"" 113-395.5. Require reduced air emissions. 7
(a) For purposes of this section, the following definitions apply: 8
(1) "Flow line" means a pipeline used to transport oil or gas from the well to a 9
processing facility, a mainline pipeline, re-injection, or other useful purpose. 10
(2) "Reduced emissions completion" means a well completion following 11
fracturing or refracturing where gas flowback that is otherwise vented is 12
captured, cleaned, and routed to the flow line or collection system, 13
re-injected into the well or another well, used as an on-site fuel source, or 14
used for other useful purpose that a purchased fuel or raw material would 15
serve, with no direct release to the atmosphere. 16
(b) The Department shall require a reduced emissions completion as a condition of any 17
permit issued pursuant to G.S.113-395(b). The Department shall not issue a permit pursuant to 18
G.S. 113-395(b) for a hydraulic fracturing treatment if a reduced emissions completion is not 19
technically feasible."". 20
