osama Bin
Laden. This was a defining moment for the use of armed drones, and although it wasnt
successful, hundreds of these strikes involving Drones, or UAVs have occurred in places
including Pakistan, Yemen, Libya, Iraq, Somalia, and Gaza. However, although these
Drone attacks have beneficial for disposing high value targets, they have also caused
large amounts of collateral damage, and many states have deep concern in drone strikes
increasing. States like Pakistan and Afghanistan are two of the biggest influences on anti
drone use, as many of their innocent people have been killed by the collateral damage of
Drones.

Country Position
The Republic of Turkey hereby supports drone use for both surveillance, and
military strikes. Because of increasing tension between Iraq, Iran and Israel, drones will
be a necessity of the future, for both safety and security of the country, and the looming
threat of war. The topic of drones impacts Turkey because USA has made several deals
with Turkey involving drones, such as a peace treaty, and a deal that would supply
Turkey with 10 MQ-1 Predator Drones. As a leading economic country in the world,
Turkey cares about this situation because they believe drones will help enforce their role
throughout the world. Turkey agrees with the USAs actions with one exception. This
will be stated within the solutions section. Turkey does not agree with Pakistan, and their
wanting of the ban of drones, as they are efficient, and can be used for more than war,
ergo Medical Supplies, Food, Surveillance and more if need be.

Solutions
As stated above, the Republic of Turkey agrees with the USAs actions with one
exception. The exception being that the government of the country targeted is notified
before the strike and the strike should be discussed to decide whether it is completely
necessary for the benefit of both countries. This will globally increase the efficiency of
strikes, cut down on civilian and collateral losses, and will help create more peaceful
relationships between the drone users, and the targeted countries. However, Turkey still
does support drone use for both war and peace, as they are very beneficial for both
aspects of communication. This will not require any extra funding for countries using
drones, and will most likely cut down on money lost for the targeted state. Turkey also
