| Anodouit TE Article IV, Section 4, First Paragraph to be amended as follows: ‘There shall be an Executive Board composed of (a) one male and one female State Committee member from each Congressional District who shall be elected to said Executive Board by the members of the State Democratic Executive Committee from that district provided, however, that ho minority member shall be elected unless he or she has been nominated by the minority caucus, (b) the State Chair, (c) the National Committee Members, (d) the five Vice-Chairs, (e) the Secretary, and (f) the Treasurer, and (g) the Chair person of each County Democratic Executive Committee (CDEC) within the State. in terms of minority representation, the Executive Board shall reflect the same percentage of minority representation as on the State Committee after the Procedures outlined in Article I! Section 1 have been affected. Any additional members of the Executive Board needed to bring the minority percentage of the Executive Board up to the required level shall be-selected by the caucus of minority members at the 1990 organizational meeting and each four years thereafter. Any vacancies in minority members of the Executive Board that occur during any quadrennium shall be filled by the minority caucus. The Executive Board shall meet on the last Friday of each calendar quarter and at other times as necessary at the call of the Chair or on the written request of any eight members thereof. Eight of its members shall constitute 2 Quorum. In the event that no Executive Board member shall have been elected by the District Committee of any Congressional District, such member shall be appointed by the Executive Board to represent said district until such election. Between meetings of the State Committee, the Executive Board shall possess all of the authorities of the State Committee except for the authority to amend rules, nominate candidates, fil vacancies on the State Committee and elect officers. -BATIONALE: To create consistency and alignment between Article IV, State Committee and Article iii Party Organization of the By-Laws to ensure a higher level of inclusion and participation within the State party at the County level. Article I, Section 2 (a) states there shall be a District Committee in each Congressional District within the State consisting of each County Chair within that District and all members of the State Committee within such District. Paragraph (b) states that certain County Chairs shall serve as members of the Executive Board of the State Democratic Executive Committee, to be elected from the District Committee's members. Because of Republican redistricting, many County Chairs will now be serving in multiple districts. As there is not currently an established District Committee in the majority of Congressional Distriets, it will be simpler, less confusing, more effective and more beneficial to the State party to include the Chair of each CDEC on the Executive Board. Further it will facilitate coordination and the achievement of Democratic goals between the State organization and the CDEC groups particularly now when County activities such as voter registration and candidate recruitment are so Important in our efforts to get more Democrats in office. This rationale Is further supported by the Party Chair's frequent public recognition of County Chairs as the backbone and workhorses of the party and thus their inclusion in the planning and implementation of the Party goals and strategies through membership on the Executive Committee is essential. How can they be expected to pull the load unless they are hooked to the cart?
