IPSC seminar to be conducted by Marko Perkovic of the Maritime Affairs Unit on maritime
(shipping) transport, specifically, air and space monitoring technologies
to address operational pollution from ships
Abstract
Maritime transport is relatively safe and clean, but intensive and costly efforts are required to
maintain this status. Whereas technical and technological improvements have helped reduce
instances of accidental pollution, thus far no measures have led to a fundamental change in
human behaviour, so operational pollution remains a problem throughout global waters. The
old practice of dumping ship-generated waste and pumping out cargo residues is highly
regulated, but no means of vigilance has succeeded in preventing this activity effectively.
This is the case,
case despite several studies and national programs pointing out that illegally
discharged oil into the sea can be significantly reduced or even completely eliminated.
Besides the further development of port reception facilities and intensification of ship
compliance checks in the port, operational pollution can be deterred with help from air and
space monitoring activities. In this context, satellites can play an important complementary
and supporting role in detecting and deterring pollution from ships. In contexts where an
early-warning message can be delivered to responsible authorities (mainly Coast Guards) in
reall time,

thus open the way to prosecution of the offenders.
Without the EMSA/CSN Radar satellite surveillance service and EUROPEAN COMMISSION
satellite operators like MDA, CSA, ESA and NASA it would not be DIRECTORATE GENERAL JRC
possible to do fine research work. Thanks to Slovenian Maritime
Administration and Italian Coast Guard for providing some very JOINT RESEARCH CENTRE
important shipping information. And special thanks to the NASCUM Institute for the Protection and the Security of the Citizen
project team for providing valuable surface currents information

difficult to assess the initial releasing position, timing, type, quantity and source of the
pollution
exposed issue:
is it somehow possible that part of the oil may remain under the sea surface where it is
pushed by the deep currents only to rise later and reach shore.
