    The City is investigating the entire history of development entitlements and

    permitting for the H. G. Fenton Project at Florida and El Cajon. The Development
    Services Department is gathering the Historic Site Review files and the plan review
    information held in record with the City. The City is also exploring whether any
    permit or review process was conducted in error. Staff will conduct a thorough
    assessment about how its communication regarding legal requirements and internal
    policies and process can be better shared with developers and other interested
    parties in the future. The City will share the result of its investigation once
    completed.
