What should be Indian defense policy ?

First of all , in order to have a splendrous defense system in country ,it should
be made mandatory for everyone within the age group of 20-25 to serve
defence for atleast a period of two years.
Policy should be focused to strengthen both deterrence as well as defense
.And for this to happen ,Research and Development should be encouraged in
premier engineering institutes of country (IITs, IISc, NITs).
Effective utilization of finance allocated to the defense and strict
scrutinization to maintain transparency, accountability and effectivess of
operarations within the department.
Privatization should be encouraged in this sector and allow private-public
partnerships that will enhance competitiveness , the sharp edges of which
will ensure effectiveness.
Innovation in defence management should be encouraged in Indian Institute
of Managements .
Indian defence system should be synergized with some of worlds powerful
defence companies e.g Boeing , BAE.
Since enormous amount of funds is allocated to premier institutions by
ministry ,and R&D fuelled; alongside, it should be conditionalised with the
attainment of targets to develop advanced technology to match world class
technology. Each year targets must be given to directors of these respective
premier institutions. Even appointment of directors of these premier
institutions should be based on meeting of targets.
Introduction of a field of study Defence technology and Management , and
student exchange programmes to let students get more awareness about
how it is done in other parts of world where defense has come across as a big
success.
