Pradhan Mantri Gramin Sadak Yojana

(PMGSY)

A 100% central sponsored scheme launched in 2000 to provide all weather road
connectivity to rural habitations of population greater than 500 in plains and 250 in
hilly, tribal, desert areas by end of 10th FYP.

The objective of the programme is to achieve sustainable, inclusive growth and
improve quality of life of rural people by connecting them to mainstream economic
activities.

Ministry of Rural development (MoRD) oversees the project with 3 levels of
management.
(i) National Rural Roads Development Agency (NRRDA) looks after the technical
aspects.
(ii) State Rural Roads Development Agency (SRRDA) at state level to execute the
PMGSY.
(iii) At district level, the programme is co-ordinated and implemented by Programme
Implementation Units (PIUs).

The selection is done at block level with inputs from people and then sent to MPs and
MLAs for their views. District authorities take the final call in selection of the road
networks and then send to SRRDA and NRRDA.

Many States have substantially completed new connectivity and upgradation under
PMGSY and many other States are likely to be in the same position within a year or two.

However, the roads received little attention on maintenance front and govt. has launched
phase-II i.e., PMGSY-II to upgrade the already laid roads with 75% funds from centre
and remaining from state, which continues simultaneously with PMGSY-I.

PMGSY has become one of the six components of Bharat Nirman subsequently.
