(April 17, 2015) (Hagta, Guam) The Judiciary of Guam is proud to announce the four
finalists for the Hustisia Award, which is presented to a person or organization that has
contributed to improving the administration of justice and good government in Guam.
The four finalists are:
Former Senator Pilar C. Lujan, who served six terms in the Guam Legislature, and
played an instrumental role in legislative acts that have developed of the Judiciary of
Guam: the Frank G. Lujan Memorial Court Reorganization Act, which established the
Supreme Court of Guam; and the establishment of the Judicial Building Fund to construct
the Guam Judicial Center in Hagatna.
Attorney William (Bill) Blair, who has practiced in Guam since 1977, and is a
partner in one of the longest-standing law firms on the island. From 2004 to 2014, he
served on the Judicial Council of Guam as an Advisory Committee member.
The Pacific Daily News, which has been the leading media outlet working with
the Judiciary of Guam in promoting the Judiciarys award-winning Law Week activities.
As the largest print news publication in Guam and through its online news presence, the
PDN has played a large role in educating the public and promoting the importance of
Law Week.
The late Chief Justice Miguel S. Demapan of the Commonwealth of the Northern
Mariana Islands, who served the courts of Guam as both Judge Pro Tem and Justice Pro
Tem. Before passing in 2012, Chief Justice Demapan had contributed his wisdom as
Justice Pro Tem to 18 published Supreme Court of Guam cases.
The Hustisia Award will be presented at 10:30 a.m. on April 24, 2015 at the Judicial
Center Atrium, after a joint proclamation and resolution signing to commence the start of
Law Week 2015. The public is welcome to attend.
