The PAP held its victory rally here after sweeping the
polls at Singapores first General Elections on June 3, 1959,
when MrLee told the tens of thousands gathered there that
day: We begin a new chapter in the history of Singapore.
It was also on the steps of City Hall that Mr Lee read the
Malaysian Proclamation on Sept 16, 1963. Two years later,
Mr Lee issued the Proclamation declaring Singapores
Independence from his office on the buildings second floor.

Mr Lees massive goal of housing a nation and driving up homeownership started here. Home
ownership would give Singaporeans a sense of belonging to the community and the nation, he felt,
and provide them with an asset that would grow as Singapore grew. That more than 90 per cent
of Singaporeans now own their homes represents one of Mr Lees most significant achievements.
