INTRODUCTION

Aswithanydemocracyexpressingdiscomfortinitsbirthpangs,thePhilippines
hadstruggledontheirendeavortotakeonmorallyfraughtchallengesinthefieldofHuman
Rights,especially,onviolence.TheworstofabusessurfacedwhenPhilippinedemocracywas
stillveryyoungandtheseinjusticeshappenedtoaconsiderablenumberofFilipinos.

Bereftofthewidercontextneededtothoroughlyunderstandthesubjectmatter
whichmaybeabitambiguousonsomedefinitions,thegoalwastogettheconsensuson
whatviolencewas,orwasnt.Tonotaskandpursuethequestionsshelterspotentialcriminal
liabilities.Tonotact,producestimidityincircumstanceswherecourageandtheclear
assumptionofresponsibilitybestservethepublicinterest.

SotheveilwasliftedandlawsonViolenceAgainstWomenandTheirChildren,
onChildrenInConflictWithTheLaw,andthatagainstTorturewereenacted,andsubsequent
reformsweresetupfortherecognitionoftheissues,theirprevention,thelegalmeasures
victimscouldresortto,andhopefullythoughimpossible,theeliminationofallformsof
violenceandabuses.

Thelegislaturehadaddressedthechallengeandtheballisnowinthehandsof
concernedgovernmentandcivilagencies,andinallofuscitizensforthesearemattersof
paramountimportanceandviolationsofsuchwilldenyusourfundamentalmoralentitlements.
Abusesofanykindandinanyformwouldmakeusmen,women,childrenseeminglyless
thanhumanundeservingofdignityandrespect.
