Summary of Progress
Strategy:
We will create transformational system change to insure equitable student achievement.

Action Plan Result:
A progress monitoring and intervention plan has been implemented at all sites to reduce
overrepresentation of students of color in special education.

What specifically has been achieved regarding this result(s)? Focus on results rather than
activities. Provide data, where available.

The team used a framework to connect components needed to accomplish effective
implementation of progress monitoring and intervention plans. The result team served as the
district disproportionality leadership team in establishing connections across these areas:

(1) Academic multi-tiered system of support
a. Assessed current status of problem solving teams
b. Researched math interventions

(2) Positive behavior intervention supports
a. Applied Courageous Conversations about Race Protocol
b. Result team continued work

(3) Professional development connecting culture and race to learning
a. Gathered counter stories from black male high school students identified as
emotional/behavior disorder and served in a Setting 3 Strategies program.
b. Used Critical Race Theory to analyze data and determine action to further
interrupt disproportionality

What remains to be achieved to institutionalize this result(s)?

The work in the three areas identified above needs to be continued.


What recommendations would you make regarding action the district should consider taking
next in order to achieve this strategy?

In addition, the specific actions identified by the team interrupt the pattern of disproportionality
in special education needs to be implemented. These actions include:
(1) Redesign and implementation of the special education referral and evaluation
process that considers race and culture that prevents referrals to special education
because interventions are successful.
(2) Continue to implement Beyond Diversity training and alternatives to suspension to
eliminate disproportionality.
(3) Redesign of Setting III Strategies programs to promote services to students at
attendance area school in the least restrictive environment.
