On completion of 50% work, if the appraisal of the project shows that it will necessitate revision of the estimate based upon the physical completion of the project vis-a-vis financial ‘expenditure immediate action should be taken to submit the revised estimate so as to ensure that the sanctioned revised estimate is available before necessity for incurring expenditure beyond permissible limits arises;, 4. The expenditure during the current financial year on this work as also on other sanctioned work should not exceed the allotment placed at the disposal of the State Government during the year, under the head mentioned in paragraph 6 below. 5. The expenditure should be incured consistent with the completion of finished road. The work programme shall be prepared accordingly by the Executive Agency. Scope of work [ 1.1 The estimate provides for the following major items of work: () Widening of existing ‘10m formation width to 20.7m formation width in ‘mountainous/steep terrain, substantial improvements of geometrics and complete reconstruction of pavement, Construction of 17 nos. of bridges/viaducts. Length of 2-lane bridges is 754m and a 4-lane bridge is 504m, (iii) Construction of $7 pipe culverts, 29 RCC box culverts, (iv) Construction of RR masonry breast wall in 1440 RM, RCC Retaining wall 1245 RM, PCC retaining wall 2920 RM and Gabion walls, Parapet Wall: and construction of other protection works ave 4.1 (¥) Construction of lined drain in 16727 Rm length in stretches on hill side and covered drain in 1950 Rm ; (vi) Preconstruction activities involving Compensation towards Public property, shifting of water supply amenities & Forest clearance; and (vii) Road safety works including road markings, sign boards, etc. Alignment ‘The alignment is reported passing through Steep/Mountainous terrain (75% length), rolling terrain (21% length) and plain terrain (4% length). The existing alignment is in zig-zag without any vertical and horizontal designs. The centre line of proposed highway has almost shifted/realigned from the existing alignment as per the required curve designs throughout the length. The project road is designed for ruling design speed of 50 kmph, However, due to constraints approx. 32% of length is designed for 40 kmph. The proposed gradient of road confirms to NH standards for mountainous’ steep terrain. It is reported that, geometric improvements are needed at many sections and re- alignments are required at 3 locations to improve the gradients of the proposed road. ‘The proposed realignments are given below: I _|__ Exist. It is proposed to adopt ROW of minimum 45m throughout the stretch - 30m on hill side and 15m on valley side. ROW has been reported varying from Sm to 10m. The Government of Arunachal Pradesh has already notified ROW of 30m in this stretch. CE(Highways) has assured that there shall not be any problem in execution of the work. Formation width at mountainous/steep terrain and 24.0m width at plain terrain has It is reported that existing formation width is 10m. Provision of 20.7m formation ‘The same has been accepted. € as 42 43 Su 52 53 34 55 56 In stretches where blasting has been proposed, extreme caution should be taken and ‘methodology as stated in Clause 7.5 of IRC:SP:48-1998 should be followed in toto. In addition, the contractor is to submit a scheme of blasting to State PWD and proceed with the same only after approval from the concemed Engineer-in-Charge. In order to achieve heavy compaction of earth, the mandatory use of vibratory roller shall be specified in the bid documents. It may be ensured by PWD that the earthwork in embankment is carried out strictly as per clause 305 of Ministry's specification for road & bridge works, 4th revision. Density/ compaction requirements as per table 300-1 & 300-2 of above mentioned specification shall be met with fully. Crust thickness and composi It is reported that the existing crust has been deteriorated and the top bituminous layer has been worn out and the existing road now functions as graveV/katcha track. Itis also reported that, the geometry of the existing road needs to be improved, almost for the complete length of road. Further, the prime coat shall be provided @I kg/ sqm, instead of 0.6 kg/ sqm, keeping in view the high rainfall region. It is proposed to provide excavated roack cutting in 1.0m wide shoulders wherever applicable instead of earth in 600mm depth. The same has been allowed. CE(Highways), Ar. Required Compensation of vertical grade shal be ensured for ease of negotiating the horizontal curves as per IRC guic Minimum widening at curves as per cl. 6.8.5 of IRC: SP: 48-1998 “Hill road manual” shall be adhered to. ‘Transition length for design speed of minimum 40 kmph and horizontal curve radius as per table 6.8 of IRC:SP:48-1998 “ Hill road manual” shall be adhered to, Bridges/Viaduets ‘The 17 bridges/viaduets at following locations have been proposed: Bridge at km 2+736 (Chimpu River) ‘The existing bridge over Chimpu River is of 41.5m single span PSC box type superstructure supported over RCC wall type abutments with pile foundation. It is Teported that existing bridge is of 2-lane width and is in good condition. A new 2 fane bridge is proposed for additional carriageway on RHS of existing bridge. The proposed bridge is of 40m single span with PSC box superstructure supported on Well foundation. Underpass at Ch 8+785 It is reported that, at this location both cartiageways have differential alignments with LHIS carriageway at existing road level and RHS carriageway at higher level. To improve the geometry, both carriageways are to be cris-crossed. An underpass is proposed at this location with LHS traffic run through the underpass and the RHS traffic shall run over the underpass. The underpass is in skew as well as in curvature. ‘The skew span ofthe underpass 4.0m. ‘The orthogonal width of the underpass is, 12.0m and the skew width is about 20.5m. A single cell RCC Box Type structure has been proposed because of high skew angle. Bridge at Ch 8.852 ‘The existing bridge is over valley and is of 38.3m single span bailey type steel superstructure with 3.5m carriageway width. A new 2-lane bridge is proposed on RUS. The proposed bridge is of 32m single span with PSC Voided slab superstructure supported on Well foundation. Viaduct at Ch 8.869 ‘The existing bridge is over valley and is of 38.3m single span bailey type steel superstructure with 3.5m carriageway width. A new 2-lane viaduct is proposed on LHS. The proposed bridge is of 4x24m span with RCC Voided slab superstructure supported on Open foundation. Viaduct at Ch 9.519 It is reported that, at this location, LHS and RHS carriageways have independent alignments with LHS C/W at existing road level and RHS C/W at approximately 10m higher than LHS carriageway. Existing alignment has a slab culvert of 2m es ing, ON with an approximately 7m, height abutments. As the left C/W is followi ‘ 6.6 67 68 69 6.10 existing alignment, culvert has been proposed for this carriageway. Whereas, the level difference at RHS C/W is approx 15m from GL to FRL. This level has been provided due to the gradient issues. Hence, a viaduct of 1x24.0m is proposed at this location for the RHS carriageway with RCC voided slab superstructure supported on open foundation. Viaduct at Ch 9.695 This is a new 2-lane Viaduct, At this location also, both the carriageways have independent alignments, with LHS C/W following the existing alignment and RHS C/W with new alignment. Along the new alignment of RHS C/W, at this particular location, hill slopes are steep and very high. Hence alignment is proposed through the nallah with a viaduct.The span of the viaduct is 3x24.0m, with RCC voided slab superstructure supported on open foundation. Bridge at Ch 9.739 This is a new 2-lane bridge. At this location also both the carriageways have independent alignments. The proposed bridge is on LHS carriageway. The span of the bridge is 1x32.0m, with PSC voided slab superstructure supported on open foundation, Bridge at Ch 9.800 ‘This is a new 4-lane bridge on new alignment. The span of the bridge is 1x32.0m, with PSC voided slab superstructure supported on open foundation. Viaduct at Ch 10.200 A 2/4 lane viaduct is proposed at this location comprising of 280m length for LHS carriageway and 53¢m length for RHS carriageway. The LHS viaduct has been proposed into pieces of different lengths as per highway plan because some portions of existing road sections are proposed for LHS carriageway, whereas the RHS carriageway is partially/otally over nallah running along the alignment. The LHS carriageway viaduct comprises of 8x20m spans + 3x20m spans + 1x20m span + 2x20m span. The RHS carriageway viaduct comprises of 15x20m spans + Ix10m span + 11x20m spans. Superstructure proposed for the viaduct is precast RCC sirders and cast-in-situ deck slab and cross girders. Precast RCC girders have been proposed for speedy and easy construction. POT-cum-PTFE bearings shall be provided under each girder at each support. The abutment cap shall be fully supported over wall type abutment. The pier cap shall be cantilever type. All pier shatts shall be hollow circular type column. The foundations for abutments and piers shall be open foundations. Viaduct at Ch 10.710 ‘At Chianage 10+710 existing alignment has steep hills on left side. Hence alignment is shifted towards valley side to avoid hill cutting. A Viaduct of 3 x 24m has been proposed for the valley side ‘carriageway, whereas, the left carriageway follows the existing alignment. The superstructure shall be RCC voided slab with foundation. Cost 6.1L 6.12 6.13 6.14 6.15 6.16 6.17 6.18 Bridge at Ch 11.170 Itis reported that, this is a new 4-lane bridge of 3x24.0m span. The superstructure is voided slab and substructure is RCC wall type with well foundation. Bridge at Ch 11.833 This is new 4-lane bridge of 1x40.0m span over Holongi Nallah on re-alignment, ‘The superstructure is PSC box and substructure is RCC wall type with well foundation, Bridge at Ch 12.366 ‘The existing bridge is of 40.0m single span PSC box type superstructure supported cover RCC wall type abutments with well foundation. The width of bridge is adequate for 2-lane carriageway and the bridge is reported to be in good condit lane bridge is proposed on RHS for additional carriageway. tt is reported that at this location, a nallah runs parallel to the existing alignment on LHS and new bridge on LHS is not possible. Moreover, Holongi Nallah runs very close to the alignment on RHS. Hence, sufficient gap in lateral direction cannot be provided between new and existing bridges. Hence, the span of the bridge is proposed to be increased so that there will be no overlap of existing and proposed well foundations. The new bridge on RHS is of 2x24m spans and the superstructure is RCC voided slab and substructure is RCC wall type with well foundation, Bridge at Ch 14.976 This is new 4-lane bridge of 1x40.0m span over Holongi River on re-alignment. The superstructure is PSC box and substructure is RCC wall type with well foundation. Bridge at Ch 15.425 ‘This is new 4-lane bridge of 1x40.0m span over Holongi River on re-alignment. The superstructure is PSC box and substructure is RCC wall type with well foundation. Bridge at Ch 16.296 ‘The existing bridge over Holongi river is of 2x18.75m RCC beam and slab type superstructure supported over RCC wall type abutments with pile foundation. The width of bridge is adequate for 2-lane carriageway and is reported to be in good condition, A new 2-lane bridge is proposed for additional carriageway. This is a new 2-lane bridge is of 1x40.0m span with PSC box superstructure supported over RCC wall type substructure with well foundation. Bridge at Ch 16.645 ‘The existing bridge over Lower Holongi River is of 1x24.75m RCC beam and slab type superstructure with open foundation. The width of bridge is adequate for 2-lane carriageway and is reported to be in good condition. A new 2-lane bridge is proposed for additional carriageway. This is a new 2-lane bridge of 1x24.0m span with RCC voided slab superstructure supported over RCC wall type substructure with Open foundation, ‘The provisions made for all above bridges and viaducts has been allowed for estimate purpose. However, detailed design and drawings shall be oa 7. CE(Highways) before start of the work. In case the State PWD does not have in- house capability, CE(Highways) shall get the design proof checked from a consultant empanelled by the Ministry. Any expenditure on this account may be met from the contingency provision provided separately in the estimate. State PWD, Arunachal Pradesh shall make all possible efforts to expedite availability of land free from all encumbrances. “The provisions for road markings, road sign boards, Km stones, guard posts, road delineator etc. has been allowed as proposed. The road markings shall be provided as per IRC: 35, 1997. The work of road marking with stipulated paint (Thermoplastic) shall be done as per Cl. 803 of Ministry's latest specifications. {he provision of metal crash barrier in stretches of 11840 m as proposed has also been allowed. ‘The provision of parapet wall in stretches of 3020 m as proposed is retained. ‘The provision of DPR preparation @ Rs 50,000/- per km has been deleted. Rates & Leads : ‘The estimate is based on tender rates submitted by the lowest bidder M/s Backbone Projects Ltd-SRK (JV), Ahmedabad. Cost of work In the light of above, the estimated cost works out to Rs. 26416.0 Lakh, including 9% agency charges General observations ‘The contractor shall possess or undertake to procure and deploy all machinery required for the work. The list of plant and equipment shall be prepared on the basis of scope of work and enclosed with the bid documents and the same shall be enforced during the execution, It must be ensured that the work is carried out in ‘mechanized manner using appropriate equipment. Collection of material on the roadside, if any, should be commensurate with physical progress of work, so as to avoid any hindrance to traffic, It must be as uM cs B3 B4 13.6 Ba Bg 13.10 13.11 13.12 13.13 that contractor arranges for séparate land for storage of road construction material and machinery and these shall not be allowed to be stacked on the roadside. It shall be ensured that, for production of materials in crushers, boulders of minimum {50mm size are utilized for the purpose. Bitumen shall be heated in boilers and heating in drums on open fire shall not be Permitted in any case, Spraying of bitumen shall be done only with the mechanical sprayers and premixing of bitumen and stone aggregates should be done only in proper mechanical mixer / hot mix plant. The manufacture of WMM will be carried out in pug mill, Modified bitumen shall be used as binder for BC course. Since CRMB satisfies the requirement based on climatic condition of the area as per the guidelines contained in IRC:$P-53, the same may be used as binder for BC. The CRMBSS shall be preferably procured from refinery source in accordance with IRC: 53: 2002 & Ministry's circular issued from time to time. Performance of BC layer watched twice a year and reported to the Ministry till its life eyele. In conformity to this Ministry’s circular No.RW/NHIII/Coord/32/84 dated 19. 84, no work beyond the scope of the sanctioned estimate leading either to increase in the scope of the work or change in specifications should be undertaken without obtaining prior written approval of the Ministry. Neither the work nor any item of work shall be spilt into small parts for awarding the work to: more than one Contractor, except that specialized items such as road marking and signage could be executed separately. In case any splitting is essential, over and above as mentioned above, due to the specific prevailing conditions, it should be done only after prior approval of this Ministry. In this regard instructions issued in the Ministry’s letter No. NHIII/P/75/78 dated 4.8.84 refers. The work shall be executed as per Ministry’s “Specifications for Road and Bridge Works (Fourth Revision-2001)” and instructions issued by this Ministry from time to time. Various measures will be taken to ensure quality of works in accordance with the “Hand Book of Quality Control for construction of Roads & Runways (Second Revision) ~ IRC: SP:11-1988" and the instructions contained in Ministry's letter ‘No.NHILI/P/1/83 dated 19.4.84. Permanent record of the tests carried out shall be maintained. ‘The grade of bitumen to be used for the work shall be as per guidelines/ instructions issued vide Ministry's circuiars No RW/NH-33044/3/98-(S&R) dated 04.11.99 and RW/NH-35074/7/2001-S&R( R ) dated 3.4.2001. During execution of the work, traffic management shall be done in accordance with the guidelines contained in Ministry’s Letter No.RW/NH-11060/1/1998-D.0.1 dated 7.10.87.and IRC: SP:55-2001 “Guidelines on Safety in Construction Zone”. ‘The display boards giving details of the project shall be provided as per guidelines issued vide Ministry’s Letter No.R W/NH-33044/10/2000-S&R (R) dated 12.8.2002. Central Government machinery if available in the area shall be used for the work as spelt out in this Ministry’s Letter No.RW-14(1)/83-RMP dated 7.6.88.
