Subj: COMMAND RECOMMENDATION ICO ENS JUDITH-HOPE M. BATES FOR
NAVY SUPPLY CORPS SCHOOL INSTRUCTOR

1. Forwarded, strongly recommend approval.

2. ENS Bates has my highest recommendation to become an instructor at
the Navy Supply Corps School. I have been the Supply Officer since
her arrival onboard USS FORT MCHENRY one year ago, during which time
she has constantly maintained a superior performance level.
ENS Bates is a highly motivated Naval Supply Officer. From the moment
she arrived on board she strove to become qualified in order to
support USS FORT MCHENRY during BATARG deployment. She qualified as
Helo Control Operator and revamped the routine HCO procedures reducing
preparation time by 50%. Within three port visits she qualified as
Officer of the Deck inport. Upon her arrival in the Repair Locker
she learned all aspects of shipboard damage control and became the
primary locker officer for the At-Sea-Fire-Party. Also, only six
months after arriving onboard USS FORT MCHENRY she obtained her
Surface Warfare Supply Corps Officer Pin after demonstrating her
knowledge both as a Supply Officer and Surface Navy Officer. During
the OPERATION UNIFIED RESPONSE (OUR) ENS Bates qualified as Debark
Control Officer.

3. ENS Bates supported over 750 Sailors and Marines on both BATARG
and OUR deployments as the only personnel in the disbursing office.
Leading five sailors in the Sales division she accounted for over
$492,132.00 in sales and $98,000.00 funds transferred to the Moral,
Welfare and Recreation Fund. Furthermore, she established the Navy
Cash system on the barge during the ships midlife availability. She
has managed and assisted myself on a weekly basis in managing
personnel within the department.

4. ENS Bates is an outstanding Officer who exemplifies the Navys
core values of honor, courage, and commitment. She possesses the
intellect and motivation to succeed at any task. She would be a
valuable asset in training future Officers to go out into the fleet.
