Candidate of J.C.£.C.E. -2015 have to apply “ONLINE” only. There is no printed Application form 2. Online submission of Application form may be made by accessing “J.C.E.C.E. - 2015" link on the home page of the Board's website http//iceceb jharkhand.gov.in. The name of the candidate and his/her parent's name in the Application form must exactly be the same as registered in class |.Sc./10+2/equivalent qualifying Examination. No prefix/ttle such as Mr/Shri/Fr/Dr/Mrs/SmvCol etc should be used. 7. The fee may be paid either by credit/debit card or through e-challan generated during the online filing of the Application form. In case of e-challan, the payment should be made in all the branches of Bank of india in cash Application fee once paid will not be refunded (full or partial) under any circumstances. 8. No options can be changed at a later stage after submission of an application. 9. The J.C.E.C.E. - 2015 application has been made completely ONLINE i.e. the candidates have to fill the particulars online and also upload their Photograph, Signature and Left Hand's Thumb Impression. ‘Due to above, the candidates are advised not to send hard copy of the application i.e. confirmation page to J.C.E.C.E. Board. However, the candidates are advised to retain hard copy of application i.e. confirmation page for future reference, counselling purpose or correspondence, if any. 10. The Jharkhand Combined Entrance Competitive Examination - 2015 will be conducted in one stage. 11. The offer of admission shall be subject to verification of Original certificates/documents, identity at the time of counselling. if any candidate is found ineligible at a later date even after examination, his/her candidature will be cancelled. 12. The candidates are advised to retain the same mobile number and email-id in use which they have furnished in the Application form because the important information may be given to the candidate(s) through SMS or e-mail. The candidates are advised to have their own personal email id. 13. Candidates must follow the instructions strictly as given in the Information Bulletin and on website. INTRODUCTION In compliance with the J.C.E.C.E. Board Act & requisition received from the concerned Departments of Govt. of Jharkhand, the Jharkhand Combined Entrance Competitive Examination Board would be conducting the Jharkhand Combined Entrance Competitive Examination - 2015, for the academic session 2015-16. This entrance test is being conducted for the admission in first year degree level professional courses like Engineering, M.B.B.S., B.D.S., B.Sc. Agriculture, B.Sc. Forestry, B.H.M.S. & other same type of courses within the Jharkhand State or outside of the State Universities/Colleges/institutions where there is need of recommendation to state, recommendation will be based on Merit-cum-Choice basis prepared by J.C.£.C.E. - 2015 Mert List. 2. DEFINITIONS a. ‘Professional Courses” means Engineering, M.B.B.S., B.D.S., B.Sc. Agriculture, B.Sc, Forestry, B.H.M.S. etc or any other courses of similar type which is of Degree Level. b. “Examination” means Jharkhand Combined Entrance Competitive Examination conducted by JCECE Board. ¢. “Board” means Jharkhand Combined Entrance Competitive Examination Board i.e. J.C.E.C.E. Board d, “Government” means Government of Jharkhand. e. “Controller of Examination” means Controller of Examination, J.C.E.C.E. Board, appointed by Gout. of Jharkhand. f. “Jharkhand” means Jharkhand State after reorganization as defined in section-3 of Bihar Re- organization Act - 2000. 9. “Qualifying Examination” means that examination on the basis of which a candidate is eligible to appear in Jharkhand Combined Entrance Competitive Examination. 3. GENERAL INSTRUCTIONS (a) Jharkhand Combined Entrance Competitive Examination will be governed by the rules and regulations specified by the Jharkhand Combined Entrance Competitive Examination Board, Ranchi, All India Council of Technical Education, New Delhi, Dental Council of India, New Delhi, Medical Council of India, New Delhi, etc. (b) Appearance in J.C.E.C.E. - 2015 does not confer any right to the candidate for admission in Degree Courses. The selection and admission to B. Tech / M.B.B.S. / B.D.S. / B.Sc. Agriculture / B.Sc. Forestry / B.H.M.S. seats in any Institution is subject to futfiling the admission criteria, eligibility, medical fitness and such other criteria as may be prescribed by the Government, respective Universities, respective council and Technical Institutions, (©) Applications of candidates submitting false and fabricated information will not be considered. (d) Incomplete application or applications not in accordance with instructions will not be considered and are liable to be rejected. The examination fee deposited will not be refunded in such cases. (e) Fee once paid will neither be carried forward to a future Examination nor could be refunded under any circumstances. Online applications and/or their confirmation of submission received after the due date will not be entertained and exam fee will not be refunded in such cases. Applications once submitted cannot be withdrawn. (f) Instructions in the Information Bulletin are liable to change based on decisions taken by the Board from time to time. There is no equity or any rights that are/or deemed to be arising in favour of candidates. (g) Board reserves the right to withdraw permission, if any, granted inadvertently to any candidate who is not eligible to appear in the J.C.E.C.E. - 2015 even though the Roll Number and Admit Card have been issued by the Board. (h) Candidate's eligibility is purely provisional and is subject to fulfilment of eligibility criteria as prescribed by the Board. Group - A candidate who has passed I.Sc / 10+2 or equivalent examination with subjects Physics, Chemistry and Biology/Bio-technology or appearing in the current session and is interested in appearing in the Competitive Examination with Physics, Chemistry and Biology/Bio-technology, then he/she will be called PCB Group and He/She will have to give answer the question of Physics, Chemistry and Biology/Bio-technology subjects in the examination 4.3. P.C.M.B. Group - A candidate who has passed I.Sc / 10+2 or equivalent examination with subjects Physics, Chemistry and Biology/Bio-technology as well as keeping Mathematics as ‘an extra subject or appearing in the current session and is interested in appearing in the ‘Competitive Examination with Physics, Chemistry, Biology/Bio-technology and Mathematics, then he/she will be called PCMB Group and He/She will have to give answer the question of Physics, Chemistry, Mathematics and Biology/Bio-technology subjects in the examination Different courses as per subject groups are given in the table below: Courses 7 B. DATE & TIMING OF ENTRANCE TEST Jharkhand Combined Entrance Competitive Examination (J.C.E.C.E.) - 2015 will be conducted on Thursday the 14/05/2015. SYLLABUS FOR THE TEST: The Question Papers for the Examination shall be based on 2 common syllabus notified by the CBSE. Please see board's website for syllabus. 8. CENTRES FOR ENTRANCE TEST (List of district headquarters town where the J.C.E.C.E. - 2015 (PCM Group) will be conducted are Ranchi, Jamshedpur, Dumka, Dhanbad, Hazaribagh and Bokaro. J.C.E.C.E. - 2015 (PCB & PCMB Group) will be conducted only at Ranchi (i) The Candidate should select Two Convenient town for the entrance Test. i) Though every effort will be made to allot a centre in one of the towns selected by the candidate, yet the Board reserves its discretion to allot a centre other than the candidate's choice. (iv) Allotment of centre is made by Computer and there is no human intervention. 9. Use of Calculator and communication Aids Use of electronic devices like mobile phone, calculator etc. is NOT PERMITTED in Examination Materials like log table, book, notebook, etc. should NOT be brought into the examination hall 10. ELIGIBILITY 10.1. Residential Criteria The applicant must be a citizen of India and Permanent or Local resident of Jharkhand as per criteria laid down in the notification Memo No. S/vividh -09/2001(Domicile) Ka. 2691/Ranchi dated 29/4/02 of “Personnel, Administrative Reforms and Rajbhasa Department", Govt. of Jharkhand A candidate will have to submit/show Permanent or Local Resident certificate in proper format in ORIGINAL at the time of counselling, issued by competent authority [Sub Divisional Officer - (Civil) or Dy. Commissioner of Jharkhand State]. The Residential certificate issued by any other authority will not be considered and his/her claim will be refused. 10.2 Educational Criteria Engineering - The candidate must have passed |.Sc. / 10+2 or equivalent examination with Physics and Mathematics as compulsory subjects along with Chemistry subject AND has obtained at least 45% marks (40% in case of candidate belonging to reserved category) in the above subjects taken together. ¢ =MB.BS. / B.D.S. - The candidate must have passed I.Sc. / 10+2 or equivalent examination with the subjects of Physics, Chemistry, Biology/Bio-technology and English individually and must have obtained a minimum of 50% marks taken together in Physics, Chemistry and Biology/ Biotechnology at the qualifying examination. In respect of candidates belonging to reserve category, the marks obtained in Physics, Chemistry and Biology/Bio-technology taken together in qualifying examination be 40% instead of 50% for General Candidates. © B.Sc. Agriculture & B.Sc. Forestry - The candidate must have passed I.Sc. / 10+2 or equivalent examination with Physics, Chemistry along with Mathematics or Biology/Bio-technology. * B.HMS. - The candidate must have passed I.Sc. / 10+2 or equivalent examination with Physics, Chemistry along with Biology/Bio-technology. 10.3. Age Limit Criteria * B.Tech. -No age bar * MB.BS./B.D.S. - completed age of 17 years at the time of admission or will complete the age on or before 31st December of the year of his/her admission. * B.Sc. Agriculture & B.Sc. Forestry - minimum 17 years and maximum 22 years as on 1* July 2015. (3 years age relaxation for SC/ST candidate in upper age limit) * BHMS-No age bar 104 Physical Criteria: courses will be done by the Board and/or Institution and after check-up, only fit candidate will be Medical Checkup of candidates recommended for admission in all treated as eligible for admission. 11. Reservation 11.1. Reservation on Caste Basis Up-to-date prevailing reservation policy of Govt. of Jharkhand will be followed in all courses of Govt. and Non-Govt. Institutes. But, candidates claiming against reserved seat will have to. submit/show Caste certificate in proper format in ORIGINAL at the time of counselling, issued by competent authority [Sub Divisional Officer - (Civil) or Dy. Commissioner of Jharkhand State]. The caste certificate issued by any other authority will not be considered for claim of reservation and his/her claim for reservation will be refused and will be deemed to as General category. Format of Caste Certificate is available on Act & Circular column on the Board's website. As per Memo no. 10007 dated 29.08.2013 of Deptt. Of Administrative, Personnel Reforms and Rajbhasha, GoJ, candidates belonging to BC - | & BC - Il, have to submit/show the Caste certificate which inc\ fe Iso at the time of ‘counselling, 11.2 Service Man Quota (SMQ) (only in Govt. Engineering Institutes) This facility will be given to only notify Army Personnel as per the guidelines in “A guide to Resettlement of Ex-Servicemen 1984", Ministry of Defence and Directorate General Resettlement. Following will be the priority sequence for preparation of Merit List under Service Man Quota:- Widowiwards of Defence Personnel killed in action b. Wards of Serving Personnel and Ex-Servicemen disabled in action, ¢. Widow/wards of Defence Personnel who died in peace time with death attributable to Military Service. d. Wards of Defence Personnel disabled in peace time with disability attributable to Military Service. e. Wards of Ex-Servicemen and serving defence personnel who are in receipt of Gallantry Awards. {. Wards of Ex-Servicemen. 9. Wards of Serving defence Personnel. 11.3 Reservation for physically disabled candidates Seats are reserved for physically disabled candidates in the Govt. Degree Engineering Institute ONLY. Physically disabled means such candidates who is deaf or dumb or physically handicap or all of them be together and whose lower part of body as well es upper part or both together be at least 40% partially incapable. Physically disabled candidates will have to submit full size photograph as well as CERTIFICATE OF DISABILITY issued by the Chief Orthopedics Doctor of the District Hospital / Civil Surgeon of the Jharkhand State at the time of counselling 11.3 Tuition Fee Waiver Scheme (ONLY in Engineering Institutes) There is a provision of Tuition Fee Waiver on 5% seats in every approved Institute as per the provisions of All India Council for Technical Education, New Delhi, The seats will be allotted to those candidates whose Family Total Annual Income from all sources is less than & 4.50 lac under this provision. For this, he will have to essentially submit an INCOME CERTIFICATE issued by Sub Divisional Officer - (Civil) or Dy. Commissioner of Jharkhand State at the time of counselling. All seats will be unreserved under this scheme or there is no relation with reservation for such seats and seats will be allotted on the basis of Merit-Cum- Choice. 12, COUNSELLING AND ADMISSION PROCEDURE A Combined Merit List of the appeared candidates shall be prepared subject group-wise on the basis of the marks obtained in the Jharkhand Combined Entrance Competitive Examination - 2015 as mentioned under clause 16 of this Information Bulletin and candidates shall be recommended for admission to Degree courses seats under the control of J.C.E.C.E. Board, Ranchi from the said list only by following Reservation Policies and other admission criteria prescribed by Government. Every Institute will be considered as a unit for applying reservation. The verification of certificates/documients would be done at the time of counselling/admission. On failing to produce any of the authentic and required certificates/documents, the candidates will not be considered for allotting the seat and/or admission. 13. MODE OF SUBMISSION OF APPLICATION FORM AND FEE DETAILS A candidate can apply for the Jharkhand Combined Entrance Competitive Examination - 2015 (JCECE-2015) only ON-LINE by logging on to hitp://iceceb jharkhand.gow in. Before submission of Application form, make the following preparations: * Candidate should have scanned images of his latest photograph, signature and Left Hand's Thumb Impression in JPG format only, for uploading as part of submission of online application. * Decide the mode of payment of fee, © Through Debit/Credit Card using on-line gateway payment facility, or © Depositing in J.C.E.C.E. Board's Bank Account with Bank of India directly by downloading the Challan Form generated in the process of filling the Application form. {a) If decided to pay fee through Debit/Credit Card, check the validity of the Card and keep it ready with you while logging on to website for submitting Application form. (b) If decided to pay fee off-line mode, download the E-Challan from website hhttp:/iceceb.jharkhand.gov.in after completing Part -| i.e. Candidate Registration Information. (c) After Depositing Fee in the Bank, wait for another 2 hr for reconcile of fee. After 2 hr, logged to website for completing all the steps of the Application form. INSTRUCTIONS TO BE FOLLOWED IN THE EXAMINATION HALL. 16.1 General: (i) The Examination Hall will be opened 30 minutes before the commencement of the Examination. Candidates are expected to take their seats immediately after the opening of the Examination Hall. If the candidates do not report in time, they are likely to miss some of the general instructions to be announced in the Examination Hall (ii) The candidate must show, on demand, the Admit Card for entrance in the Examination Hall. A candidate who does not possess the valid Admit Card shall not be allowed to enter in the Examination Hall under any circumstances by the Centre Superintendent. (iii) During the examination time, the invigilator will check Admit Card of the candidate to satisfy himself/herself about the identity of each candidate. (iv) A seat with a roll number will be allotted to each candidate. Candidates must find out and ‘occupy their allotted seats. If a candidate is found appearing in the Examination from a seat or room other than the one allotted to him/her, his/her candidature shall be cancelled (v) A candidate who comes after 15 minutes of commencement of the examination shall not be permitted to appear in the examination. Candidates are not allowed to carry any textual material, printed or written, bits of papers, envelope or any other material except the Admit Card inside the Examination Hall (vii) Calculators, Slide Rules, Log Tables, Geometry Box, Electronic Digital Watches with facilities of calculators, cellular phones, pagers or any other electronic gadgets are not allowed inside the Examination Hall. Candidates are advised in their own interest not to bring any of the banned items including Mobile Phone to the venue of the examination as arrangement for safe keeping cannot be assured. (viii) No candidate will leave his/her seat or the Examination Room/Hall until the Examination concludes as per schedule. Candidates should not leave the Room/Hall without handing over their OMR Answer Sheets & Question booklets to the invigilator on duty. In case of emergency or on medical ground, candidates may take special permission of the Centre Superintendent ‘and Magistrate on duty and the same should be reported to the Board in writing by the Centre Superintendent and the Magistrate. (xi) A bell signal will be given at the beginning of the examination and at half-time. A bell signal will also be given before the closing time when the candidate must stop marking the responses. (xii) The candidate must sign on the Attendance Sheet at the appropriate place. The candidates are also required to put their left hand thumb impression in the space provided on the Attendance Sheet. (xiii) During conduct of Examination there would be digital photography. The candidates are required to keep their head in upright position showing ADMIT CARD below his/her face and face the camera during the photography so that their identity could be clearly established. (xiv) For those who are unable to appear on the scheduled date of Examination for any reason, re- examination shall not be held by the Board under any circumstances. 16.2 UNFAIR MEANS PRACTICE & BREACHES OF EXAMINATION RULES: 1. Unfairmean practice is an activity that allows a candidate to gain an unfair advantage over other Candidates. It includes, but not limited to: a. Having in possession papers, books, notes, electronic devices or any other material or information relevant to the examination in the paper concerned; b. Paying someone to write examination (impersonation) or prepare material; Breaching examination rules; Assisting another candidate to engage in malpractice; -giving or receiving assistance directly or indirectly of any kind or attempting to do so; €. Writing questions or answers on any material other than the OMR Answer Sheet given by the Centre Superintendent and/or invigilator for writing answers; {Tearing of Answer Sheet, any page of the Question Booklet, etc.; g. Contacting or communicating or trying to do so with any person, other than the Examination Staff, during the examination time in the examin n centre; h. Taking away the OMR Answer Sheet out of the examination hall/toom; i. Smuggling out Question Paper or its part or smuggling out OMR Answer Sheet or part thereof; j. Threatening any of the officials connected with the conduct of the examination or threatening any of the candidates; k. Using or attempting to use any other undesirable method or means in connection with the examination. |. Manipulation & fabrication in online documents viz. admit card, rank letter, etc. m, Forceful entry in Examination Hall with mala fide intentions. 1. Affixing of fabricated photograph on the Application form 2. PUNISHMENT FOR USING UNFAIRMEANS PRACTICE During the course of examination, before or later on, if a candidate is found indulged in any of the above or similar practices, shall be deemed to have used unfair practices at examination and marked as UNFAIRMEANS (U.F.M.). Such candidates would be debarred from appearing in all the examination's being conducted by the J.C.E.C.E. Board for the next three (3) years and shall also be liable for criminal action and /or any other action as deem fit by the Board. 3. Candidates should ensure before leaving the Examination Hall that they have handed over the OMR Answer Sheet & Question Booklet to the invigilators on duty. In case the candidate does not hand over the OMR Answer Sheet & Question Booklet and takes away the same with him/ her, this shall amount to use of unfair means practices and accordingly his/her case shall be dealt with. 4. The candidate will check and ensure that the Question Booklet contain as many number of pages as are written on the top of the cover page. 16.3 _ INFORMATION FOR PARENT/GUARDIANS 1, Parents/Guardians are advised to ensure that their ward should not indulge in unfair means a jes/malpractices which breach the examination rules. If any candidate is found to be indulged in any such activity he/she shall be debarred from taking this examination as mentioned in para 16.2.2 2. It is mandatory for the candidate to bring his/her postcard size (4°X6") photograph during the counselling. Photograph should have white background only. On the reverse side of the photograph, candidate must mention his/her name, Application form number, roll number of Examination 16.4 Scoring and Marking a. Each question carries 1 mark. For each correct response the candidate will get 1 mark. For ‘each incorrect response, % marks will be deducted from the total score. No deduction from the total score will, however, be made if no response is indicated for a question in the answer sheet. The candidates are advised not to attempt such question in answer sheet, if they are not sure of the correct response. More than one answer indicated a question will be deemed as incorrect response and will be negatively marked. b. For the purpose of evaluation, the Question Booklet code as printed in the OMR Answer Sheet on side-2 will be accepted as final. 16.5 Rough Work The candidate will not do any rough work or writing work on the Answer Sheet. All rough work is to be done in the Question Booklet itself. 17. MERIT LIST 1. The Board will prepare the Combined Merit List as well as Category-Wise Merit List of the appeared candidates in J.C.E.C.E. -2015. A\list of the appeared candidates in order of merit based on the score obtained in the examination will be prepared by the Board and used for the purpose of allotment of seats, 2. The inter-se-merit of candidates for tie-breaking: * In case of two or more than two candidates obtaining equal marks in the JCECE- 2015, the inter-se-merit of such candidates shall be determined in order of preference as follows: 1. DECLARATION OF RESULT The Board will conduct the J.C.E.C.E. - 2015 Examination, evaluate the Answer Sheets and likely to dectare the result by the Last week of May, 2015 and the same will be hosted on website http://jceceb jharkhand.gov in. There will be Combined Merit List along with Category-wise Merit List for all the candidates participating in the said examination. As soon as the result is ready, the Board will host the results on the website and thereafter candidates may download the Result All Candidates appearing in J.C.E.C.E.-2015 Examination must remain in touch with the website of the Board, till conclusion of final round of Counselling. 18.1 RULES FOR RE-CHECKING/RE-EVALUATION OF ANSWER SHEETS The machine - gradable Answer Sheets are evaluated with extreme care and are repeatedly scrutinized. There is no provision for re-checking/re-evaluation of the answer sheets. No correspondence in this regard will be entertained. 18.2 LEGAL JURISDICTION All disputes pertaining to the conduct of examination and allotment of seats shall fall within the jurisdiction of Ranchi only. The Controller of Examination of the Board is the legal person, in whose name the Board may sue or may be sued. 19. PERSEVERANCE OF OMR ANSWER SHEETS/BOOKLETS As per the J.C.E.C.E.B. Act, the answer booklets of the Examination are preserved for one year from the declaration of the Result 20. INSTRUCTIONS FOR COUNSELLING: 20.1 Counselling: Computerized Distributed Parallel Counselling would be conducted by the Board.
