SUBJECT

Upgrades on Flood Control and Road Drainage Standards

In line with the Department's continuing effort to upgrade the design standards for
adaptation to climate change to minimize flooding, all concerned offices shall adopt the
following guidelines in the design of flood control and road drainage facilities/structures:
1. The minimum flood return periods to be used for the design of flood control
androad drainage facilities shall be as follows:
a.

Drainage pipes

b. Culverts
i. Box

Esteros/creeks

d. Rivers

is-year flood with sufficient freeboard to contain

the 2S-year flood

2S-year flood with sufficient freeboard to contain

the 50-year flood
is-year flood with sufficient freeboard to contain
the 2S-year flood
is-year flood with sufficient freeboard to contain
the 2S-year flood
For principal and major rivers:
(40 sq. km drainage area and above)
50-year flood with sufficient freeboard to contain
the 100-year flood
For small rivers:
(below 40 sq. km drainage area)
2S-year flood with sufficient freeboard to contain
the 50-year flood

2. The minimum spacing of drainage manholes/inlets

shall be 20 meters.

3. The minimum size of drainage pipes shall be 910 millimeters in diameter.

4. The provision of underground
detention tanks as part of storm water
management system, particularly in flood prone urban areas to temporarily
store flood water shall be a consideration in the design of the drainage system.
The Bureau of Design shall integrate the above-mentioned
updating of the DPWH Design Guidelines, Criteria and Standards.
