This section should pro&ide a brief introduction to the current social and economic situation
related to the geographic region and beneficiaries of the project. The bac*ground should also
describe:

A' De-elopment objecti-es
This section should describe the -ay in project objecti&es are addressed in national de&elopment
strategies and policies, in terms of specific programmes and ho- the proposed project -ill relate
to these strategies and policies.
The discussion should indicate the specific national social and economic objecti&es to -hich the
proposal, if successful, is e,pected to contribute, and ho- this is e,pected to contribute to
impro&ed -ell being and li&elihood of the project beneficiaries and the larger community.

This section should describe -hat the project is e,pected to achie&e in terms of effects among
intended beneficiaries. Specifically, the section discusses -hat changes are e,pected to occur
among intended beneficiaries if project operations are successful. 3hanges can include ne- and
impro&ed technical s*ills and *no-ledge, increased income0generating capacities, and greater
public a-areness at the community, national, regional or international le&els.
The section should also discuss -hether project operations -ill be e,tended to other locations, as
-ell as -hether the e,perience can be applied to other sectors.

This section should describe the o&erall results that the project is e,pected to accomplish and
-hether there may be unintended effects of the project, and ho- these possible challenges -ill
be addressed.
The discussion should indicate in uantitati&e terms, to the e,tent possible, -hat the project -ill
produce through its planned acti&ities and budget.

This section should describe ho- each immediate project objecti&e -ill be carried out in terms of
planned acti&ities, their timing and duration, and -ho -ill be responsible for each acti&ity. This
can be summari1ed in a simple table.

This section describes -ho and ho- many people are e,pected to benefit from the project, both
directly and indirectly. 't should also discuss ho- intended beneficiaries ha&e been in&ol&ed in
project design, and their e,pected role in project implementation and e&aluation.
D' !mplementing agent management of project
This section should describe:

This section should also discuss -hether project operations are e,pected to continue, or e,pand
to other areas or sectors, once the current phase of assistance is completed. This could include
plans for introducing self0financing pro&isions to ensure continued &iability of operations on
project completion.

This section should discuss proposed mechanisms and procedures for monitoring of project
operations to ensure that acti&ities occur as planned, that they remain directed to-ards stated
objecti&es, and that appropriate correcti&e action is ta*en if reuired.
Specifically, the discussion should indicate -ho -ill be responsible for preparing periodic
project progress and final technical reports and for the accounting of e,penditures, to be
submitted to the #N !oluntary "und on 5isability. All projects need to be e&aluated on
completion. This section should also identify the party -ho -ill responsible for this tas*, as -ell
as ho- intended beneficiaries -ill be in&ol&ed.

The budget for the #N !oluntary "und should be prepared in #.S. dollars. An additional budget
should be prepared to describe the budget components to be financed by %o&ernment, Project
'mplementing Agent and other parties participating in the project.

12'22 Project Personnel3
The resources of the !oluntary "und can finance project personnel speciali1ed needed to plan
and carry out the project or speciali1ed consultant ser&ices reuired to accomplish a specific
project objecti&e. Salaries and consultancy fees should be reflecti&e of local pre&ailing
conditions. The #N !oluntary "und does not prioriti1e projects -ith high personnel costs.
