Three key events seem to have convinced the US secretary of defense that
mass destruction terrorism is almost inevitable: the 1995 gas attack on a
Tokyo subway station; the 1997 disclosure of former Soviet Union’s
massive bio-warfare program; and the belief that Saddam Hussein has
chemical and biological arsenal.
Another element was the impact on president Clinton of a famous science
fiction novel. “The Cobra Event” describes a terrorist attack with mix of
smallpox and cold viruses. Clinton made urgent preparation against an
unconventional terror attack.
The administration sought billions of dollars since 1995 to prepare America
for mass destruction terrorism, and the congress has had no hesitation.
Respected scientists who have never studied terrorists have become the
president’s top adviser on counterterrorism.
