Congressional Journals and Records:

1.) The Journal is conclusive upon the courts.

2.) BUT an enrolled bill prevails over the contents of the Journal.
3.) An enrolled bill is the ofcial copy of approved legislation and bears the
certications of the presiding ofcers of each !ouse. Thus "here the certications
are valid and are not "ithdra"n# the contents of the enrolled bill are conclusive
upon the courts as regards the provision of that particular bill.
