Objectives of the Hong Kong Housing Authority

The Hong Kong Housing Authority (HA) is a statutory body established in
April 1973 under the Housing Ordinance.

The Housing Authority fulfills the following functions:

to plan and build public housing estates for classes of people determined
by the Authority;
to manage public housing estates throughout Hong Kong;
to clear land for development, subject to any direction from the chief
executive (earlier, the Governor);
to prevent and control squatting;
to advise the government chief executive on all housing matters.

The HA develops and implements a public housing programme which seeks
to achieve the Government's policy objective of meeting the housing needs
of people who cannot afford private rental housing. Approximately 30% of
the Hong Kong population is now living in public rental housing units.
