1. Wireless Local Loop (WLL) 2
3
Wireless Local Loop (WLL) is a feature implementation using a serving system that utilizes a 4
wireless connection to a wireless device, such as a mobile station or a network interface unit to 5
provide local loop service to an end user. WLL permits local loop service for subscriber call 6
origination and for receipt of calls. WLL applies to voice and data services. WLL provides 7
signaling mechanisms between the serving system and the mobile station or the network interface 8
unit. This signaling mechanism permits the exchange of call control information. 9
10
The essential signaling elements of WLL are: 11
Mobile Station or Network interface unit Device Type specification and request for WLL of 12
the serving system or optional serving system Device Type specification 13
Mobile Station or Network interface unit Dial Tone or optional Dial Tone of the serving 14
system 15
Mobile Station or Network interface unit Hook Status enabling WLL call control of the 16
serving system 17
Serving system Autonomous Message Interval specification and request of the mobile station 18
or the network interface unit or optional network interface unit Autonomous Message Interval 19
specification 20
Serving system Call Waiting Indicator notification to the mobile station or the network 21
interface unit 22
23
The serving system signaling mechanisms shall be provided to permit WLL. The serving system 24
shall permit specification of Dial Tone and the Autonomous Message Interval. The serving system 25
shall permit WLL based upon receipt of mobile station or network interface unit Device Type or 26
optional serving system Device Type specification. The serving system shall permit call control 27
based upon receipt of mobile station or network interface unit Hook Status. The serving system 28
shall permit Autonomous Message Interval and Call Waiting Indicator notification to the mobile 29
station or to the network interface unit. 30
31
The mobile station or the network interface unit mechanisms shall be provided to permit WLL. 32
The mobile station or network interface unit switches shall be provided to permit specification of 33
Device Type, Dial Tone, Hook Status, and Autonomous Message Interval. The mobile station or 34
the network interface unit shall permit Dial Tone as a call progress tone. The mobile station or the 35
network interface unit shall permit Device Type and Hook Status notification to the serving 36
system. 37
38
Device Type The mobile station or network interface unit shall permit Device Type specification 39

Page 24
1
1.2 Function Keys 2
3
Flash (Optional) 4
The FLASH key may be used to transmit a "flash" request analogous to a land line 5
hookswitch flash. Depression of the Flash key may be used to trigger the momentary 6
hookswitch flash indication towards the system. 7
8
Hookswitch (Optional) 9
The NIU resident Hookswitch may be used to transmit a number of indicators to the 10
system. The Hookswitch may be used to transmit an off-hook, on-hook or 11
immobilized off-hook indication. The Hookswitch may also be used to transmit a 12
flash request analogous to a land line hookswitch flash. 13
14
Talk (On/Off) (Optional) 15
The Talk (On/Off) key may be used to trigger an "off-hook" indication analogous to a 16
land line telephone going off-hook. The "off-hook" indication may be used to request dial 17
tone or to request allocation of resources necessary to service a call origination attempt. 18
Once a call is complete, the call may be released by subsequent depression of the Talk 19
(On/Off) key used to trigger an "on-hook" indication. 20
21
1.3 Switches 22
23
Device Type (Optional) 24
The Device Type switch allows, either the subscriber, or the actions of the autonomous 25
NIU, to control the service desired of the mobile station and serving system. The Device 26
Type switch may be manually set or autonomously set by the NIU to enable the NIU: 27
Wireless Local Loop without Mobility, Wireless Local Loop with Limited Mobility, 28
Wireless Local Loop with Full Mobility or set for traditional Wireless Service. 29
30
Dial Tone (Optional) 31
The Dial Tone switch allows the subscriber to enable mobile station or NIU provided dial 32
tone analogous to that provided by landline. 33
34
Hook Status (Optional) 35
The Hook Status switch allows either the subscriber, or the actions of the autonomous 36
NIU, to enable the NIU to send a Hook Status Indicator to the serving system. The Hook 37
Status is analogous to land line on-hook, off-hook, or immobilized-off-hook indicators as 38
recognized by the serving system. 39
40
Note: The Hook Status may be sent using Registration, Page Response, Status Response 41
and Flash-with-Information Messages to the serving system. 42
43
Autonomous Message Interval (Optional) 44
The Autonomous Message Interval switch allows, either the subscriber, or the actions of 45
the autonomous NIU, to enable minimal time interval between autonomous NIU message 46
transmissions to the serving system. Useful in throttling of Hook Status messages (on- 47
/off-hook and off-/on-hook state transitions) being sent by the NIU to the serving system 48
as is the case for wireless local loop applications. 49
50
Note: The Autonomous Message Interval is only used to throttle the transmission of the 51
Hook Status messages when the NIU is in the idle state and not the conversation state. 52
53
The Autonomous Message Interval values are: 54
55

1
This is defined in Table 3.7.2.3.2.13-4 in IS-2000-A. 2
3
1.6 Call Progress Tones 4
5
Dial Tone 6
The MS or NIU may provide a locally generated dial tone, either upon command of the 7
base station or, if optioned to do so locally, using the Dial Tone switch. 8
9
The North American dial tone is defined to be a continuous tone of 350 Hz plus 440 Hz 10
at (-13dBm0/frequency). This definition may be different outside of North America. 11
12
1.13 External Interfaces 13
14
An NIU possesses an RJ-11 external interface and may optionally posses other external 15
interfaces, such as RS-232 or USB. The NIU shall be used for Wireless Local Loop. 16
17
The NIU external interfaces may be used to support ancillary telephone or data devices, 18
such as modems, facsimile machines, pay phones, analog subscriber station equipment, 19
or calling line identification display. A NIU possessing external interfaces should assure 20
adequate signaling or signaling inter-working such that the operator and application 21
requirements are met. 22
23
1.13.1 RJ-11 24
25
An analog subscriber line signaling interface that shall use an industry standard RJ-11 26
connector. The electrical interface shall conform to Part 68 of the FCC regulations for 27
loop start lines.
1
This interface shall be resident on the mobile station or network 28
interface unit used to host the wireless local loop application. 29
30
For call originations, the MS must convert from loop signaling to Base Station to Mobile 31
Station radio link (air or U
m
interface) signaling. 32
33
The MS may not be request a wireless channel until it receives an appropriate number of 34
digits following a loop seizure. DTMF or rotary digit signaling is both acceptable for 35
digit signaling. Call requests made over the external connection should be able to request 36
a particular type of channel. 37
38
For call terminations, the MS must generate ring voltage on the loop start line. The 39
connected device may answer the ringing line by seizing it. An answer from an external 40
device should default to a particular type of channel. 41
42

1
See also Bell System PUB 61100 which is being replaced by Bell Communication
Research TA-NPL-000912.
S.R0024 Ver 1.0 Wireless Local Loop Stage 1 Description
Page 26
Calls may be disconnected by the external device by releasing the loop. The MS should 1
release the external line when calls are disconnected by the network or when radio 2
contact is lost during a call. 3
4
It should be possible to configure the MS to request a particular type of channel for call 5
originations and call terminations to an external device. This choice should be separate 6
from the normal channel preference of the MS. The appropriate choices are: 7
a) Speech codec voice channel required. 8
b) Speech codec voice channel preferred. 9
c) 4 kHz voice channel required. 10
d) 4 kHz voice channel preferred. 11
While the external interface is in use, the MS handset and DTMF dialing pad should be 12
disconnected from the voice channel. 13
14
If the MS is off-hook or otherwise able to accept a voice call when the external interface 15
is released, the MS handset and DTMF dialing pad should be re-connected to the voice 16
path and the radio circuit should not be released. This is to allow a simple form of In-Call 17
Modification. 18
19
Analog data capabilities of the NIU may be accessed through its RJ-11 interface jack. 20
RJ-11 connectivity data speeds in excess of 14.4 kbps are not currently supported. These 21
higher data speeds will, however, be supported using other interfaces. These capabilities 22
would accommodate services using in-band (within the 300-3000 Hz voice band) tone 23
signaling, such as Frequency Shift Keying. Typical analog data devices connected to the 24
network interface would include facsimile machines, computer modems and 25
TDD/TTYs. 26
27
Digital data capabilities may be provided by the NIU; these could be accessed through 28
interfaces other than the RJ-11 jack, such as through a V.24 or RS-232 interface. 29
Wireless system data rate capabilities will be determined by the applicable wireless 30
system standard; device data rate requirements will be determined by the applicable data 31
device standards. 32
33
34
1.13.2 RS-232 35
An asynchronous binary data interface between the computer equipment and the network 36
interface unit. 37
38
This interface shall be resident on the network interface unit and shall be implemented 39
using either a DB-9, DB-25, or RJ-45 connector. 40
41
1.13.3 Universal Serial Bus (USB) 42
An interface designed to support a broad range of devices, such as computers, printers, 43
mice, joysticks, modems, scanners and keyboards. This interface shall be resident on the 44
network interface unit and shall be implemented using a USB B connector. Universal 45
Serial Bus is designed to be completely plug-and-play. 46
47
This interface shall be resident on the network interface unit and shall be implemented 48
using a USB B connector. 49
