If Hong Kong Post office is willing to create new stamps, it will expect suggestions from district council,
tourist associations or government departments.
Once these suggestions are acquired they are sent to stamp advisory committee which selects 6 to 8 themes for artists who will create these artworks. The next stage is for advisory committee to decide whether amateur or professional skilled person should take care of this task. If the advisory committee decides to allow public to submit entries, they set up and publicize the competition. Meanwhile, the committee can also designate three professional artists to submit their proposal accounted on given suggestions. After having their proposals, one of them is chosen, the designated artist being asked to detail his work. At the same time, one of the submitted public entries can be choose, being sent directly to printing process while the professional artwork is firstly endorsed by secretary for home affairs and afterwards sent to printing process.
