Sricity or Sri City is a Planned Integrated Business City (Township) located 55 km


North of Chennai on NH5 along the border of Andhra Pradesh (AP) and Tamil Nadu (TN)
States of India. Much of Sricity area is in Chittoor District and a smaller area along the NH5
is in Nellore District of AP, adjacent to Tiruvallur District of TN.
The Satish Dhawan Space Centre (aka SHAR), Indias Satellite/Rocket launching
centre is located at Sriharikota, on the eastern side of the Pulicat Lake which separates Sricity
and the Satellite launching station.
The Name Sricity is inspired by the title SRI is derived from Sanskrit. Sri is the sacred
sound of cosmic auspiciousness and abundance in Hindu religion. Written as Sri or Shree or
Sree or Shri, it stands for abundance, auspiciousness, affluence, grace, wealth, light, luster,
splendor, beauty, loveliness and authority.

The symbol has been used since Vedic times. Holiness is attached to the word when written or
spoken. It is also added before a name to show respect.Sri is mentioned largely in all
renowned temple towns in the region, Srikalahasti, Sriperumbudur and Sriharikota. The
famous Tirumala - Tirupati the abode of Lord Sri Venkateshwara (Srinivasa, Balaji) is also
located in same district.
After the symbol Aum and Swastika, Sri is the most popular symbol used in
Hinduism. Sri is also the sacred of Lakshmi, the Hindu goddess of wealth and prosperity.
HISTORY OF SEZ
In 1947 when India got independence at Puerto Rico industrialist and government was busy
setting up world first industrial park. Ireland and Taiwan followed Puerto Rico in sixties and
in eighties China bring the SEZ to the global map with its largest SEZ at the metropolis of
Shenzhen.
India was one of the first in Asia to recognize the effectiveness of the Export Processing Zone
model in promoting exports, with Asias first EPZ set up in Kandla in 1965. In 2000, after
thirty-five years, Murlisone Maran, then Commerce Minister made a tour to the southern
provinces of China and realized the importance of SEZ. On returning from the visit, he
incorporated the SEZ into the Exim Policy of India and after five year, Special Economic
Zones Act 2005 was introduced and in 2006 SEZ Rules was formulated.
The main objectives of the SEZ Act include generation of additional economic activity ,
promotion of exports of goods and services, promotion of investment from domestic and
foreign sources, creation of employment opportunities, and development of infrastructure
facilities.

GOVERNMENT INITIATIVE FOR SEZ


Indian government to instill confidence in investors and signal their commitment towards a
stable SEZ worked on the Special Economic Zones Act. In May, 2005 the Special Economic
Zones Act was passed by Parliament, which received Presidential assent on the 23rd of June,
2005.
The Special Economic Zones Act 2005, after extensive consultations, came into effect on 10th
February, 2006. The Act offered drastic simplification of procedures on matters relating to
central as well as state governments. The main objectives of the SEZ Act include generation
of additional economic activity, promotion of exports of goods and services, promotion of
investment from domestic and foreign sources, creation of employment opportunities, and
development of infrastructure facilities.
It is expected that the Special Economic Zones Act will trigger a large flow of foreign and
domestic investment. Government offered various incentives to the companies in SEZ:
Duty free import/domestic procurement of goods for development, operation and
maintenance of SEZ units
100% Income Tax exemption on export income for SEZ units under Section 10AA of the
Income Tax Act for first 5 years, 50% for next 5 years thereafter and 50% of the ploughed
back export profit for next 5 years.
Exemption from minimum alternate tax under section 115JB of the Income Tax Act.
External commercial borrowing by SEZ units upto US $ 500 million in a year without any
maturity restriction through recognized banking channels.
Exemption from Central Sales Tax.
Exemption from Service Tax.
Single window clearance for Central and State level approvals.

Exemption from State sales tax and other levies as extended by the respective State
Governments.
The Special Economic Zones Act also offered major incentives and facilities to SEZ
developers which include:
Exemption from customs/excise duties for development of SEZs for authorized operations
approved by the BOA.
Income Tax exemption on income derived from the business of development of the SEZ in a
block of 10 years in 15 years under Section 80-IAB of the Income Tax Act.
Exemption from minimum alternate tax under Section 115 JB of the Income Tax Act.
Exemption from dividend distribution tax under Section 115O of the Income Tax Act.
Exemption from Central Sales Tax (CST).
Exemption from Service Tax (Section 7, 26 and Second Schedule of the SEZ Act).
Apart from the above mentioned incentives the companies in SEZ require no license for
import made under SEZ units. In the case of losses they are allowed to carry forward losses.
The other advantages are
No license required for import made under SEZ units.
Duty free import or domestic procurement of goods for setting up of the SEZ units.
Goods imported/procured locally are duty free and could be utilized over the approval
period of 5 years.
The SEZ unit is permitted to realize and repatriate to India the full export value of goods or
software

within

period

of

twelve

months

from

the

date

of

export.

Write-off of unrealized export bills is permitted up to an annual limit of 5% of their


average annual realization.

No routine examination by Customs officials of export and import cargo.

Setting up Off-shore Banking Units (OBU) allowed in SEZs.

OBUs allowed 100% income tax exemption on profit earned for three years and 50
% for next two years.

Enhanced limit of Rs. 2.40 crores per annum allowed for managerial remuneration.
Since SEZ units are considered as public utility services, no strikes would be allowed in
such companies without giving the employer 6 weeks prior notice in addition to the other
conditions mentioned in the Industrial Disputes Act, 1947.
The advantages of the SEZ are evident from the investment, employment, exports and
infrastructural developments additionally generated. In midst of all these advantages the SEZ
also has its own set of disadvantages, which include

exemptions

incentives.

Many traders are interested in SEZ, so that they can acquire at cheap rates and create a land
bank for themselves.
The number of units applying for setting up EOUs is not commensurate to the number of
applications for setting up SEZs leading to a belief that this project may not match up to
expectations.
The economist strongly believe that the benefits derived from the investments and additional
economic activity in the SEZ and the employment generated thus will outweigh the tax
exemptions and the losses on account of land acquisition.

SEZ
"An SEZ is a specifically delineated duty-free enclave and shall be deemed to be foreign
territory for the purposes of trade operations and duties and tariffs .... EXIM Policy 2000,
Chapter 9 Para 30.

What are the rules that govern the setting up of units in a SEZ in India?
There are two documents that govern the setting up of units in a SEZ:
1. The SEZ Act of India, 2005
2. The SEZ rules 2006
Who will give approvals for the establishment of a SEZ ?
The Board of Approvals (BoA) is authorized to give approvals to the developer for the
establishment of a SEZ. The Board consists of representatives of various government
departments relevant for the SEZs. The composition of the Board is given under Clause 8 of
the SEZ Act.

Who governs the Special Economic Zone (SEZ)?


The Board delegates the authority to govern the SEZs to Development Commissioners
appointed for specific SEZs. The authority to approve setting up of a unit at Sri City SEZ has

been delegated to the Development Commissioner, Visakhapatnam Special Economic Zone.

What is the approval mechanism for the units to be set up in a SEZ?
All approvals are to be given by the Unit Approval Committee headed by the Development
Commissioner (DC). Clearance from the Department of Policy and Promotion/Board of
Approvals, wherever required will be obtained by the Development Commissioner. A Letter
of Approval to set up a unit in a SEZ is issued by the DC, provided the unit meets all the
criteria specified in the Application. The procedure of application is detailed under Clause 17
of the SEZ Rules, 2006.
What are the obligations of the Unit under the Scheme?

SEZ units have to achieve positive net foreign exchange earned over five years i.e.
Exports (FOB value of all exports) - Imports (CIF value of all imports) > 0. Please
see Clause 53 of Chapter VI of the SEZ Rules, 2006 for a more detailed
explanation

For this purpose, a Legal Undertaking is required to be executed by the unit with
the Development Commissioner

Any company set up with FDI has to be incorporated under the Indian Companies
Act with the Registrar of Companies for undertaking Indian operations

The units have to maintain proper records of accounting

Annual Performance Reports must be submitted to the Development Commissioner

The units are also to execute a bond with the zone Customs for their operations in
the SEZ

The Industrial Zone includes a Special Economic Zone (SEZ) for Export Oriented
Industry and Domestic Tariff Zone (DTZ) for Domestic Industry. It is a business destination

LANGUAGES
Being the border town, both Telugu and Tamil are spoken. Telugu is official language

Sricity forms part of Satyavedu and Varadaiahpalem mandals of Chittoor District. It is

TRANSPORTATION
Located on National Highway - 5 on the border of Tamil Nadu and Andhra Pradesh, Sri City's

90-minute drive from the commercial and industrial hub of Chennai, Sri City Special
Economic Zone with an adjacent domestic tariff area is well connected by rail and road and is
in close proximity to three major ports and two international airports. This strategic location

AIR
Sri City SEZ, with quick access to two international airports the Chennai
International Airport and the Tirupathi International Airport, offers good air connectivity to
this Special Economic Zone.
Chennai International Airport is the third largest international gateway into the country
and the third busiest airport in India after Mumbai and Delhi. It is the main air hub for south
India, currently handling over 10 million passengers and serving more than 50 different
airlines. It is also an important cargo terminus for the country, after Mumbai. The
international cargo-handling facilities at Chennai have a turnaround time of 24 hours.
The Tirupathi airport is 75 km north of the Sri City Free Trade Zone. Currently, this
airport handles international cargo and is slated to be developed into an international
passenger hub.Chennai International Airport (MAS) is 90 minute drive from/to Sricity, and
Tirupati Airport (TIR) is also 90 minute drive.

The connectivity to Sri City SEZ and the domestic industrial park is further enhanced by the
suburban rail services operating from Chennai.

The hinterland of this free trade zone is served by nearly 30 suburban rail services, to
and from Chennai every day and provides access to all suburbs of Chennai. With such
connecting rail networks, commuting to work at Sri City SEZ is convenient.
Sricity is in between two Railway Stations, Tada on the North and Arambakkam on
the South. Express Trains connecting Chennai, Bangalore, Hyderabad, Kolkota, and Delhi
stop at Sullurpeta which is 12 km away from Sricity. Mumbai bound trains stop at Renigunta.

manufacturing and the logistics sector with its proximity to not just one but three seaports.
This strategic position of Sri City Special Economic Zone is unmatched by any SEZ location
in the country.

PORT OF CHENNAI

The Port of Chennai on the east coast is 65 Km from Sri City Special Economic Zone .
Strategically located and well connected with major parts of the world, it is today a major
Indian Port.
Continuous modernization, efficient services at minimum cost, simple and integrated
procedures and a user-friendly approach makes this all-weather port a popular choice. It
currently has oil terminals, iron ore terminals and a container terminal. The container terminal
has direct services to China, Europe and US with a handling capacity of 9,50,000 TEUs.
Chennai Port is an ISPS Compliant Port with ISO 9001: 2000 certification. The port ranks
third amongst Indian ports. The highlights include berthing on arrival, with a pre- berthing
detention of 0.9 hours. The average turnaround time is 2.4 days.

The Port has on its agenda the following major projects under the National Maritime
Development scheme, with an estimated investment of over Rs.1000 crores which will in turn
benefit SEZs in this region. These include

Creation of additional open storage area which are specially vital for units within
the SEZ

Ennore Port
Ennore Port, situated on the Coromandal coast, is about 24 km north of Chennai Port and 40
km south of Sri City Special Economic Zone. It is the 12th major port in India and the first
corporatised major port in the country. Currently the number one destination for Liquid Bulk
Cargo, this Port was originally conceived as a satellite port to the Chennai Port.
The scope however was expanded taking into account the subsequent development
plans of the Government of Tamil Nadu in the wake of the tremendous surge of new
investments into the state over the last five years, including SEZs and Free Trade Zones.
Ennore Port Limited has initiated development of the following facilities through private
sector participation, as part of its Phase-II development programme:

Alongside jetty for handling 3 million tonnes of POL products, chemicals and
liquids

A coal terminal for handling 8 million tones of coal for users other than Tamil Nadu
Electricity Board

An iron ore terminal for handling 12 million tones of iron ore for exports

An LNG terminal for handling 5 million tones of LNG

A container terminal for handling 18 million tones (1.5 million TEUs) of containers

By 2013 14, the second phase development would augment the port cargo handling
capacity by 58 Million Metric tonne per annum.
These advantages are a plus to any Special Economic Zone or Industrial Zone in India due to
the proximity to Ennore port, be it for engineering, information technology, auto components,
garments or leather products, with container freight station facilities and free trade
warehousing zone.

Krishnapatnam Port
Located 65 Km to the north of Sri City SEZ, on the east coast of India in Nellore District of
Andhra Pradesh, this port comes with aggressive up gradation plans by the Andhra Pradesh
Government. With unprecedented growth in bulk commodity containerized trade in the
international markets; Krishnapatnam Port has been envisioned futuristically as a modern,
deep water and high-productivity port with the view to sustain the demands of growing
international trade scenario. Designed for handling vessels up to 200,000 DWT, the expansion
plans include development of a minimum of 30 berths. The port has the potential to develop
into a hub terminal for containers, coal, petrochemicals and project cargos / ODC
ROAD
Sri City SEZ is located alongside National Highway -5 which forms part of the Golden
Quadrilateral road network. The infrastructure advantages of this free trade zone is further
enhanced by the Golden Quadrilateral which is the largest express highway road project in
India, consisting of four/six lane expressways connecting the major metros of India - Kolkata,
Delhi, Mumbai and Chennai..
Currently a four-lane national highway, this roadway is now being upgraded to a six-lane
expressway. Being part of the crucial national road connectivity, the National Highway
Programme is a priority on the Government of Indias development agenda and is being
accorded high maintenance standards. A major part of this 1,533-kilometers National
Highway passes through Andhra Pradesh and Orissa along the east coast which ensures Sri
City SEZ with excellent road connectivity to northern India.

GEOGRAPHY & CLIMATE


Geography
Sricity is about (70 km2) in Size, though all the area within does not belong to Sricity IALA.
The area includes the neighboring villages, water bodies and state forest lands. The terrain
slopes gradually from an elevation of about 30 meters above MSL at the South West corner to
about 7 meters towards the North East corner of Sricity. A Creek (Karipeti Kalava) flows
through Sricity passing through a number of Lakes on the way before joining Pulicat Lake
North of Tada. There is a state forest on the western boundary. Telugu Ganga project carrying
Krishna River water to Chennai City passes along the western boundary of Sricity.

CLIMATE

Satyavedu Mandal Rainfall (mm)


The area experiences both the Southwest monsoon & Northeast monsoon. In between
there are lull periods. The average rainfall per annum as recorded at rain gauge stations at
Satyavedu is 1305mm.

SOILS
The soils of the area can be broadly classified as

Latosolic developed on the coastal Laterite

Yellow Podzolic soils formed on the sandy sheet of alluvium and

The transition located at the contact of Laterite and Alluvium is Podozolic Latosolic
soil.

Latosols: Soils formed due to lateralization are called as Latosols or Latosolic soils. This
will have local accumulation of iron and alumina pockets. In fact, it is the iron rich pockets
that contribute to the building material. This becomes hard and compact on exposure to
drying. A thin regolith forms on the laterite. Latosols with the characteristic red color are seen
on the laterite in the area under study. This covers nearly 30% of the area.
Yellow Pedozolic (Pod sol) soils: These are developed on the sandy parent material, as
noticed on the eastern part of the area under report. As the name indicates, the color of the soil
is yellowish. This occupies nearly 40% of the area.
Pedozolic Latsolic soils: This is the transition between the Latosols and Pedozolic soil. It is
mostly observed in the vicinity of the contact between the laterite and the alluvium. This
accounts to 30% coverage.

INFRASTRUCTURE
Sri City SEZ is master-planned by the renowned Jurong Consultants, Singapore. Their brief
was to create a business city with a free trade Zone that would figure in any list of Indias 5
best cities to live and work in.
The infrastructure at Sri City Special Economic Zone and the domestic industrial park
is designed to benchmark with global standards with six/ four-lane roads, abundant power and
water supply. The design and construction of this Industrial Zone includes innovative, space
efficient methods to create quality and competent delivery systems in conformation with
international quality standards and stringent environmental norms of SEZs.

Each element of the SEZ infrastructure expressways, telecom connectivity, power,


water and waste water management is designed with the utmost attention to detail, and the
execution of concepts and plans will be under the expert supervision of recognized SEZ
consultants.

PRODUCT OPTIONS
With a view to offer a wide range of location options to the units in the SEZ and the domestic
industrial zone, Sri City is built on a multifaceted format to provide for the varied needs of
companies. This assortment of infrastructure options includes
Developed Industrial Land Parcels
The plots have optimal access to all networks - road, water, power, sewage and storm-water
drains. Each unit has good road frontage and has ready access to the infrastructure networks
that run along on the boundary of the plot.
Ready Built Factories
Ready-to-function industrial factories to meet the immediate start-up requirements of
companies in the Special Economic Zone will be made available. These will be standard
design factory structures provided with power supply.
Built-to-Suit:
This option will be offered to give customized start-up support to companies. Factories/offices
detailed to company specifications can be built on request. RP
ROADS:

To facilitate smooth transport of people and goods within Sri City SEZ, top international
companies, STUP and Wilbur Smith, have been brought on board to create this critical SEZ
road network.

The road network in the Special Economic Zone is categorized into arterial, primary
and secondary roads, and they have been designed taking into account the traffic volume. The
internationally recognized International Road Council standards are adopted and strictly
adhered to in designing the road networks in the SEZ and domestic Industrial zone. The road
network system in the Free Trade Zone has been planned so as to ensure a smooth flow of
traffic for both car and cargo movement within the SEZ.
This road network within Sri City SEZ comprises a 72-metre wide arterial road (six-lane with
central median) express way and an internal road system of primary (53-metre wide) and
secondary (47-metre wide) distribution roads.
The main avenue entering Sri City Special Economic Zone from the National
Highway-5 will be the six-lane arterial road with central median landscaping, wide sidewalks
and curb-side landscaping which will enhance the aesthetic value of this unique export zone
of India.
WATER AND SEWERAGE SYSTEMS
With assured water supply from the Government, Sri City Special Economic Zone is well
placed to meet the requirement of industrial processes, offices and residences within the free
trade zone and industrial park. To utilize the resources efficiently, a water management system
planned and developed in association with Anna University is under way at the SEZ. A watertreatment plant will supply treated water to the SEZ and the domestic industrial zone.
A well-planned sewage system will be designed and connected to a Sewage Treatment Plant
(STP) which will collect treated effluent from the SEZ units. This offers an advantage to the
industrial units in the Special Economic Zone as they do not have to make seperate provisions
for disposal of treated liquid effluents.

POWER

Sri City Special Economic Zone has received an allocation of 450 MW of power from the
Government of Andhra Pradesh, to be supplied in a phased manner to the SEZ and the
domestic industrial zone. ABB, a leader in power and automation technologies, is being
consulted for identifying sources of power supply and planning the power network and
distribution within the Free Trade Zone. A 220 KV sub-station is being set up in Sri City
Special Economic Zone and will be operational very soon.
Two 4000 MW power plants coming up at Krishnapattinam, 65 Km to the north of SriCity
SEZ, could also provide power to this Export Zone in future , if required. The first power
plant will be operational in four years.
PLUG-N-PLAY OFFICES
The current project office at Sri City Special Economic Zone has plug-n-play facility that our
SEZ and domestic tariff area customers can use for operations until their units in the Industrial
Park are ready. These fully furnished offices with all business amenities will be available to
the export and domestic zones at nominal rentals.
