Please review the attachment. In light of Ms Santanas revelation (for the first time) that the City Councils decision to
consolidate the intake of complaints at the CPRB is being bargained, perhaps she should be briefed on this case and the
terms of its settlement.
The Council included in its two year budget last June $1.4 million to staff up the CPRB in order to be able to receive and
process all citizen complaints. The start date was moved from July 1, 2012 to January, 2013 due to the reorganization of
the budget resulting from the loss of Redevelopment funds.
There has never been any discussion in any public setting until now that this matter was the subject of meet and
confer. We challenge that this policy decision by the Council should be subject to bargaining, based on the settlement
referenced in the document attached.
If necessary, we will prompt a Council member or the Mayor to request that your office provide a written opinion in this
matter.
