The meeting started at 3:10 in the afternoon of November 27, 2013, at Eurotel
Hotel, Baguio City. The Secretariat distributed the Comparative Assessment Form
(CAF) to the body for review.
The body is not familiar with the applicants, Ms. DIVINALYN S. PADERES, Legal
Assistant II of the Legal Division at the Regional Office and Mr. ABDON OWENS B.
CABATU, Attorney I of the DARAB at the Central Office.
In the process of review, it was noted that Mr. Cabatu had a lower score in the
computation of his psychosocial and potential rating because the Sub-CMT failed
to rate him. According to Mr. Avero can not likewise rate him because he does
not know him.
After reviewing the CAF, Mr. Avero and Ms. Miguel recommended Ms. Paderes
having garnered the highest score in the CAF, a Cordilleran and is from the
Regional Office, while OIC-PARO Casia recommended Mr. Cabatu for he knows
him and had been working with him for five years in the past. At this point, Mr.
Avero conveyed to the body a message from Atty. EMILIA SALANGA, Atty V, head
of the Legal Division in DAR-PO Abra that she wanted a Cordilleran and an
established schedule for the working days of the one to be selected with Abra.
The body then decided to wait for the minutes of the deliberation to be prepared
to decide on whom to endorse for the position.
There having no more to tackle, the body adjourned at 3:50 in the afternoon.
