Introduction:
A tender notice (Request for Proposals or RFP) is a published
advertisement, generally issued by companies or government departments,
inviting the vendors or service providers to make their offers for supply of
goods or services. Sometimes tender notices are also for sale of goods,
especially scrap.
A tender is an offer for the supply of specified goods or the
performance of a specified work at prices and under conditions set out in the
tender notice. A response to a tender notice is expression of interest (EOI)
and becomes legally binding only when the tender is accepted.

Generally, the inviter of tenders gives prescribed forms in which the
tenders are to be made. This form takes care of the details in which the
advertiser is interested. Nowadays it is customary to give a website address
for details of terms and conditions as these cuts down the advertising cost.

Guidelines for Drafting a Tender Notice:


(i) The advertiser should give his name and address at the top. The
words Tender Notice or Notice Inviting Tenders or their equivalent should
be written below it. The date and tender notice number should be given.
(ii) The authority inviting tenders must be stated. One of the ways for
this is: The Purchase Manager, ABC Ltd. invites sealed tenders from
experienced dealers who meet the eligibility criteria for supply of the items
listed below.

(iii) The following information regarding the tender must be given:

(a) Date and time of issue of tender documents


(b) Date and time of receipt of the tenders
(c) Date and time of opening of the tenders
(d) Cost of tender documents
(e) Earnest money required to be deposited
(f) Eligibility criteria of the tendered (e.g. that he should be registered)
(g) Whether a bankers solvency certificate and income tax certificate
is necessary.
(iv) It is usually stated in the tender notice that the authority issuing
the tender notice reserves the right to reject or accept any tender without
assigning any reason.
(v) If the tender details are available on website, this fact is stated.
(vi) Signature of the authority inviting the tender.
