ARTICLE I

FUNDAMENTAL DECLARATIONS
SECTION 1. Title This code shall be known as the Bureau of Fire Protection Firefighters
Institutional Regulations and Ethical Standards (BFP FIRES).
Section 2. Declarations of Principles and Policy
2.1. The Bureau of Fire Protection (BFP) as a dynamic and incorruptible agency, adheres to the
principles of promoting a high standard public safety and social services.
2.3. Firefighters shall at all times be accountable to the people and shall their duties with utmost
responsibility, integrity, competence and loyalty, act for patriotism and honesty, respect to human
rights and dignity, and concern to the protection of lives, properties, environment and national
heritage.
2.4. Firefighters shall at all times be committed to lead a modest and decent lives, uphold public
interest over personal interest, and be an instrument and catalyst of change, unity, solidarity,
peace, progress and goodwill.
2.5. Firefighters shall at all times bear faithful allegiance to the legitimate government, support
and uphold the constitution, respect the duly constituted authority and be loyal to the fire service.

ARTICLE II
FIREFIGHTERS CREED AND ADHERENCE TO STANDARDS
Section I. Firefighters Core Value Fire Protection is a noble profession. It demands a
continuing knowledge and skills on fire prevention, suppression, investigation, emergency and
medical rescue services. Firefighters must adhere to and internalize the sacred, universal human
values- love of God, respect for authority, selfless love and service to mankind with equality, and
shall observe the principle of transparency in all dealings and transactions were public interest is
the paramount concern.
Section III. Firefighters Basic Standards BFP Firefighters are required to adhere and observed
the basic standards as follows;
3.1. Public Perception The image of firefighters is always being watch by the public.
3.2. Career Development The key to professionalism disparity and unfairness in placement,
assignment, promotion, training, awards and retirement will adversely affect the firefighters
organization.

The Observance of Merit and Fitness system is the utmost consideration of the
organization. To attained these, fairness in the selection, recruitment, promotion, training, awards
and recognition shall be the paramount consideration in order to prevent demoralization.
3.3. Leadership To attain quality public safety and social services.
3.5. Righteousness - In consonance with the moral and positive law exemplified by The
Panunumpa ng Kawani ng Gobyerno, all firefighters must adhere and encourage, self sacrifice
in keeping with the time honored principle of uprightness in character.
3.6. BFP Lifestyle The BFP personnel is expected to live simple yet credible and dignified way
of life while on active service
3.7. Political Patronage Influence peddling and soliciting political patronage on matters
pertaining to recruitment, promotion, assignment, training and awards shall be prohibited.

PROFESSIONAL CONDUCT AND ETHICAL NORMS

Section I. Standards of BFP Professionalism All firefighters shall perform their duties with
utmost commitment, competence and integrity in the application of their knowledge and skils.
