After a hearing in Unfair Practice Case No. SF-CE-814-H, Charles Schwartz v.


Regents
ofthe University ofCalifornia, in which the parties had the right to participate,
it has been
found that Regents of the University ofCalifornia violated the Higher Education
Employer"
Employee Relations Act, Government Code section 3595 by failing to suns,hine its
initial
proposal to the unions to restart employee contributions to the University of
California
Retirement Plan.

As a result ofthis conduct, we have been ordered to post this Notice and we will:

A. CEASE AND DESIST FROM:

1. Refusing to provide public notice of its initial meet and confer proposals
over negotiable subjects.
2. Failing to adopt its initial proposals at a meeting which is open to the
public after the public has had an opportunity to express itself.
3. Meeting and conferring on its initial proposals before a reasonable time
has elapsed after the submission of the proposals enabling the public to become
informed and
to have an opportunity to express itself regarding the proposals at a meeting
ofthe higher
education employer .
