On the listed date and time I responded to the listed address to the report of a burglary. The primary complainant, Rachel Dolezal had called 911 stating her house was broken into, and she hadn't check the residence to determine if the suspect(s) were gone. Upon my arrival | met with several officers. We cleared the residence using a police K9. We determined no one was inside, Once the residence was cleared | contacted Rachel and her boyfriend Dexter Green. Dexter is the owner of the residence. | asked Rachel what happened, and she told me the following. She said she and her 7 year old son had arrived at the residence at about 1800 hours to find it in tact. She said they left at about 1830 hours. She said she remembered locking the front door and latching the front gate shut. Rachel said upon their arrival home at about 2125 hours she noted the front gate was open, as well as the front door. She said she entered the house and saw property strewn about. Rachel told me she went directly to her and Dexter's bedroom and found both of their pistol's missing from the bedside table, Rachel said at this point she left the residence and called 911 I then spoke with Dexter. He said he coming home from work when he was called by Rachel who Notified him of the burglary. Dexter works for the Department of Corrections in Airway Heights. | asked him if he had any issues with any recently released inmates, and he said no. After speaking with both Dexter and Rachel we walked through the house. They pointed out the obvious missing property (refer to property section for the description and location). | did see the empty change jar laying on the hallway floor between the bathroom and Rachel's son's room. When | originally arrived on scene the front window next to the front door was open. The screen was bent and laying on the ground. | determined this to be the entry point. | spoke with Dexter's neighbor, Grace Dyers who lives directly across the street, She said she noted the house was dark at about 2030 hours and no cars where in the driveway. She said moments later she noted the house was lit up from inside, but still no cars were in the driveway. Keller responded and processed the crime scene. He collected the empty change jar and three DVD cases that had obviously been moved by the suspect(s) to be processed for latent fingerprints. | subsequently booked those items into evidence for processing. Refer to his report for additional information about the crime scene. While | was onscene Dexter told me he had two black males who lived in the neighborhood do some yard work for him in the past. He said the last time they were there was about 10-14 days ago. | asked him if they had ever been inside his house, and he said yes. He said he suspected they might have committed this crime, but he had no articulable reason to implicate them. He pointed their house out to me which was located at 2107 E. South Crescent. He described the males as about 20 years old, medium height/build with black short curly hair. He said they told him they were brothers, but he wasn't sure if they were or not. | didn't attempt contact at the above address. | gave Dexter and Rachel several property inventory sheets and told them to complete them if they found additional property stolen. Report number 09-161507 was made on 05/19/09 by Dexter Green. An unknown person had written "NIGER’ on the street with chalk in front of his home. They had also drawn an arrow pointing to his home. Green, who is African American, believed that the suspects were actually intending to write “nigger”. There were no witnesses or suspects identified in the report. Report number 09-316257 was made on 09/17/2009. Green and Rachael Dolezal callled to report that their home had been burglarized. Officers arrived onscene and checked the home, but the suspect(s) was gone. Among the items stolen were two handguns. Fingerprints were taken and sent to the lab to be analyzed. There were no witnesses. Two African Americans who live down the street from Green and Dolezal were listed as possible suspects. Report number 09-321798 was made on 09/21/2009 by Dolezal. She reported finding a rope made into a noose on her front porch. Dolezal, who is also African American, was very concerned about her welfare, She works for the Human Rights Institute in Coeur d’ Alene, and she has been harassed by white supremacists in the past. She told the officer onscene that she had only lived with Green for six weeks, but this was the second incident at her home in that time, Green did tell officers that there may be suspects living at 2525 E Nora who were had Aryan Nations tattoos. It was unknown if they were involved with this or not. ‘On 09/23/09 | was contacted by Tony Stewart, supervisor at the Kootenai County Task Force on Human Relations. He advised that they were working on getting cameras put up on the outside of Dolezal’s home. He did not know who was responsible for the incidents, but he was very concemed about one of his employees possibly being tionals - Det: Redacted - 6/6/20 2 SE iL Wd 6 vibes -G.038targeted for their work on human rights. | did give him my phone number and told him that | would contact him if | was able to determine who was responsible for this. | responded to Green and Dolezal's home at 2426 E Nora on 09/23/09 at 1508. No one was home at the time, so | left my business card in the door. | walked around the property to ensure that everything was secure. | did walk around the neighborhood. | talked to several neighbors who live close to Dolezal and Green. None of the neighbors reported seeing anything suspicious on any of the nights that the incidents occurred. Everyone advised that this is a fairly quiet neighborhood and all were surprised that this was happening. No one was able to provide me with any possible suspects. All of the neighbors stated that they were keeping watch over Green's home now when he was not home and said they would call if they saw anyone or anything suspicious in the neighborhood. On 09/24/09 at 0838 | contacted Green by phone. Green told me that he has lived in his home for eight years, and until recently he has never had any problems. He told me that the first incident occurred on 05/19/09. He was living at the home alone at the time. He told me that he never saw who wrote on the street in front of his home, but he figured that it was some neighborhood kids who were messing around due to the poor spelling. He said that he reported this to the police, the nothing else happened until recently. Green told me that Dolezal moved in with him on 08/10/09. He knew that she was working for the Human Rights Education Institute in Coeur d’ Alene and that she had issued with white supremacists in the past. He said that he did not think that they would be able to find her in Spokane living with him. Green told me that he was on his was home from work on 09/16/09 when Dolezal called him to say that the home had been broken into. He went to the house and found that an unknown person had entered the home through a front window next to the front door of the residence. Numerous items of value were taken from the home. He was especially concemed because two handguns were stolen | asked Green if he noticed anything left behind by the suspects. He said that he did not. He said that he never suspected that this may have been done by white supremacists until after the noose showed up at the home. Green told me that he actually believed that two black juveniles who live down the street from him may have been the ones who broke into his home. He said that these juveniles “are a little slow" and they have done yard work for him in the past. They live at 2107 E. South Crescent. He told me that he did contact David Crump (06/10/61) at the home and confronted him about the possibility of his kids being involved. He also spoke with the juveniles that live there. They all denied any involvement in the burglary. He did not see any of his personal belongings at the residence. He did not have any other suspects at this time. tionals - Detective: Redacted - 6/6/20:Green told me that he walked out onto his front porch on 09/20/09 at about 1100 and immediately noticed a rope tied in a noose. He said that he told Dolezal about what he had found, and she came outside. He did not see anyone in the area and did not hear any vehicles leaving. Dolezal took photographs of the noose, then took it inside the home. | asked Green if he had any idea who would have left this on his front porch. He said that he did not. He again told me that he has not had any issues with his neighbors and he did not know why someone would do this. Green is a corrections officer at Geiger, and he said that he had not had any issues with inmates recently which would lead to anything like this. In the initial report, Green told officers that he had noticed a male in the neighborhood with “Nazi type tattoos". | asked him about this. He told me that the only tattoo he could see on the male was a spider web on his elbow. This tattoo usually signifies that the subject has spent time in prison, not that they are a member of a white pride organization. Green said that he knew this, but that this was the only person he could think of This male who Green listed as a possible suspect lives at 2525 E Nora. | did check this address through the police database and found that the male Green was describing was most likely Eric J Feldhaus (05/17/74). He has no local arrests and is not involved in any gangs. | will attempt to contact him next week. At 0926 | contacted Dolezal by phone. She was at work in Coeur d’ Alene. Dolezal told me that she has had numerous problems with people due to where she works and her race. She told me that she was approached by three skinheads at her work in April. They asked her where she was living and where her kids went to school. She then had racial flyers scattered around her neighborhood. She elected to move to Spokane to be with Green and to get away from the issues she was having in Idaho. Dolezal told me that she was not living with Green on 05/19/09 when “niger” was written on the sidewalk. She said that Green had told her about the incident and that he believed that it was neighborhood kids who were messing around. Dolezal told me about the burglary which occurred on 09/16/09. She told me that she and Green had filled out a police report with all of the items which were missing. The only items that they had serial numbers for were the guns. She told me that she would continue to try to locate numbers for the other stolen items. She said that she had not found anything left by the suspect(s) which would indicate that they were being targeted or that this was a hate crime. She originally believed that they were the victims of a random crime. Dolezal did not believe that the burglary was racially motivated until the noose was left on her front porch. Dolezal and Green have a fully fenced front yard with a gate. | asked Dolezal if she remembered if the gate was open or closed when she found the noose. She believed that it was still closed. It is most probable that the suspect(s) threw the noose onto the porch, then ran off. There were no witnesses and no one in the neighborhood witnessed anything | asked Dolezal if there was anyone that she suspected would have done this. She again mentioned the skinheads who had bothered her at work. She also mentioned the people who live at 2525 E Nora. When | asked why she believed that they may be involved, she said, “They just look at me funny”. She said that they had never said or done anything to her directly. Dolezal told me that she is extremely afraid for their safety. She told me that she is planning on putting in an alarm, but that this will take a little time. She also mentioned that her work has talked about installing cameras around her home. She did not know when this would be done. She was also worried about the safety of her seven year old son. She told me that he is currently going to school and Steven Elementary. Both Green and Dolezal told me that they are the only minorities in their immediate neighborhood. They had not heard about anyone else in. the area having to deal with any issues like this. ‘At 1005 | did contact Stevens Elementary and | spoke with Principal Michael Crabtree. ! advised him of the situation and asked that he let their staff be aware of what is going on. | told him that they should contact police immediately if anyone other than Green or Dolezal show up asking to speak or see Franklin Moore (Dolezal's child). | also told him to be vigilant about making sure that there is no one on the property who was not allowed to be there. He agreed to do this. I gave him my name and number and told him to contact me if he had any questions. | next contacted Spokane School District Resource Officer Lynette Spilker. | advised her of the recent incidents and also asked her to pay close attention to Stevens Elementary. She agreed to do this and said that she would contact me if she found anyone suspicious on the school property. ‘Spokane Police PIO Ofc DeRuwe did do a media release asking for the public's help with this case. She advised people to contact me if they had any information reference the burglary of the noose. As of this time | have not received any tips. I did speak with the Spokane Police Criminal Intelligence Unit regarding possible suspects. The detective did check his database for possible white supremacists / tionals - Detective: Redacted - 6/6/20:skinheads who live near Green and Dolezal. He has not developed any suspects as of this time. | spoke with our Crime Analysis Unit and asked about other burglaries in the area. | was advised that there was another residential burglary a couple of blocks away on 09/18/09 (Report number 09-318274). In that incident, many of the same types of items were stolen (laptop computer, camera, and monitor). There were no suspects in this incident. Crime Analysis advised that there have been a large number of vehicle prowlings and stolen vehicles in this same area recently. He told me that Green had contacted him reference concerns that his two children, David Jr. and Robert, may have possibly been involved in the burglary. | asked David if he believed that either of his sons would have done the burglary, and he said, “No.” David told me that he spoke with both boys and with his wife Redacted - 6/6/20and found that all three had been at the Spokane County Fair on the date the burglary occurred. | did speak with David's wife and confirmed that she had been at the fair. David told me that both of his boys are mentally handicapped and they function at well below their age. He told me that David Jr. functions at an eight to nine year old level, and Robert functions at an eleven to twelve year old level. He told me he had checked both of their bedrooms and looked around his house and the home where Robert was staying and he had not found anything that appeared to belong to Green. David told me he would be willing to bring both boys in to have them fingerprinted if it would help the case. He said he had spoken with both boys and he had no reason to believe either one had been involved | did speak with both David Jr. and Robert independently. Both adamantly denied that they had been at Green's house and burglarized it. Both stated that Green has paid them to do yard work for him in the past, and they hoped to Continue to do this in the future. | was invited to look around the house to see if | recognized anything that had been taken in the burglary. | was not able to locate anything. At this point, | have no reason to believe that either Robert or David Jr. were involved in the burglary at Victim Green’s home. | again checked the Spokane County Pawn Database but I was unable to locate any items that were stolen in the burglary. At this point, there have been no retums on the fingerprints submitted by Corporal Keller on the date of the burglary. On 10/07/09, at 1235 hours, | responded to 2525 East Nora in an attempt to contact two people who Green had advised may possibly be involved in the malicious harassment incidents at his home. In his initial report, Green stated that he had seen two males who lived at this home (2525 East Nora) and he believed that one of them might have Aryan tattoos. | contacted Eric Feldhaus and Steven Guevara at the residence. Guevara does have a tattoo (a star) on his left elbow, but it is not a white pride tattoo. Neither Feldhaus nor Guevara have ever been contacted reference any hate group or white pride movement. Both denied any involvement in these groups. Both denied having been involved in any of the incidents at Green and Dolezal’'s home. After speaking with both, | do not believe that either of them was involved. Neither of them have seen anything suspicious around Green's residence, and neither of them were able to Provide me with any possible suspects to any of the incident that have occurred, | again contacted a detective with the Spokane Police Criminal Intelligence Unit and the Joint Terrorism Task Force. He advised that none of his informants have been able to provide any information regarding the malicious harassment incidents that have occurred at Green and Dolezal's residence.
