4. How to Calculate the Correct Utilization
1) CE Concept : CE is used to measure the channel demodulation capability of the NodeBs.
On the RNC side, it is referred to as the NodeB credit. On the NodeB side, it is referred to as
the Channel Element (CE).
The consumed NodeB resource of one equivalent 12.2 kbit/s AMR voice service, including
3.4 kbit/s signaling on the Dedicated Control Channel (DCCH), is defined as one CE. If there
is only 3.4 kbit/s signaling on the DCCH, one CE is consumed. There are two kinds of CE.
One is uplink CE supporting uplink services, and the other is downlink CE supporting
downlink services. Therefore, one 12.2 kbit/s AMR voice service consumes one uplink CE and
one downlink CE.
CE is a shared resource among NodeB local cells using the same resource group.
2 ) Huawei LMT Commands : To query CE related resources from M2000, one has to
connect to NodeB since CE resources are local to each NodeB.
2.1) DSP BBPTC Command : To query physically installed WBBP boards on NodeB.
Depending on the model of the board, the supported UL and DL CE resources changes. For
Vodacom network WBBP4 board, which supports 384 UL and 384 DL CE resources, used.

2.2 ) DSP LICENSE : To display the current software license used on NodeB. Note that, the
supported CEs for UL and DL are limited with the license.

2.3 ) LST LOCELL : To query local cells defined on NodeB. Each cell is assigned an UL
Resource Group and a DL Resource Group.

In the example above, two resource groups for UL and two resource groups for DL are
seen (totally four resource groups), namely Group 0 and Group 1 respectively.
2.4 ) LST ULGROUP / LST DLGROUP : These commands are used to query the NodeB level
defined logical UL and DL resource groups.

From the output above, it is seen that UL Resource Group 0 has two WBBP boards
assigned while UL resource group 1 has only one WBBP boards assigned (refer section 2.1
to see the physically installed boards)
The logical resource group assignment for DL is the same as with UL.
3 ) Related Counters on M2000 : From M2000's performance query module, counters
mentioned below can be used to query the CE usage per NodeB local cell.

4 ) How to Calculate the Correct Utilization : Since CE is a NodeB logical Resource Group
shared resource, all the calculations should be done based on NodeB logical Resource Group
based even the counters on M2000 are given NodeB local cell based.
Referring to section 2.3, we can see that cells 10171, 10172, 10173, 10176,10177 and
10178 (F1 and F2 cells) belong to UL Resource Group 0 while cells 10174, 10175 and
10179 (F3 cells) belong to UL Resource Group 1.
The counters we queried include the maximum usage per local cell in 15-minute window
interval. The best way to get the usage per local resource group is to add maximum CE usage
values of each cell belonging to the same UL or DL resource group to get maximum usage of
each resource group.

The drawback of this method is that, since the time window is 15-minute, the maximum
usage of one cell may not match exactly the same time with the maximum usage of another
cell. By adding the values we assume that all maximum usages occur at the same time. So, the
value calculated with above method gives a pessimistic picture. But since there is no NodeB
Resource Group based calculation, this way gives the most accurate result we can have.
Below is the calculated Max usage values for UL Group 0 for 1-week period in 15-min
intervals.

To get the values for UL Group 0 from the performance query result file, all the
VS.ULCE.MAX.Shared values belonging to local UL resource group 0 should be summed up
(given in yellow in below picture)

The 5-min measurement counters may be activated from M2000 to make calculation more
accurate.
