AGENDA ITEMS- April 22, 2015

Finance & Personnel Committee- Mr. Roth


Item 1:

Approves the monthly investments, holding steady at the rate of 0.31%


withACNB.

Item 2:

Authorizes the PNC and Bond Counsel to proceed with the


development of an ordinance and related tasks in accordance with
bond refinancing, as discussed at Finance Committee. This involves the
refinancing of the series 2010 water, sewer and general fund bonds to
save approximately $940,000. No new monies will be issued under this
refinance.

Item 3:

Clarifies the definitions relating to Fire Commissioner/Fire Chief


contained within the Civil Service Regulations in the Borough Code.

Item 4:

Amends the current ordinance to repeal the Amusement Tax portion of


this ordinance, leaving the per capita tax in place.

Item 5:

Approves agreement for sublease of cell tower by Verizon Wireless to


American Tower under their existing agreement with the Borough, on
our property along Railroad Street.

Item 6:

Approves a new market stall lease for sale of baskets.

Item 7:

Approves the agreement for monitoring of private wells in the area of


the old landfill, as required by DEP.

Item 8:

Grants two (2) sewer billing credits for a leaks that did not enter the
sewer system and have since been repaired.

Water & Sewer Committee- Mr. Reichart


Item 1:

Allows Judy Chamberlain to hold her Summer Solstice Yoga class at


Long Arm Dam as she has done in the past with no problems.

Items 2&3: Approves entering into agreements with Russell Williams and Hanover
Shoe Farms for right-of-way/easement agreements for the 36" water
line at a cost of $1.00.
Item4:

Approves a wedding ceremony at Long Arm Dam on June 13, 2015; a


map will be submitted outlining the proposed area, and this will need
to be approved by staff.

Public Service Committee - Mr. Eline


Item 1:

Approves the request of the Hanover Chamber of Commerce to hold


the annual Dutch Festival on July 25th; the request for the Biergarten was
rescinded for this year.

Item 2:

Approves the request of the VNA for their 5K Hospice Remembrance


Race and use of Moul Field Saturday, September 12th; this was on our
anticipated schedule of events from prior years.

Item 3:

Approves the request of Life in Balance Yoga to utilize the Myers


Arboretum on Saturday mornings for her yoga class as in past years.

Item4:

The YWCA requests a dumpster for use this Saturday at their Kids Day
event at Moul Field; we will' charge for same. Also they ask to rope off
the parking lot. Approval to hang their banner on the fence (with no
stakes) beginning today has been approved.

New Business: Approval of two (2) members to serve on the Recreation Board to fill
recent vacancies for remaining terms.

General Items:

Columbia Gas hopes to have York Street completed in the next two (2) weeks,
weather permitting.

continues with the main brick building and the red metal building.

We need to have Council representation for the Inside Hanover event on


Saturday, May 2nd from 10:00 AM to 2:00PM.

Filter Plant improvements are on schedule; the Video Progress Report will be
presented at Council meeting to show same.

The Recreation Program is gearing up for the 2015 season.

Fire Chiefs Report For March 2015

1- The Fire Department attended eleven meeting for the Department during March
2- The Hanover and Penn Township Career Firefighters and Volunteer Sharon Moore held
a static display at the Hanover Builder's Show.

3- Captain Spickler conducted a Fire Drill at Hanover Hall

The average daily flow for the month of March was 6.079 MGD. The maximum daily flow
of 11.811 MGD occurred on March14. The total rainfall for the month of March was 3.7
inches.

The Discharge Monitoring Report for the month of March 2015 was filed with DEP showing
no permit exceedances.

Sludge hauling continues as weather permits. Sludge removed from the treatment plant
during the month of March totaled 121.89 wet tons. The yearly total hauled through March is
533 wet tons. The sludge storage pad currently contains approximately 700 wet tons.

There were 105,486 gallons of bulk water hauled during March 2015. The total hauled during
2015 is 203,192 gallons

FILTER PLANT REPORT


Apr 22, 2015

LBS Dam Full partially drawn down for testing by engineers on


spillway. Total capacity of both dams is at 92.89/'o with 5 yr avg.
at 94.85%.

Weekly total water pumped from the Filter Plant for the past
week was 8.62/'o below the 5 yr average.

Filter Plant upgrade Phase 1 continues with no major problems


with normal water service to system.

Overfeed of soda ash on April 5th causing some cloudy water sent
into the system. DEP notified but no violations. Problem
corrected during the early morning hours immediately after it
was discovered.

Routine exercising of Slagle Run pumps to assure proper


operation if needed.

We additionally terminated water service to 21 more locations for Conewago
Twp. for delinquent sewer bill accounts.
Reading 5,054 water meters in Zone 1. Also went out on 89 locations for final
readings and checked on 64 abnormal readings.

Director's Report March 2015
The Guthrie Memorial Library- Hanover's Public Library is a welcoming environment representing
education, recreation, and progress, forming a cultural connection that joins people through text,
technology, and meeting spaces.

National Library Week: April12- 18!


Wanted: Adult Volunteers

Willing to work in the Adult, Teen or Children's Rooms? Able to commit to a couple of hours
one or more days a week? The library is looking for qualified people to work the deskanswering phones, checking items in and out, printing for the public computers, etc
Applications available at the Adult Desk.
Yes, we are still looking for more volunteers! We have awesome volunteers but are in need
for more!

Fair Share
On April 13, GML kicked off a one year fund raising and awareness campaign, funded by
State Librarian, in which we asked Adams County residents to make a donation of $20 to
help offset the cost of library services in the absence of Adams County Government support.
Please see attached flier which is being given to Adams County residents at the time of the
donation request.
We have had a positive response by most so far. It is far too early to provide any significant
results. We look forward to updating you on this process monthly.

Children's Department:
Right on the Money Mini-Camp, ages 5-7. Like money? Then this four session mini-camp is for you.

Miss Kelly will use storybooks and activities to help kids, ages 5-7, get money smart! Learn how to earn,
spend, borrow, and save; it all makes great cents! May 6, 13, 20 & 27, 4-5 pm. Limit 15 children.
Registration required.

Parent Child Workshop: sponsored by Sweet Charities of Hanover. This five-week program is for
parents with children 1-3 years of age. The Program Room is full of toy stations for children to play and
learn with their parents. Registration is required at the Children's Desk.
Crazy S's Math Club, a fun hands-on math program, will be held on Wednesday afternoons March 4April22.

Chef Cindy's Cooking with Kids is an interactive, hands-on program that is both entertaining and
educational. Children prepare age-appropriate, kid-friendly recipes and learn about kitchen and food
safety. Registration is required and there is a fee.

Earth Day Art Sculpture: Fun with recycled objects and creativity, is coming! On Friday, Aprillih from 24 pm in the Children's Library come and see all the creative objects on display!

One Book, Every Young Child Story time: Join Miss Kelly as she reads the Pennsylvania One Book,
Every Young Child selection for 2015 "Number One Sam" by Greg Pizzoli.
Children's Department continues offering 7 story times a week, not including reading therapy dogs
sessions, and they are very well attended.

Teen Department:
The teen department is starting a Chess Club. The Friends ofthe library purchased the teen department
a chess table and the club will begin meeting weekly on Tuesday evenings from 5-7 pm in the Teen
Study Room beginning May 12.
Since the first Video Game Tournament was such a success, teen department will be hosting another
tournament on May th and a Video Gaming Club will meet regularly on Thursday evenings at 5-7 pm
beginning on May 14th.

Adult Department:
Thursday, May 14, 2015 10:00 AM -12:00 PM
The York County Library Systems very own Tech Guru, will be available to help patrons who are puzzled
by their electronic gadgets such as eReaders, tablets, smart phones, and computers. All they need to do
is bring the gadget along to the library.

Dollar-A-Day Boys: Bill Jamerson will do a musical tribute to the Civilian Conservation Corp. The CCC was
a federal government program that paid $1 a day during the Great Depression when jobs were scarce.
This tells the story of the boys who became men during their time with the CCC. Monday, May 18,@6:30

Plans are underway for Summer Solstice to be held on June 19th from 7-11 on the Roof! Please see

Arty-Gras! @Guthrie Memorial Library has been cancelled.
Friends of the library
The Friends book sale is planned for April 24- 25. They have received an overwhelming amount of
donations thus far and look forward to a successful sale. Proceeds will be used to help supplement
summer reading programs.
Building and Grounds
LSC visited GML on April 8 and conducted a thorough investigative study. They will send their results
to Bill Schell with recommendations on options to correct library leaking.
Brown's Glass will be fixing the window wells in the front lobby and back stairwell
YCLS
Summer Reading Club- York County Library System is providing GML with booklets, marketing,
advertising, prizes and some programing for teen and children's Summer Reading Clubs.
Digital Hoopla is a digital platform that allows library cardholders free access to thousands of new digital
items. York County Libraries launched this exciting product to our cardholders during National Library
week (April 12th -18th). This is going well. The only complaint we get is why we can't get more of this!!
