Communiqu on ISO/CD 45001
In early 2013 ISO received a new work item proposal from the British Standards Institution (BSI) and on
behalf of the OHSAS Project Group (the body that publishes OHSAS 18001), for the development of a
standard on Occupational health and safety management systems Requirements. It is envisaged that
this standard will replace OHSAS 18001 once it has been published.
This proposal was approved and ISO established Project Committee number 283 (ISO/PC 283) to do
the development work, as well as assigning the number ISO 45001 to the future standard. The
Secretariat of ISO/PC 283 was awarded to BSI.
A key element of the new work item proposal was that the future ISO 45001 would employ ISOs high
level structure for management system standards. This structure gives a common main clause
sequence, some common text, and common terms and definitions, and is designed to improve the
alignment between ISOs various management system standards (such as ISO 9001, ISO 14001, ISO
27001) and to ease the task for organizations that want to incorporate the provisions of several
management system disciplines into their own management system.
Several key organizations in the field of OH&S, such as the International Labour Organization (ILO) and
the OHSAS Project Group, were accepted as liaison members.
At the first meeting of ISO/PC 283, the members requested that the scope of the work be extended to
include an annex giving guidance. In addition a Working Group (WG1) and subordinate Task Groups
were established to do the drafting.
ISO/PC 283 agreed to follow a 3 year programme for the development of ISO 45001

The output from the first meeting was a Working Draft, containing only statements of requirements. The
Working Draft was circulated to the members of WG1 for review.
In early 2014 the ISO Technical Management Board agreed to change the scope of the project to allow
for the development of the guidance.
The Working Draft received approximately 1280 comments from the members of WG1, with a high
proportion directed to matters dealing with the topic of risk
The PC, its WG1 and Task Groups held a second meeting in March/April 2014, to review the received
comments and to develop the guidance annex, with the objective of achieving a Committee Draft.
The PC was unable to reach its objective at the meeting itself, so planned a number of post meeting
activities.
The post meeting activities resulted in the publication of the Committee Draft (ISO/CD 45001) on 17 July
2014.
The date for the closing of the ballot on ISO/CD 45001 is set for 18 October 2014.

individuals.
A further meeting of the PC is being planned for late 2014, to review the results of the ballot on ISO/CD
45001 and any comments received, with the objective of moving to the Draft International Standard (DIS)
development stage.
The target for achieving publication of ISO 45001 is around the 3
rd
quarter of 2016.
