A budget justification is the narrative explanation of the budget. It helps the sponsor
to evaluate the reasonableness of the budget. A budget justification is required
when proposing administrative expenses.

Pay particular attention to the items listed on the slide in your budget justification as
these costs are usually scrutinized more by the sponsor.

When justifying administrative costs explain, What makes this a major project or an
activity? Include the project specific details to highlight the activities that make the
project administratively intensive and thus a major project. Include a description of
the expense or service. Also include how the administrative expense relates to and
benefit to the project.

As discussed in an earlier module, we do not budget additional expenses to
cover vacation/disability sick leave expenses. Do explain that we charge the
rate in the budget justification. Please use the verbiage on the next slide
titled Supplementary Notes in your justification.

A Proposal Routing sheet must accompany a proposal before it can be processed
by the university. The PDRF:
1. Summarizes key information regarding the proposal, and
2. Establishes, by signatures, that the proposal has undergone
administrative and academic review taking into consideration compliance
issues
