Process for Reviewing Resident Parking Change Requests

The Transportation and Parking Commission hereby adopts the following policy for
assessing specific parking changes requested by individuals in the community.
1. Purpose. This policy is meant to ensure a fair process for all requests made by
members of the community seeking alteration, addition or removal of parking
spaces in residential districts or otherwise changing parking policy. The process is
meant to determine whether any such request meets basic criteria.
2. Basic criteria. An evaluation of each proposal will be based on:
a. Is the proposal fair and widely supported by the neighborhood?
b. Does the proposal fit into Northamptons overall parking plan?
c. Is the proposal feasible logistically and financially?
d. Does the proposal satisfy public safety concerns?
3. Process.
a. Residents should first submit an application to the Chair of the
Transportation and Parking Commission describing the problem and
documenting neighborhood support. All residents are welcome to address
any public body and give testimony for or against of any application.
b. The Parking Committee may review the application to assess it in terms of
the Basic Criteria A and B described in Section 2. The Committee will
make its recommendation to the Commission within 45 days.
c. The Transportation and Parking Commission may make a
recommendation based on the recommendation from the Parking
Committee as well as other recommendations from city departments
including the Department of Public Works.
d. The City Council may choose to act on any recommendation by the
Transportation and Parking Commission.
4. Amendments. The Transportation and Parking Commission may vote to modify
this policy from time to time.
